Under Rudy Giuliani Thefts Were Down In New York City--Except At City Hall

When leaving office, most mayors usually take a few trinkets with them. Souvenirs, photographs, mistresses...the usual. Not Rudy Giuliani. It was reported recently that the ex-mayor of New York City carted off more than 2,000 boxes from City Hall, a move unprecedented in the annals of the New York City mayoralty.
