Obama Passport Breached: Two State Dept Officials Fired, Investigation Underway

WASHINGTON — State Department employees inappropriately examined the passport files of Democratic Sens. Barack Obama and Hillary Rodham Clinton, a security breach that forced Secretary of State Condoleezza Rice to apologize to Obama.

The episodes raised questions as to whether the actions by the Bush administration were politically motivated.

Rice said Friday she apologized to Obama for a security breach in which three State Department contractors reviewed his file on three occasions earlier this year. Two of the employees were fired and a third disciplined.

"I told him that I was sorry, and I told him that I myself would be very disturbed," Rice told reporters.

Separately, Clinton issued a statement saying Rice told her that her passport file was breached in 2007.

The State Department's inspector general is investigating the Obama passport breach, which occurred on three separate occasions _ Jan. 9, Feb. 21 and as recently as last week, on March 14. On Friday, the department announced that the Justice Department would be monitoring the probe in case it needs to get involved.

State Department spokesman Sean McCormack said Friday that the State Department would make results of the investigation available to congressional oversight committees and to Obama's office.

Bill Burton, a spokesman for Obama's presidential campaign, has called the incident "an outrageous breach of security and privacy."

Two of the employees were fired for the security breach and the third was disciplined but is still working, the department said Thursday. It would not release the names of those who were fired and disciplined or the names of the two companies for which they worked.

Rep. Henry Waxman, D-Calif., chairman of the House Oversight and Government Reform Committee, asked Rice in a letter on Friday to release the names of the contracting companies involved, contending that such information is in the public interest.

Former Independent Counsel Joseph diGenova said the firings of the two contract employees will make the investigation more difficult because the inspector general can't compel them to talk.

"My guess is if he tries to talk to them now, in all likelihood they will take the Fifth," DiGenova said, referring to the Fifth Amendment's protection against self-incrimination.

DiGenova said he didn't think a basic investigation would take long, perhaps a week to 10 days and that someone should be held responsible.

"Is inconceivable to me that civil servants working in a department which was part of a scandal in 1992 on this very subject would not understand that it was a management necessity to inform superiors.

It is not clear whether the employees saw anything other than the basic personal data such as name, citizenship, age, Social Security number and place of birth, which is required when a person fills out a passport application.

Aside from the file, the information could allow Obama's critics to dig deeper into his private life. While the file includes his date and place of birth, address at time of application and the countries he's traveled to, the most important detail would be his Social Security number, which can be used to pull credit reports and other personal information.

"This is a serious matter that merits a complete investigation, and we demand to know who looked at Senator Obama's passport file, for what purpose and why it took so long for them to reveal this security breach," Burton said on Thursday.

McCormack said the breaches occurred were detected by internal State Department computer checks. The department's top management officer, Undersecretary Patrick Kennedy, said certain records, including those of high-profile people, are "flagged" with a computer tag that tips off supervisors when someone tries to view the records without a proper reason.

The firings and unspecified discipline of the third employee already had occurred when senior State Department officials learned of the breaches. Kennedy called that a failing. Rice only learned about the breaches Thursday.

"I will fully acknowledge this information should have been passed up the line," Kennedy told reporters in a conference call Thursday night. "It was dealt with at the office level."

In answer to a question, Kennedy said the department doesn't look into political affiliation in doing background checks on passport workers. "Now that this has arisen, this becomes a germane question, and that will be something for the appropriate investigation to look into," he said.

The department informed Obama's Senate office of the breach on Thursday. Kennedy said that at the office's request, he will provide a personal briefing for the senator's staff on Friday.

Obama was born in Hawaii and lived in Indonesia for several years as a child before returning to the United States. As a member of the Senate Foreign Relations Committee, he has traveled to the Middle East; the former Soviet states with Sen. Richard Lugar, R-Ind.; and Africa, where in 2006 he and his wife, Michelle, publicly took HIV tests in Kenya to encourage people there to do the same.

Obama's father was born in Kenya, and the senator still has relatives there.

The disclosure of inappropriate passport inquiries recalled an incident in 1992, when a Republican political appointee at the State Department was demoted over a search of presidential candidate Bill Clinton's passport records. At the time he was challenging President George H.W. Bush.

A reconciliation between Clinton's wife and Obama (a "Mover and Shaker" -- of air, that is) would be way premature at this time. Each of the two has done a reasonably good job of reminding us of a few of the good reasons why the other is not a good fit for the presidency. Let them have at it for a few more months.

