I'm pretty sure that isn't a real bear. Look at the ankles and skates.

This should give you an idea about the comparative widths of bear and human feet. They simply don't make skates that wide. Granted, its not that big a bear, but this smells distinctly of a Russian April Fool.

They train the bear by using shock collars and other methods of torture, including whips and chains whenever he does something wrong. Litterally. He is probably neutered and declawed too, but I'm not watching again to find out. It's disgusting and I can't believe huffposters think this is humorous. It's sad and all yall are pathetic to think so. China has Animal Olympics and those videos are banned on most decent websites. I hope the bear gets pissed off and hurts one of his trainers. then he'll be killed and put out of his misery. What terrible human arrogance.

Definitely a bear. It moves very differently from the way a man in a bear suit would move. I don't think the training would be difficult - just let the bear see people skating, make it obvious that they're enjoying the experience, and the bear will want to join in.

There's nothing wrong with a bear having fun, if that is indeed the case, but I do worry about those skates. They're obviously designed for human feet, with little or no customization. I can't help thinking that the bear will find them uncomfortable.
