WASHINGTON — At least four State Department workers pried into the supposedly secure passport files of presidential contenders Hillary Rodham Clinton, Barack Obama and John McCain, abashed officials admitted Friday in a revelation that had Condoleezza Rice promising a full investigation and telephoning the candidates to apologize personally.

The snooping incidents raised questions as to whether there was political motivation and why two contractors involved were fired before investigators had a chance to interview them. The State Department's inspector general was probing, with the Justice Department monitoring the effort, but Obama said that was not enough. He urged congressional involvement "so it's not simply an internal matter."

The unauthorized digging into electronic government files on politicians recalled a 1992 case in which a Republican political appointee at the State Department was demoted for searching Bill Clinton's passport records when Clinton was running against President George H.W. Bush.

McCain, the Republican nominee-in-waiting, said there should be an investigation of the new snooping as well as an apology.

Democrat Obama said that better include Congress, not just Bush administration investigators.

"When you have not just one but a series of attempts to tap into people's personal records, that's a problem not just for me but for how our government functions," Obama told reporters in Portland, Ore., where he was campaigning. "I expect a full and thorough investigation. It should be done in conjunction with those congressional committees that have oversight function so it's not simply an internal matter."

Rice was apologetic in public as well as in her private phone calls to the candidates.

"None of us wants to have a circumstance in which any American's passport file is looked at in an unauthorized way," the secretary of state said after speaking with Obama.

"I told him that I was sorry, and I told him that I, myself, would be very disturbed if I learned that somebody had looked into my passport file," she added. "And therefore, I will stay on top of it and get to the bottom of it."

In all, at least four workers were involved in the snooping.

The State Department confirmed Thursday night that Obama's files had been compromised on three occasions _ Jan. 9, Feb. 21 and as recently as last week, on March 14. By the time senior officials were made aware, two contract employees had been fired and a third disciplined, agency officials said.

The firings could make it more difficult for the State Department to force them to answer questions. Unless they agree to comply, they would have to be served with a grand jury subpoena compelling them to testify before a grand jury.

The companies that provided the contractors were The Analysis Corp. and Stanley Inc. Stanley, based in Arlington, Va., this week won a five-year, $570-million government contract extension to support passport services.

According to agency officials, a Stanley employee improperly accessed Obama's records on Jan. 9 and was fired within days. The second contractor, employed by The Analysis Corp., pried into similar records on Feb. 21 but was not terminated. The third incident involved another Stanley employee, who was swiftly fired.

In a statement, Stanley said it regretted the "rare occurrence" of unauthorized access of any individual's private information. When it fired the two subcontractors involved in accessing the Obama files, terminating them the day the incident was discovered, Stanley was not aware of others performing unauthorized searches of McCain or Clinton's files, the company said.

The Analysis Corp., or TAC, issued a statement late Friday saying it had been notified earlier in the day that one of its contractors had acted improperly.

The company said it had decided to honor the department's request to delay firing its consultant in order to give investigators time to conduct its investigation.

"This individual's actions were taken without the knowledge or direction of anyone at TAC and are wholly inconsistent with our professional and ethical standards," wrote the company, based in McLean, Va.

State Department spokesman Sean McCormack said Friday that a separate search conducted after the Obama revelation showed that workers also had snooped on McCain and Clinton.

The worker who had been reprimanded in the Obama incident had also reviewed McCain's records earlier this year, McCormack said. While the employee has not been fired, that person no longer has access to passport files, he said.

"I can assure you that person's going to be at the top of the list of the inspector general when they talk to people, and we are currently reviewing our (disciplinary) options with respect to that person," McCormack said.

In Clinton's case, someone accessed her file last summer as part of a training session involving another State Department worker. McCormack said the violation was immediately recognized and the person was admonished. That person was not involved in the later incidents, meaning four people were involved in all.

The department's internal computer system "flags" certain records, including those of high-profile people, to tip off supervisors when someone tries to view the records without an appropriate reason.

McCormack said an early review of the incidents points to workers' "imprudent curiosity" more than something more sinister.

But "we are not dismissive of any other possibility, and that's the reason why we have an investigation under way," he said.

Former independent counsel Joseph diGenova, who investigated the 1992 scandal, said the firings of the two contract employees will make the investigation more difficult because the inspector general can't compel them to talk.

"My guess is if he tries to talk to them now, in all likelihood they will take the Fifth," diGenova said, referring to the Fifth Amendment's protection against self-incrimination.

Likewise, Patrick Kennedy, the top management official at the State Department, briefed the candidates' staffs on Capitol Hill, then said to reporters, "The State Department has very, very rigorous rules about controls and access for privacy material. We review them regularly, and we have a large organization with a lot of people in it. Mistakes and errors happen from time to time. ... We caught these and we've got to work and correct that process."

