NEW YORK — Never mind the free lunch. Almost nothing is complimentary on airlines anymore, not even what many passengers consider a simple necessity: a single checked bag.

Under a plan announced Wednesday by American Airlines, passengers already forced to pay extra for amenities like earphones, meals and even snacks will have to pay $15 to check a basic piece of baggage.

Some other carriers are already charging for extra legroom in exit rows. What's next?

"Pay toilets in the coach cabin maybe," joked longtime airline consultant Mike Boyd.

But airline executives aren't laughing, and other carriers refused to rule out similar fees to stow luggage in the cargo hold.

American Airlines' plan is part of a larger effort by the industry to find new ways to improve revenue in the face of soaring fuel prices and a slumping economy. The airlines anticipated a multibillion-dollar loss this year, even before oil's latest spike above $130 a barrel Wednesday.

Still, the latest effort could be a tough sell with passengers.

"It's ridiculous," said Louise Schum, a 23-year-old student from Steamboat, Colo., on a 10-hour layover at Miami International Airport. "Charging for luggage is the cutoff line."

Fort Worth, Texas-based American announced the change at the same time it said it would slash capacity and retire at least 75 older, gas-guzzling planes. Gerard Arpey, chairman and chief executive of American parent AMR Corp., said the industry cannot withstand sky-high oil prices and must find ways to cover rising costs.

Travelers are likely to see other carriers follow suit, assuming the change becomes permanent.

"They're always going to be looking for additional ways" to make money, said Ray Neidl, who monitors the airline industry for Calyon Securities. "Customers want low ticket prices, and they seem willing to pay for extra services."

The added baggage fee amounts to a fare increase, and it comes on top of a series of ticket price increases and fuel surcharges the industry has pushed through in recent months. But it is also the industry equivalent of a trial balloon that could pop before it gets too far off the ground.

"There comes a time when the nickel-and-diming starts to be annoying," Boyd said.

Under American's plan, many domestic passengers who buy tickets after June 14 will have to pay $15 each way for the first piece of checked luggage. The fee does not apply to passengers who pay full-price for tickets, elite members of its frequent-flier program or people traveling overseas.

Carry-on bags, popular with business travelers on overnight trips, will remain free.

"This is not going to apply ... to the people who can most afford it, the business traveler," said Bob Harrell of New York-based travel and aviation consulting firm Harrell Associates. "It's going to be the poor schmo, the vacation traveler, who ends up paying these fees."

American also said it is raising fees for a number of other services, including those to transport pets and check oversized luggage. The airline last month agreed to join other major carriers in charging $25 for a second checked bag.

That means a family of four, with each member checking two bags, must now spend an additional $320 just to get their luggage to and from a destination.

"I think that it's outrageous," said Bill Thompson of New York as he waited to board a flight at LaGuardia Airport. "You get the gas surtax, you get all these baggage fees ... It's awful."

Other passengers were resigned to the fact that flying will continue to get more expensive.

"It wouldn't stop me from traveling ... It's better than having to keep increasing the fares," said Sheryl Bennett, 58, an insurance underwriter from Woodstock, Ga., who was in Miami en route to Key West, Fla.

"If they start charging for carry-ons, then that would be going over the line," Bennett said, although she acknowledged that fliers are "stuck unless we start taking the train or the bus."

American is the first major carrier to charge for a single bag, but it is not the only U.S. airline to do so. Last June, low-cost carrier Spirit Airlines said it would begin charging $5 for the first bag when booking online, or $10 otherwise. Spirit's online charge for the first piece of luggage is set to rise to $10 next month.

With American leading the way among major carriers, other airlines will be tempted to impose baggage charges, too.

"We are actually seriously studying it," said Robin Urbanski, a spokeswoman for United Airlines, the second-biggest U.S. carrier. The Chicago-based airline has not yet decided whether it would match the fee, she added.

No other carriers immediately announced plans to match the fee. But like United, not all ruled it out either.

With energy prices climbing, "all options for reducing costs and generating revenues are on the table," said Tad Hutcheson, vice president of marketing and sales for AirTran Airways. "As bags add weight to the aircraft and burn more fuel, it may get to the point ... where checking bags is unbundled from the air fare."

AA: do you want an empty cargo hold and jammed above-the seat cargo compartments? How to avoid having everyone trying to bring huge carry-on bags into the plane: weigh a passenger's total baggage, checked + unchecked. If the total exceeds a set amount, then charge them a fee.

