Senate Seeking Audit Of Iraq Oil Money

Two senior members of the Senate Armed Services Committee have requested a full accounting of how Iraq is spending its soaring oil revenues, amid starkly conflicting estimates of how much the country has invested in rebuilding its broken infrastructure and providing basic services to its citizens.

The request, sent Friday to David M. Walker, the top official at the United States Government Accountability Office, estimates that Iraqi oil revenues could skyrocket above $56 billion in 2008, largely because of the rising price of oil.

Maybe the Senate can authorize retroactive immunity for incompetence in financial management.

"retroactive immunity for incompetence in financial management"

Only if they bring it down to the common folks level! You know, when you "forget" to file your income tax returns......

The hell with the Iraqi oil money that was supposed to finance the Bush war. Let's audit the Carlyle, Haliburton and Blackwater groups, which this administration and Congress through supplemental has financed a today war to be paid for by my great grandchildren and their offspring. I would take a page from those politicians who believe Americans should have choices. I would like one of them to propose as a choice that those people in favor of fighting a war finance it, and those opposed to the war pay the same rate of taxation but their money is to be used for Social security, Medicare, rebuilding our infrastructure, etc.

Finally someone up there doing what they were elected to do.Sort of.probably just a couple attention seeking Dems looking for headines. Good luck breaking through the all encompassing Clinton-Obama media hype.If the State Department is somehow absent from these hearings we'll know the answer.I'll say it again. I want a frickin audit of State Department funding for the U.S. embassy in Iraq, and their payroll for private companies and contractors. Bet most of it is hidden in Defence Department budget.

And check this out:
The Green Zone: The Military's Addiction To Oil: Military vehicles have no respect for CAFÉ (Corporate Average Fuel Economy) standards, or fuel standards of any kind. After all, we are at war; fuel economy is a luxury. Indeed, the military refers to fuel consumption in terms of "gallons per mile," "gallons per minute," and "barrels per hour." One quickly realizes that military "assets," as the Pentagon likes to call its rolling arsenal, operate in a world all their own, free of restraints of any kind -- both in the fuel they consume and the pollutants they exhaust.... http://www.huffingtonpost.com/barry-sanders/the-green-zone-the-milit_b_70285.html

Environmentalists Against WarMilitary fuel use is, instead, tabulated in "gallons-per-mile," "gallons-per-minute," and "barrels-per-hour." The biggest gas-hogs in the Pentagon"s arsenal ...

The military is critically dependent on oil for all of its operations. Oil supplies 79 percent of the Defense Department"s energy needs. But the Pentagon is far from fuel-efficient. This 1991 article found the DOD's ships, tanks and jets to be leading consumers of the Earth's oil resources.....the Pentagon"s "peacetime" energy bill could top 105 million tons. In his excellent chapter "Assessing the Military"s War on the Environment" in the forthcoming State of the World Report, World Watch researcher Michael Renner writes: "The Pentagon is the single largest consumer [of oil] domestically, and very likely worldwide.... It uses enough energy in 12 months to run the entire US urban mass transit system for almost 14 years."

What I heard was....
Before desert storm, cheney's black ops went ahead of the troops and blew the oil wells.
That gave haliburton the excuse to start pumping under the cover of putting the fires out etc..
They have been pumping with the "gages" disabled (so no accounting of how much they rip off) ever since then.

9/11 being an inside job was used as an excuse to step up the operations (i.e. rip-offs).

They have been pumping MASSIVE amounts of oil, only a SMALL FRACTION of which gets "reported" in any way. And WHO is getting all the oil?

You can BET, it's going to the HIGHEST BIDDER.

How many of y'all think that's America?

So who are these 'senior' Armed Service Com members- one obviously is NOT Hillary, she'd have amde sure it was in bold in the headlines.Plus she has not achieved 'senior' status- since she has only been in the Senate since'02.
Probably is just reading about it now- too busy on the campaign trail to attend to her duties on such a pivotal Committee to our nations Security. Nice Priorities Hill ! Strong onDefense Ah??? try doing the job we sent you to do, those long 6 yrs ago. Seems you've lost your focus and your mission.
She's not fit to sit in the Senate, Derelicition of duty- long before her campaign official started.

Certainly not the the people who deserve it; the innocent Iraqis and the innocent tax payers of America .... by that I mean we should not have to foot the bill any longer. They can be self supporting thru their own means...... but alas we have greedy DICK/Halliburton/Blackwater/BUSH etc......

I think we out to sue those folks for new schools and roads here in the states.

I was a Marine in Iraq in 2003 at the start of the war. My unit got flown over with none of our gear because our gear was sent in cargo ships which took 4 months. Meanwhile these assholes at Halliburton were blowing up $75,000 vehicles because they had flat tires.

Want to bet this goes nowhere?

The big money will be pushing REAL hard to make sure the president and everyone involved squashes the request as fast as possible and will threaten then everytime they try to find out.

there is absolutely no moral or practical distinction between the administration and the congress on responsibility for this war and its consequences. none. if i committed a crime and could pick who investigates it, i would pick levin, conyers, and waxman in a heartbeat. these clowns should really give it up. they are the ones that authorized the trillions for this. they- as representatives of the people- are more derelict than the oil administration, which is just trying to gouge consumers as much as possible, like good capitalists.

Yep. I'm sure Bush or one of his minions will run in and declare executive privilege, seal all the records and make any investigation of Iraqi oil money as top secret. LOL.