The CEO of one of the companies linked to the improper access to the passport files of presidential candidates is an adviser to the Obama campaign. Mmm. Interesting. I had suggested before that the breach was a deliberate act by those acting on behalf of the Obama campaing, a deliberate act intended to create a controversy and to be used when Obama was sinking in the polls.

When the story broke, I had suggested that this was a deliberate breach, calculated to cause a controversy, a "scoop" to be used in future in case Obama's poll numbers take a dive as is the case now and to garner sympathy for Obama. I am sure the supervisors indirectely encouraged or made suggestions to the worker to breach the files just for "fun.". The workers are the innocent dupes in this whole sorry saga. Obama is really the candiate from hell.

This press argument doesn't hold water. Why would the first breach have happened right after Iowa--not the best time for negative press. And what assurances would the Obama campaign have that the supervisor who did not report the breaches--a Clinton supporter--would have knowingly broken protocol?

Instead, follow the money. Stanley, Inc. just got a new DOS contract last year to build two new facilities. Where is Stanley's main headquarters--New Hampshire. Where did they build their two new facilities--Arkansas and Arizona. When did they first start working with the DOS--in 1992 right after Bill Clinton came into office. Just another angle to look at...

The third employee, who has not been fired, worked for
the Analysis Corporation (TAC), which is headed by
John O. Brennan, a former CIA agent who is an adviser
to Mr. Obama’s presidential campaign on intelligence
and foreign policy.


TAC, a McLean-based information firm that has helped
the State Department automate the Terrorist Watchlist
over the last several years, issued a statement last
night saying it had been notified earlier in the day
that one of its contractors had acted improperly. The
firm said it had honored a State Department request
not to fire its consultant to help the investigation.


"This individual's actions were taken without the
knowledge or direction of anyone at TAC and are wholly
inconsistent with our professional and ethical
standards," the company wrote.


Calls to the Obama campaign about Mr. Brennan were not
returned.


Mr. McCormack said yesterday that there was a fourth
person who breached the passport records, although he
described a case of inadvertance. He said a passport
office trainee last year was learning how to work with
passport electronic records and searched for Mrs.
Clinton's file as a test, but was "immediately
admonished, and it didn’t happen again."


Working-level supervisors confronted the three
employees after a computer alarm system was triggered
by the effort to access Mr. Obama's records.


"What didn't happen is that that information didn't
rise up to senior management levels, so that we could
be made aware of it. That should have happened," Mr.
McCormack said.


If senior officials were alerted to the intrusions,
additional safeguards would have been used to protect
the data, Mr. McCormack said.


Officials said the computer alarm signal that the
improper intrusions set off includes a notification
mechanism that should have alerted State's inspector
general. However, it is not clear whether the IG
reviewed the improper computer activities, the
officials said.

in 2007, Stanley opened a passport processing center in Bill Clinton's former home town Hot Springs, Arkansas and will open another one in Tucson in John McCain's home state of Arizona this spring.

Stanley, Inc. is headed by one Phil O. Nolan. This diarist over at Le Grand Orange dug up Nolan's political contributions. There are an awful lot of donations to Republican Congressman Tom Davis.

According to Congresspedia, Davis is linked to one David Safavian, former chief of staff of the United States General Services Administration and convicted criminal in l'affaire Jack Abramoff. The link is through Safavian's wife Jennifer, who is the chief investigative counsel to the House Committee on Government Reform, which Davis chairs. The committee, handles procurement issues.

When Hillary's passport was breached, it was done in front of a supervisor as part of a training exercise. The supervisor asked the trainee to type in her name, and she typed in Hillary Clinton. There was no snooping and no misdeed, hence no one was fired.

With Obama's, unknown people have repeatedly accessed Obama's records to which to the level of seriousness caused two to be fired and one suspended.

There IS a big difference.

It's not the "who" (individuals) involved, but WHO (the companies for which they work) that ought to be investigated here — and what they represent.

First, apologies to all because this is a long-ish comment, but here goes... .

Google is a wonderful thing. Keith Olbermann and few others including Ms. Flaherty and Mr. Butler here, are offering more in-depth reporting about the snooping into Barak Obama, Hillary Clinton and John McCain’s passport files. As I understand it, at least McCain and Obama’s records were poked at by employees for the company Stanley, Inc. Olbermann raised the question of who were these employees and where are they now.

My first reaction was “who the heck is Stanley, Inc. (or The Analysis Corporation, for that matter), and why do their employees get to poke around government documents?”

This led me to go a-Googling, and what I’m finding is raising the small hairs on the back of my neck.

