DNC Chairman Howard Dean told the Florida and Michigan Democratic parties that they had two options for seating their delegates: wait to see what the Democratic National Convention Rules Committee says, or send voters back to the polls in a new round of balloting. Dean's statement:

We're glad to hear that the Governors of Michigan and Florida are willing to lend their weight to help resolve this issue. As we've said all along, we strongly encourage the Michigan and Florida state parties to follow the rules, so today's public overtures are good news. The rules, which were agreed to by the full DNC including representatives from Florida and Michigan over 18 months ago, allow for two options. First, either state can choose to resubmit a plan and run a party process to select delegates to the convention; second, they can wait until this summer and appeal to the Convention Credentials Committee, which determines and resolves any outstanding questions about the seating of delegates. We look forward to receiving their proposals should they decide to submit new delegate selection plans and will review those plans at that time. The Democratic Nominee will be determined in accordance with party rules, and out of respect for the presidential campaigns and the states that did not violate party rules, we are not going to change the rules in the middle of the game.

Through all the speculation, we should also remember the overwhelming enthusiasm and turnout that we have already seen, and respect the voters of the twelve states and territories who have yet to have their say.

Yesterday Dean had this to say to CNN's Wolf Blitzer about the rules governing delegate seating:

I live in Florida. You know....the land of disenfranchised voters. Our Republican governor and Republican legislature decided to move our primary date to 1/29 to "make Florida relevent to the voting process" even though they knew full well that they would be violating the DNC rules. Then the DNC had the candidates sign pledges not to campaign here. And they didn't, with the exception of Obama who ran a TV ad. So on the day of the primary 1.7 million loyal democrats showed up and voted with the belief that in the end our civil rights would not be denied. So now what we are getting from Howard Dean is a lot of lip service about his "rules" and how his bureaucratic red tape is more important than the voting rights of the loyal rank and file of his party. Some are proposing a "do over" of the primary like we are nothing but chattel that can be ordered about at will.
One of the missions du jour of the Iraq war, and there have been many, was to provide the Iraqis with the ability to vote. This has cost us dearly in American lives lost, in American lives being forever changed by physical and mental injuries, in families being torn apart, and of course billions of dollars. Yet here in Florida, US citizens are being told that our votes are meaningless because of arbitrary "rules".
I of course cannot speak for anyone other than myself, but the next vote I cast will be in November. Howard Dean needs to think about how his actions will affect the outcome of the general election in Florida.

Check it out - "grassroots" Democrats know that rules suck - but as soon as you let somebody twist them, yer Constitution is "just a goddamned piece of paper".
