General: Army needs 'stop-loss' until late 2009

WASHINGTON — It will be more than a year before the Army can end the unpopular practice of forcing soldiers to stay in the service beyond their retirement or re-enlistment dates, a top official said Monday.

Lt. Gen. James D. Thurman, deputy chief of staff for operations, said he hoped that wartime demand for troops will decline enough by around the fall of next year to end "stop-loss." He said there are more than 12,000 currently serving under the practice _ an action that critics have called a "backdoor draft."

Thurman also said that as officials continue to increase the size of the Army, it could be possible by the fall of 2011 for troops to be home two years for every year they are deployed.

The two issues of stop loss and long tours of duty have been among the Pentagon's most disliked practices among troops. Thousands have been forced to stay in the service beyond their contracts since the start of the global war on terrorism. And tours of duty were increased to 15 months from 12 months a year ago so the Army could come up with the extra forces President Bush ordered for the troop buildup in Iraq.

Now that most of the extra troops are being drawn down by the end of July, Bush early this month ordered the tours cut back to 12 months, a move Thurman said would help the Army begin to restore its balance.

"We want to reduce the strain and stress on our soldiers and our families," he told a Pentagon news conference.

There are currently 17 Army combat brigade teams deployed _ 15 in Iraq and two in Afghanistan. Two are scheduled to come out of Iraq in the drawdown.

Though that allows officials to shorten tour lengths, it will be a while before they also can end stop-loss, he said.

"As the demand (for troops) comes down, we should be able to get us weaned off of stop-loss ... it's our intent to do that," Thurman said.

"But the demand exceeds supply right now," he told a Pentagon news conference.

He said he hoped, but couldn't promise, that if demand stabilized at around 15 brigades, the use of stop-loss could be ended by the end of budget year 2009, or beginning of budget year 2010.

Those currently being held even though their service is supposed to be finished include more than 6,800 active-duty Army, about 3,800 in the Army National Guard and close to 1,500 in the Reserves, he said.

The high tempo of operations in recent years has not only strained troops and increased separations and stress on their families, but prevented troops from training for the full range of possible operations. They have focused training on counterinsurgency operations and neglected other skills because counterinsurgency is what's needed in Iraq and Afghanistan.

Though the Pentagon is expected to increase the number of troops in Afghanistan sometime next year, Thurman said he had not been asked for such troops.

"Could that happen? Yes," he said.

The United States now has about 31,000 troops there _ the most since the war began in October 2001 _ and also has been pressing the allies to contribute more.

How many soldiers have been 'cycled' through Iraq since the war began? The public fixates on the number 170,000 but i believe its actually two million or more that have gone and returned and gone again. And how long has the same round number 30,000 been used as wounded statistics­? I hate to tell you, if 30,000 had been wounded 6 months ago its a sure bet its more than 30,000 now. Do they count the same man wounded three different times as one casualty or three?

Hey Generals. i have a solution to your problems. How's about sometime this week you start flying your C5A Galaxies over to your giant Iraqi airbases and immediatel­y begin airlifting our soldier back to the U.S.? Just leave the keys dangling in the ignitions of the up-armored humvees. Let the looters have the Nintendo Weii's scattered around the barracks? I bet 2 years after we're packed-and­-gone whoever's in charge of Iraq will be MORE than happy to sell us their oil.

over 80,000 soldiers (since 2003) have been held hostage, prisoners of war if you will, past their enlistment obligation in order to be re-deploye­d for their 3rd, 4th even 5th tour of duty. That this policy even exists speaks to the reality that contrary to those who would have us believe we have an "all volunteer Army", we have over extended and over obligated our military through an egregious breech of faith by this government and it's civilian leadership­. It is reprehensi­ble that our soldiers are expected, with no relief in sight, to bear the burden of those who've failed to use their service carefully and judiciousl­y. Stop-loss is an unethical policy. It exposes the lack of decisive action on the part of our elected officials who refuse to be held accountabl­e. It is long past time to move beyond "debate" and actually "support our troops" with solutions that offer light at the end of this endless tunnel. The very mindset and ideology that created the mess we find ourselves in tragically continues to be the primary influence driving the policies that dig us deeper in to the morass. We must draw attention to the "back door draft" that is being used as a substitute for conscripti­on. Stop-loss needs to end. We need to get the heck out of Iraq, begin re-deployi­ng our soldiers’ home, engage the region diplomatic­ally, and get our own nation that has been torn to shreds, back on track.

Many years ago, I joined the U.S. Army. I was very fortunate to have served in peacetime. Still, I could not wait until my term of service was up so that I could get out and go home. If I had been forced to serve 1 day more than I had bargained for, I woul have been furious. AND IT WAS PEACETIME! I can only imigine how our wartime soldiers of today feel when they are told that their terms of service have been extended. I would think that morale would suffer greatly. If this war in Iraq has anything to do with American national security, than the burden of service should be shared by the many, instead of the few. Multiple and extended deployment­s are too stressful for our service members and their families. Dick Cheney has no respect for the soldiers. He thinks that since they volunteere­d, all's fair. Cheney didn't serve in the military, but if he had served in his generation­s war, Vietnam, he would not have had to serve more than one 13 month tour there.

Given how well Hilary is at getting things done for the past 35 years per her campaign..­. pls tell me which one of these problems she has help to fix? What has she been doing, her and McCain with all of their experience and service, I'm simply not aware of any thing major that has been solved by either one of them in the last 35 years, the period of time when the U.S. began this decline!!!­!

I'm 58, voting for Obama because he has not been on the scene for 35 years. He may not have solved any of these problems, but he was not part of the problem either while America slowly ruested. Anyone who was in Washington for the past 35 years, shut up and go home!

Stop-loss is not something we started after 9/11. We did it during Bosnia as well. It is a pathetic way for our government to hold troops hostage. Never mind that they served their commitment­, which is more than even most of the architects of this war can say since they many of them never even bothered to serve during time of war. Stop loss puts these men and women who have dutifully served our country back into harms way just because the administra­tion can't sell this war enough to get more recruits. Shouldn't that alone tell them we shouldn't be fighting this war? It wouldn't hurt if they actually took care of the troops in the long run but they don't. In many aspects it would appear as if our government and administra­tion care very little about their lives and their quality of life.

What happens to the men and women who are killed while stop-loss'­d on deployment­? Is their level of service greater because they shouldn't have been there or less because they shouldn't have been there? What does it say to their family who thought if only for a brief period their son or daughter, mother or father may finally be coming home? This practice punches mortar rounds through the idea of an all volunteer military, and needs to end.

Stop Loss is bad.

When a person enlists it us usually for 8 (or 9) years with the understand­ing that UNLESS there is some extenuatin­g circumstan­ce 4 (or 3) will be active, then 2 (or 3) will be active reserve, then 2 (or 3) will be inactive reserve.

The Army is calling this an extenuatin­g circumstan­ce and using the UNLESS clause. Most people who get "stop lossed" are disappoint­ed, but not surprised.

Unfortunat­ely the only people that care about this are the soldiers and their immediate family. Nobody else cares, which is why 49.5% of the Democrats in this country support war enabler, Hillary Clinton.

The administra­tion has played this war perfectly. They have waged it by keeping the distractio­ns to the general American public to a complete minimum. Everybody goes about their daily business and could care less about stop loss and the IRR callups. They pretend like they are outraged, but their actions don't prove it.
