WASHINGTON — President Bush's contentious nominee for the Federal Election Commission removed his name from consideration Friday, potentially ending a lengthy stalemate that had paralyzed the work of the agency.

Hans von Spakovsky, a former Justice Department official who never had Democratic support to win confirmation, withdrew his nomination, saying it was time for the protracted deadlock to end.

Bush "reluctantly accepted" von Spakovsky's request, the White House said.

Democrats have objected to von Spakovsky's tenure at Justice, where he oversaw voting rights matters. The standoff has held up other Senate confirmations to the six-member FEC, which is without a quorum and has been unable to conduct business.

In a letter to Bush, von Spakovsky said the long-stalled process has been extremely hard on his family. "And quite frankly, we do not have the financial resources to continue to wait until this matter is resolved," he wrote.

He added: "The agency that is tasked with policing our campaign finance system needs to be operational during a presidential election year. The opposition to my nomination (however unfair) is preventing that from happening."

Senate Democratic leader Harry Reid, D-Nev., welcomed von Spakovsky's withdrawal. Democrats have charged that von Spakovsky tried to suppress voter participation through new restrictions such as voter identification laws and voter roll purges.

"Democrats stood united in their opposition to von Spakovsky because of his long and well-documented history of working to suppress the rights of minorities and the elderly to vote," Reid said. "He was not qualified to hold any position of trust in our government."

Senate Republicans, however, argued that a recent Supreme court ruling upholding a strict Indiana voter identification law vindicated von Spakovsky's stance on the issue.

Senate Republican leader Mitch McConnell of Kentucky blamed Democrats for obstructing what he called "a highly qualified nominee to the FEC."

"Once again, liberal interest groups did their best to manufacture controversy and, once again, Senate Democrats played along," McConnell said in a statement.

Bush sent the Senate a new slate of FEC nominees this month, retaining von Spakovsky but withdrawing the nomination of FEC Chairman David Mason.

Mason had clashed in the past with presumed Republican presidential nominee John McCain.

The Senate could vote on the remaining four nominees awaiting confirmation or wait until Bush nominates a replacement for von Spakovsky. The commission consists of six members _ three from each party. It takes four votes on the commission to act, meaning that even with a 3-2 advantage, Democrats would need one Republican to avoid a deadlock.

The FEC has unfinished business before it, including final action on regulations governing candidate air travel as well as new rules on lobbyist fundraisers and joint advertising by national parties and federal candidates.

Also pending is action on McCain's decision to bypass public matching funds during the primary. Mason had informed McCain that he needed commission approval before withdrawing. Without a quorum, the FEC was unable to act. Mason also said McCain needed to explain the terms of a loan he obtained before he won the early primaries.

Richard L. Hasen, a law professor at the Loyola Law School in Los Angeles, said the most important action by the FEC is a "non-controversial and ministerial act" _ approving requests for public financing by presidential candidates. McCain is expected to ask for the $84 million available this year for the general election.

"It would be a terrible situation for a candidate wanting to get public financing to not be able to get it," Hasen said.

start an all out flame war right away begin with small insults.
The idea is to poison the tone of discussion but do it so slowly
that they dont realize where its coming from. You want the
liberal sheep to get caught up in it and start doing our work for
us.
Step three: As the Democ-rat nomination narrows in on a
candidate crank up the heat. The loser
ident should start calling for a voter boycott on the winner.
You may not be able to peal off voters to our side but
demotivating them so they stay home is almost as good.

The Democrats obstructed the process? The Democrats manufactured controversy? The only process we have in this country is the process of the GOP endlessly manufacturing controversy. Guess it takes one to know one. Or it could be said that what you see in others is a reflection of what you see in yourselves. Chew on that, GOP.

Harry Reid needs to get on Keith Olbermann's show with a few of those documentations of von spakovsky's efforts to quell voters and get them in the newspapers (if the print media aren't ALL under the thumbs of the repus!) A lot of the problem with too little participation is too little information. The people need to KNOW what is going on, WHY things do not get done. The repu obstructionism (and the NAMES of cowardly Dems who caved in and voted with the repukes) needs to be aired regularly and every single thing they are doing to make things difficult for those least able to speak for or defend themselves needs to be front and center, in everyone's face, EVERY DAY! mcinsane DOES some explaining to to about that shady loan he engineered. Just what we need, ANOTHER criminal in the White House.

The "recent" supreme court's decision should surprize no one, since the s c is comprised almost entirely of repu appointees who are gutlessly and totally devoted to shoving the wishes of the select few down the throats of the nation's people without a thought given to the rule of law. The supreme court will be the first thing disbanded when the civil war we will be facing very soon is over. The people of this nation number over 300,000,000 and the super-rich comprise less than 2% of them. Who do you think is going to win? Sure blackwater and its ilk, being supplied and paid by the repu elitists, will kill a lot of us. The average person is much more adept at adapting to hardships and using their wits and there are so many more of us. Voting will be returned to the average person, we will make decisions and the greedy will be executed. mitch mcConnell needs to be eliminated. The repu-slanted courts have to be stopped for the reason stated by Harry Reid. They have been twiddling for months/years with ways to keep people from voting. Everything from stopping elections, throwing away ballots, electronically switching votes, inventing new rules in the middle of the game, and voter intimidation has beenbrought to bear by the repukes. Vote them OUT! Get rid of them! Friends don't let friends vote republican!

Our voting process has been and is so corrupt it's time for a change. It's unbelievable that our own citizens won't let the process work but choose to munipulate the system to an advantage. It's time for honest hard working Americans to step up to the plate in these jobs and in congress. Those who continue to manipulate our lives must and should be voted out on either side of the isle
