President Bush and outgoing White House Deputy Chief of Staff Karl Rove made emotional farewell statements to each other on the White House lawn Monday. Rove's voice cracked as he told the President that his service had been "the joy and honor of a lifetime." President Bush had earlier called Rove, "a dear friend. I thank my friend."