Attorney General Michael Mukasey said the case has not yet been referred to the Justice Department for investigation, and indicated prosecutors were likely to wait until the State Department's inspector general concludes that inquiry. But Mukasey did not rule out the possibility of the Justice Department taking an independent look.

McCain, who was in Paris on Friday, said any breach of passport privacy deserves action.

"The United States of America values everyone's privacy, and corrective action should be taken," he said.

It was not clear whether the employees saw anything other than the basic personal data such as name, citizenship, age, Social Security number and place of birth, which is required when someone fills out a passport application.

The file also includes date and place of birth and address at time of application. Agency officials said the files generally would not list countries the person has traveled to.

"It is worth noting that that earlier situation (in 1992) also was characterized as isolated and nonpolitical when the news initially emerged," said Howard Berman, D-Calif., chairman of the House Foreign Affairs Committee.

"This time, as then, Congress will pay close attention to the depth of executive branch involvement in the rifling of presidential candidates' passport files," he added.

The Washington Times first reported the incident involving Obama.

A reconciliation between Clinton's wife and Obama (a "Mover and Shaker" -- of air, that is) would be way premature at this time. Each of the two has done a reasonably good job of reminding us of a few of the good reasons why the other is not a good fit for the presidency. Let them have at it for a few more months.

The CEO of one of the companies linked to the improper access to the passport files of presidential candidates is an adviser to the Obama campaign. Mmm. Interesting. I had suggested before that the breach was a deliberate act by those acting on behalf of the Obama campaing, a deliberate act intended to create a controversy and to be used when Obama was sinking in the polls.

When the story broke, I had suggested that this was a deliberate breach, calculated to cause a controversy, a "scoop" to be used in future in case Obama's poll numbers take a dive as is the case now and to garner sympathy for Obama. I am sure the supervisors indirectely encouraged or made suggestions to the worker to breach the files just for "fun.". The workers are the innocent dupes in this whole sorry saga. Obama is really the candiate from hell.

This press argument doesn't hold water. Why would the first breach have happened right after Iowa--not the best time for negative press. And what assurances would the Obama campaign have that the supervisor who did not report the breaches--a Clinton supporter--would have knowingly broken protocol?

Instead, follow the money. Stanley, Inc. just got a new DOS contract last year to build two new facilities. Where is Stanley's main headquarters--New Hampshire. Where did they build their two new facilities--Arkansas and Arizona. When did they first start working with the DOS--in 1992 right after Bill Clinton came into office. the Analysis Corporation (TAC), which is headed by
John O. Brennan, a former CIA agent who is an adviser
to Mr. Obama"s presidential campaign on intelligence
and foreign policy.


TAC, a McLean-based information firm that has helped
the State Department automate the Terrorist Watchlist
over the last several years, issued a statement last
night saying it had been notified earlier in the day
that one of its contractors had acted improperly. The
firm said it had honored a State Department request
not to fire its consultant to help the investigation.


"This individual's actions were taken without the
knowledge or direction of anyone at TAC and are wholly
inconsistent with our professional and ethical
standards," the company wrote.


Calls to the Obama campaign about Mr. Brennan were not
returned.


Mr. McCormack said yesterday that there was a fourth
person who breached the passport records, although he
described a case of inadvertance. He said a passport
office trainee last year was learning how to work with
passport electronic records and searched for Mrs.
Clinton's file as a test, but was "immediately
admonished, and it didn"t happen again."


Working-level supervisors confronted the three
employees after a computer alarm system was triggered
by the effort to access Mr. Obama's records.


"What didn't happen is that that information didn't
rise up to senior management levels, so that we could
be made aware of it. That should have happened," Mr.
McCormack said.


If senior officials were alerted to the intrusions,
additional safeguards would have been used to protect
the data, Mr. McCormack said.


Officials said the computer alarm signal that the
improper intrusions set off includes a notification
mechanism that should have alerted State's inspector
general. However, it is not clear whether the IG
reviewed the improper computer activities, the
officials said.

Stanley, Inc. is headed by one Phil O. Nolan. This diarist over at Le Grand Orange dug up Nolan's political contributions. There are an awful lot of donations to Republican Congressman Tom Davis.

According to Congresspedia, Davis is linked to one David Safavian, former chief of staff of the United States General Services Administration and convicted criminal in l'affaire Jack Abramoff. The link is through Safavian's wife Jennifer, who is the chief investigative counsel to the House Committee on Government Reform, which Davis chairs. The committee, handles procurement issues.