What happened to the large amount of monies and other values lifted from the Iraqi treasury right after the invasion? That is a legitimate investigation to pursue to the bank accounts of unrestrained looters.

A Senate audit is both oxymoronic and delusional. Half won't be able to understand it, and the other half doesn't care period. But being an election years, farce reigns supreme.

Have you ever seen an Islamic country make a comprehensive investment in education and care for its citizens? The money usually goes towards Riviera palaces, yachts and Swiss accounts for the lucky few kleptomaniacs who get hands money on the loot. Arafat died one of the richest men in Europe. Bhutto's husband stole in hundreds of millions. And the Gulfs sheikdoms... Iraq will not be any different. Americans will help out some also. But Americans call it "billing for services rendered."

What does this have anything to do with Islam?

Do you really think Iraqis have been in control of their own OIL money for past 5 years??

Every single comment you post includes nasty things about people in ME, and do NOT forget Bush Illegally Invaded Iraq for their OIL.

You're right, Iraqis have little control of their oil. You're right, Bush illegally invaded Iraq. Yet, Islamic civilization due to mostly it's oppression by the religious institutions and corruption has been in severe decline for more than 200 years. Produce almost nothing of value in high and low tech, industry, science. The major invention of Islamic civilization during modern times is suicide belt. Majority of Muslims are decent people but their civilization is the pits. Sorry, if it' not PC to say that but it's true.

Yes.

Fisrt - Bahrain - which is not a particularly wealthy country.

The country has a highly subsidized medical system (open to all in the country- both citizens and expats). This is both hospitals and medicines (the prices of which are subsidized). There is also a subsidy for certain basic foodstuffs.

The country provides free education to its citizens through high school and operates a tuition based university for higher studies.

The Crown Prince runs a scholarship fund where superior students are sent abroad for (a) intensive English language training and (b) four year fully paid scholarships to world class universities.

The country also has a Human Resources Development Fund which provides training to Bahrainis in a variety of fields - again 100% scholarships.

Second Kuwait.

Kuwait has a comprehensive scheme of social welfare.

The needy receive financial assistance; loans are provided to the handicapped to start businesses; the disabled can get treatment and training; and education is available for adult illiterates.

Kuwait University - founded 1966 - is the govt school. 20K+ students. 19 faculties or colleges.
Tuition free for Kuwaitis. The govt also has a pretty extensive scholarship program to send college kids overseas 100% scholarship to study at major universities in the USA and Europe.

The Ministry of Social Affairs offers a program that provides adequate, affordable housing, fully equipped with modern facilities, for citizens with limited incomes. That is, housing is provided free to such citizens.

Kuwait also has a comprehensive and highly developed subsidized national health-care system.

Gasoline, electricty and water are sold at subsidized prices.

At one point electricity was being sold for 1/15 of its cost of production - which as you might expect in an oil producing state is a heck of a lot lower than in the USA.

Third, the UAE.

Some highlights ....

All citizens of the UAE receive free education and medical care.
There is also a scheme to send students abroad for higher degrees on 100% scholarship.

The UAE also has a govt welfare scheme for grants to poorer citizens, disabled, etc. And special schemes for women in rural areas.

All male citizens are eligible for a grant of land and a no interest rate to build a house.

The govt pays couples $19,000 for their wedding costs.

Again electricity, water and gasoline are sold at subsidized prices.

Fourth, Dubai Medical City and Qatar Education City.

Qatar first.

Qatar Foundation (Govt of Qatar owned) is developing a 2,500 acre campus for education from primary through post graduate.
Some of the foreign universities who have opened.

Carnegie Mellon
Texas A&M
Georgetown
Weill Cornell Medical College
Virginia Commonwealth School of Arts

Rand Corp has opened a branch there.

As an enlightened one, you're probably familiar with the Qatar Foundation's "Dialogue of Civilizations" series of discussions moderated by the host of Hard Talk on the BBC. About two months ago, they had Israelis and Palestinians in Qatar debating the solution to the Israel/Palestintian distpure.

Next Dubai Healthcare City. (Tatweer - A Govt of Dubai Company). 23 million square feet.
Built in the Free Zone (to allow 100% foreign ownership).
Boston University Dental School is there.
Harvard Medical School has opened a Dubai branch.
Locally established Bone and Joint Center.
Concept is a teaching hospital as well as specialist hospitals, medical research, etc.
And a "wellness" center for prevention/lifestyle.

I'm sure an audit will do us some good. NOT!

The evidence is all there that this was a huge mistake and that they never expected to divulge just how much oil sales have brought in or where it goes. Have they ever?

Those records have "disappeared" just like emails in the White House.

What about the $12 Billion in Cash the Bush Govt."Mislaid" in Iraq???

Seeing that the USA had no legal right to be in Iraq in the first place,Iraq can just ignore any American politician's request for any kind of audit. Also if these U.S.Senators are really worried about what happens to money in Iraq, why then haven't they launched an investigation into the $12 Billion in U.S.CASH-MONEY that the Bush Govt.shipped to Iraq via the US Air Force,4 years ago,and which immediately "Diasppeared",after it was delivered!
This $12 Billion in U.S.currency,has never been recovered,in fact no one in the Penatgon or the White House knows for sure wether this money was ever really delivered to Iraq in the first place.Still for those politicians who like to see headlines about their "deep concerns" on how money in Iraq is used or misused, this lost, evaporated $12 Billion has not even come up as a tiny blip on their screens!