I find a Stanley, Inc. history that began with a certain Rear Admiral Emory D. Stanley who, with some as yet undiscovered partner formed a consulting firm in 1966. Over the decades this firm transformed itself into an information technology outsourcing company that has insinuated itself into almost every level of the federal government, especially (some surprise) under the current Bush administration.
Here is the current list of Stanley clients (the only list they offer) directly from their web site.

A previous commenter here, Sooner1976, cited the writing of JAKE TAPPER and KIRIT RADIA's research listing Stanley Inc.'s current customer base. If you missed that comment, here we go again (again, sorry about redundancy, but as an IT professional I feel re-emphasizing these lists — there is one more to follow the Stanley list — sounds all sorts of alarms):

When I look at the list above, I feel a sudden, frightening and sinking feeling that Bush, Inc. has succeeded beyond most people’s wildest nightmares1: Our government is no longer our government; it has all been outsourced — the very information infrastructure of the government is now controlled by civilian corporations, where Stanley, Inc. is only one example.

And the March 14 peek into Obama’s records was by an employee for The Analysis Corporation (TAC)? Here is the only list TAC offers for their client list on their web site.

As I am an IT manager myself, I have a full understanding of the depth of control — or damage — that can be exerted by anyone with access to that much raw information (and control over automated and/or security systems, etc.).

Between these two companies alone — companies who are only answerable to citizen oversight if they can be found to have broken laws — we see corporate fingers into the IT systems of DHS, FBI, NSA, DIA, every branch of the military, and federal departments with oversight and regulation to ensure the welfare of the whole country.

And how, exactly, can we know whether they have broken laws when they control the information systems of the very groups who would be investigating them?

Do I hear the dry thrumming sound of Orwell spinning in his grave here? Or is it, by literal dictionary definition of the term, that Bush, Inc. has succeeded in converting the United States into a fascist country?

This must be known everywhere.Mail it to the Obama-campaign and all the other people concerned, too. mail it to your Congressmen and Senators. These facts revealed that, there's an axe aiming at the roots of democratic USA. Don't let the roots be severed.

No, no, no, no, NO!!! This contract should be stripped as they obviously have issues with their employees. At minimum, delayed until this investigation is completed.

While the State Dept. is at it, why don't they check the passport files of Dodd, Biden, Kucinich, Richardson, and Edwards? The Inspector General might find more co-ink-ki-dinks in common to get to the root of the problem.

BTW, who is the new, or acting, Inspector General? Cookie Krongard was a fine example of an IG: quit before he was charged with perjury. Why is it each dept. gets to police themselves? These recent breaches must go on to Congress. I would LOVE to see Rep. Henry Waxman get his teeth into this brou-ha-ha. He's like a dog with a bone.

also, why were the Senior Staff at State Department not notified after the first breach? If they had been, the next 2 would not have occurred. Who held up notifying Senior Staff, or did Senior Staff know and make a wrong decision to let it pass as "idle curiosity"? After the second attempt, "idle curiosity" doesn't pass the giggle test. And then the third time, why does it seem to take forever for the notification to be made - not to Senior Staff - but to Senator Obama, then Senator Clinton and McCain?
Since Krongaard was Inspector General above Kennedy who had to resign during an embarassing senate hearing in which he denied his brother was on a special board of advisors for Blackwater, then had to come back into the hearing and change his story, we all know how political he is, and his second, Kennedy is cut from the same political coat.
This is rare, the Inspector General was supposed to be watching out for bad acts or actors in the State Department lets Blackwater run around like crazy, then denies connections - important ones, has to resign - and then his next in command is now Acting Inspector General, currently being appointed to replace Krongaard and now this happens.
It doesn't take too much to figure out this was politically motivated.
This is a serious breach of privacy, and the cavalier manner in which this is being handled by Rice and her direct reports especially the delay in notification is appalling for an organization that represents the very essence of security.

You fool it is very important for us to know not only where he goes, but who he has met with on his trips. This is much more important than who he may or may not be sleeping around with. I'm sure that skeleton will eventually come out too. Her passport and McCain's were both breached, only Obama had an insider tip off a reporter which is how he found out. Hillary and McCain never received this apparent tip off until Rice contacted them. Also, it is apparent that this was done by the republicans for reasons you well know. Therefore, stop blaming Hillary Clinton for this. You have real issues with the truth. Someone apparently neglected to instill a conscience in you so that you could know to write truthfully without defaming another person's character and reputation.

It is very important to take a hard look at these two subcontractors based in Arlington, Virginia. Who is in control of these two corporations? How many foreign "students" are employed?

Take a real hard guess; see how many neo-cons have buddies in the two organizations. But above all, see which foreign nationals and those with dual citizenship are involved!