When Hillary's passport was breached, it was done in front of a supervisor as part of a training exercise. The supervisor asked the trainee to type in her name, and she typed in Hillary Clinton. There was no snooping and no misdeed, hence no one was fired.

With Obama's, unknown people have repeatedly accessed Obama's records to which to the level of seriousness caused two to be fired and one suspended.

There IS a big difference.

It's not the "who" (individuals) involved, but WHO (the companies for which they work) that ought to be investigated here " and what they represent.

First, apologies to all because this is a long-ish comment, but here goes... .

Google is a wonderful thing. Keith Olbermann and few others including Ms. Flaherty and Mr. Butler here, are offering more in-depth reporting about the snooping into Barak Obama, Hillary Clinton and John McCain"s passport files. As I understand it, at least McCain and Obama"s records were poked at by employees for the company Stanley, Inc. Olbermann raised the question of who were these employees and where are they now.

My first reaction was "who the heck is Stanley, Inc. (or The Analysis Corporation, for that matter), and why do their employees get to poke around government documents?"

This led me to go a-Googling, and what I"m finding is raising the small hairs on the back of my neck.

I find a Stanley, Inc. history that began with a certain Rear Admiral Emory D. Stanley who, with some as yet undiscovered partner formed a consulting firm in 1966. Over the decades this firm transformed itself into an information technology outsourcing company that has insinuated itself into almost every level of the federal government, especially (some surprise) under the current Bush administration.
Here is the current list of Stanley clients (the only list they offer) directly from their web site.

A previous commenter here, Sooner1976, cited the writing of JAKE TAPPER and KIRIT RADIA's research listing Stanley Inc.'s current customer base. When I look at the list above, I feel a sudden, frightening and sinking feeling that Bush, Inc. has succeeded beyond most people"s wildest nightmares1: Our government is no longer our government; it has all been outsourced " the very information infrastructure of the government is now controlled by civilian corporations, where Stanley, Inc. is only one example.

And the March 14 peek into Obama"s records was by an employee for The Analysis Corporation (TAC)? Here is the only list TAC offers for their client list on their web site.

Between these two companies alone " companies who are only answerable to citizen oversight if they can be found to have broken laws " we see corporate fingers into the IT systems of DHS, FBI, NSA, DIA, every branch of the military, and federal departments with oversight and regulation to ensure the welfare of the whole country.

And how, exactly, can we know whether they have broken laws when they control the information systems of the very groups who would be investigating them?

Do I hear the dry thrumming sound of Orwell spinning in his grave here? Or is it, by literal dictionary definition of the term, that Bush, Inc. has succeeded in converting the United States into a fascist country?

No, no, no, no, NO!!! This contract should be stripped as they obviously have issues with their employees. At minimum, delayed until this investigation is completed.

While the State Dept. is at it, why don't they check the passport files of Dodd, Biden, Kucinich, Richardson, and Edwards? The Inspector General might find more co-ink-ki-dinks in common to get to the root of the problem.

BTW, who is the new, or acting, Inspector General? Cookie Krongard was a fine example of an IG: quit before he was charged with perjury. Why is it each dept. gets to police themselves? These recent breaches must go on to Congress. I would LOVE to see Rep. Henry Waxman get his teeth into this brou-ha-ha. He's like a dog with a bone.

also, why were the Senior Staff at State Department not notified after the first breach? If they had been, the next 2 would not have occurred. Who held up notifying Senior Staff, or did Senior Staff know and make a wrong decision to let it pass as "idle curiosity"? After the second attempt, "idle curiosity" doesn't pass the giggle test. And then the third time, why does it seem to take forever for the notification to be made - not to Senior Staff - but to Senator Obama, then Senator Clinton and McCain?
Since Krongaard was Inspector General above Kennedy who had to resign during an embarassing senate hearing in which he denied his brother was on a special board of advisors for Blackwater, then had to come back into the hearing and change his story, we all know how political he is, and his second, Kennedy is cut from the same political coat.
This is rare, the Inspector General was supposed to be watching out for bad acts or actors in the State Department lets Blackwater run around like crazy, then denies connections - important ones, has to resign - and then his next in command is now Acting Inspector General, currently being appointed to replace Krongaard and now this happens.
It doesn't take too much to figure out this was politically motivated.
This is a serious breach of privacy, and the cavalier manner in which this is being handled by Rice and her direct reports especially the delay in notification is appalling for an organization that represents the very essence of security.

I'm sure that skeleton will eventually come out too. Her passport and McCain's were both breached, only Obama had an insider tip off a reporter which is how he found out. Hillary and McCain never received this apparent tip off until Rice contacted them. Also, it is apparent that this was done by the republicans for reasons you well know. Therefore, stop blaming Hillary Clinton for this. You have real issues with the truth.
