Two Republican lawmakers are calling the Bush administration's bluff in the battle over Iraq war legislation.

President Bush and other top administration officials have threatened to furlough 200,000 Pentagon employees if Democrats do not meet Bush's requests for war funding.

But in a letter to Defense Secretary Robert Gates, Virginia Republicans Tom Davis and Frank Wolf say the administration's threat is baseless, because the Pentagon has the authority to make shifts in its budget to avoid forcing employees to take leaves of absences.

Noting the billions of dollars the Defense Department has at its discretion, Davis and Wolf say they "adamantly disagreed" with Gates' assessment that payroll freezes may be needed.

"We understand that the Army will face funding shortfalls if the President and the Congress cannot resolve the impasse over the fiscal year 2008 war funding," the letter reads. "We believe, however, that the Department of Defense has an obligation to use every tool at its discretion not to furlough civilian or contract employees."

The letter -- also signed by Reps. Jim Moran, D-VA, Chris Van Hollen, D-MD, C.A. Dutch Ruppersberger, D-MD, Eleanor Holmes Norton, D-DC, John Sarbanes, D-MD, and Elijah Cummings, D-MD -- comes less than a month after Congress passed a $459 billion defense spending bill. The Pentagon has "general transfer authority of $3.7 billion" and can also reallocate $8 billion of "excess working capital fund cash" to meet other budget, the letter states.

Citing this monetary flexibility, Rep. Moran labeled Gates' doomsday furlough proclamation an "old budget showdown tactic." Indeed, President Bush, himself, has been ramping up the rhetoric, repeatedly warning of severe damages to the Defense Department in the absence of an agreement on Iraq War funds.

"Given that the administration's threats were announced on the heels of Congress passing the largest defense spending bill ever, their cries of poor mouth raise a red flag the size of the North Pole," Moran said.

Congress and the White House are currently at an impasse over Iraq War funding. The House of Representatives recently passed a $50 billion supplemental measure that contains the goal of troop withdrawal by 2008. Senate Republicans filibustered the measure and President Bush, who requested $196 billion, said he would not sign it.

At a press conference in mid-November, a Pentagon spokesman said that without resolution between the two parties, the Army would have to cease all base operations and furlough "about 100,000 government employees and a like number of contractor employees at Army bases." A few days later, Army Vice Chief of Staff Gen. Richard Cody ordered commanders to prepare plans for widespread layoffs of civilian personnel in the absence of war funding.

Gates was sold as a refreshingly candid alternative to the delusional Rumsfeld, yet he is actually just as eager a champion of squandered lives and dollars - just more congenial and less in love with himself. Rumsfeld's self-love detracted from the love he was expected to shower on Bush, as his vassal, so he was finally jettisoned. Gates has been chosen because his selfless love and loyalty extends historically to the entire Bush clan. Ask Colin Powell - you're never too high to be a stooge.

I hope the Dems are prepared to take the economic hit for throwing a couple of hundred thousand people out of work, just as a Dem is (probably) about to take the White House.

The Dems are also going to negativly effect readiness just to please a few code pink types.

The surge has been working as advertised, so what are the Dems going to do - move the goalposts.

Please somebody tell Bush the war is over for almost 5 years now. America is watching a civil war in Iraq and pissing more money down the drain will not help. In fact, Iraqi people want you out, period. Give Bush a medal and tell him the war is won, he will buy it.

With a normal president in the White House, the rest of the world is probably willing to see the USA execute its role as the policeman of the world. With this pathetic joke of a president you feel uncomfortable to go to sleep, not knowing what crazy shit he has planned for the next day.

I'm all for furloughs of the thousands of foreign nationals working at US bases in Europe. We could save billions by closing the many useless facilities in Europe. Let's bring the boys home from there; I think the Euros can make it on their own by now.

If they can't handle Putin they need to take some of their people off the dole and beef up their meager militaries.

I have an idea: Democrats don't fund the war and Bush furloughs all our troops in Iraq to come home. Iraq will not notice a difference, so we have no real mission there to begin with, and then we can end this expensive, foolish adventure once and for all.

Just wait a second. The Pentagon is fully funded in the $447 billion Pentagon Funding Bill. The blank check that is being withheld because of Bush's lack of interest in compromise is an 'emergency' funding bill for the Republican wars.

Am I to believe that there are 200,000 people working in the Pentagon who are paid solely by 'emergency' funding?

Am I to believe that it takes 200,000 people working in the Pentagon to support 130,000 soldiers in Iraq?

The Pentagon only house 40,000 people. Where the heck are these other 160,000 Pentagon employees that are going to be laid off?

Didn't any of you miss the utterly distorted headline? "Republicans call Bush's bluff..."

If I read the text correctly, 2 Republicans and 6 Democrats signed this statement. Now I suppose 2 does make Republican a plural, but they were not even close to being a plurality!

An honest author would have entitled this "Democrats call Bush's bluff". But then again, haven't we all gotten used to partisan spin as opposed to the truthful statement of fact.

Well, there you have it. I was wondering why Republicans were suddenly on the side of truth. Unless I am reading this wrong (in which case, please correct me) they want to make sure the war profiteers get their money.

Why not take all of the Iraq funding from the defense budget so that they can sort out the essential from the unnecessary there and decide if the Iraq War comes uber alles. If we keep such massive funding of the defense department could this nation be assailed by such massive corruption that we become helpless as a nation? Let's hope that the rest of the world is investing in the matters that really produce national security-their people!

I don't care what party a politician belongs to, if they will do the right thing. Obviously, there aren't very many moral, intelligent Republicans out there, but when one does show up for the debate, thank goodness. It is about time.