I hate to gloat here but the European discount airline Ryanair has a sale on at the moment and I have just booked a flight from the UK to Germany and it cost me two UK pence! (or four US cents) there was a charge of two pounds forty pence for using my debit card so the whole thing cost me in US dollars 4.72. How come European airlines can do this and not the American airlines?

With all the direct and indirect public subsidies for air travel, the hyper-consumerist whining here is jawdropping - and sad.

Per passenger-mile, air travel is about the worst polluter. Yep, much worse than riding solo in your SUV.

What's that you say? Same-day cross-country vacationing, college commuting, biz trips etc. are "necessary"?

Try thinking - or even planning.

And to those of you sympathizing with American, consider this:

Jet fuel is actually CHEAPER than regular gas. I'm not making this up, it's true.
It won't "shrink" lines. It'll increase lines--at the security gate.

It will, however, give the bag handlers less bags to rifle through to steal stuff from you--by which American responds by giving you a 25 dollar travel voucher to "make up" for that 1500 dollar camera you lost cause you couldn't carry it on.

Let's see here:

"fuel surcharges" that are often more than the plane ticket themselves
5 dollars for a set of earphones so you can listen to something on the plane
5 dollars for a "snack pack" that's worth about 30 cents
15 dollars for the first checked bag
50 for the 2nd
God help you if any bag is over 50 pounds
Can't do carry-ons anymore really since the limitations on those are ridiculous nowadays
Ticket printing fees, reservation fees, fees, fees, fees.

And people wonder why I don't fly as much anymore.

As to this new development in and of itself? Just means I"ll never fly AA again. I'm not paying to have ONE damn bag checked unless I'm flying an airline like Allegiant where the ticket price is only 50 some odd dollars because it comes with no amenities.

I'll pay the extra $15 to get my privacy back. Can't I just sign an affidavit that I promise to always live in fear of terrorism, and then the TSA can let me leave my shoes on?

For cryin' out loud, first they strip us of our dignity, health (bare feet in public places - yuck!), and rights, and now they want us to pay extra for it.

I WOULD LIKE TO SEE AIR-LINES SERIOUSLY RESTRICT CARRY -ONS....ON A RECENT TRIP, I SAW A COUPLE STUFF 2 LARGE DUFFELS IN THE OVER HEAD, THEY TOOK UP TWO SPACES, LEAVING NO ROOM FOR ANY OTHER PERSON TO STOW THEIR BAGS...THIS MUST STOP....I DON'T LKIE PAYING EXTRA TO CHECK A BAG WHEN PEOPLE ARE PERMITTED TO CARRY OVER SIZED DUFFLES IN THE CABIN=SPACE.

Airlines DO regulate this. They have specific measurements that an item is SUPPOSED to fit into. Next time you fly you should look for the signs and the little measuring gage thingys they have both at the gate and at the check in counter. I bet that American will be enforcing this more now. Just to cheesedick people out of the 15 bucks.

I'm so, so sorry everyone. But please remember, it wasn't my idea, or the idea of any of us who work for American. On behalf of res agents and gate agents alike I apologize for the stupid greed of my employer. I HATE carryons, but now I'm either going to pay that fee or have to drag a damned carryon with me. It was bad enough when they quit offering food, except for that horrible food for purchase crap. Pretty soon it's gonna be like Borat is running the airline and people will be taking livestock onboard and cooking their own food with sterno.

When we travel to visit our family, we are just going to ship things ahead and not have to deal with the friggin airlines. The United States has lost its' way by not having a decent railway system. One can travel over all of Europe, safely, on time, in excellent comfort and not have to put up with this crap, and the environmental impact is far less.

Really, people, just ship your luggage ahead, when one can, and pay one of the parcel services to carry most of the stuff and just carry meds, medical devices, jewelry, and a change of clothes with you on the airplane. When they announced this, I could see the future, as in the speech at the beginning of the flight in which the attendant explains the oxygen masks, which shall soon become part of what we have to pay for, and there will be a device with each seat, where one has to pay for a certain amount of oxygen for a certain amount of time. I can see it, really. Then, they will have flights which get stuck in the air, for some reason, and due to some idiot, the plane's oxygen supply will run out or stop working.

It's getting to the point I'd almost have to get paid to put up traveling by air. If in coach, which I won't do for any flight over two hours, it's seats that are cramped even for an anorexic first grader. I weigh 105lbs and am 5'3' and I get cramped in a short time. Now we'll have the double whammy of large people trying to stuff larger bags somewhere. Why not charge by weight of the total package, the person's weight and any baggage with that person. Then charge enough for the ticket and the weight to cover the expenses it takes to fly the plane. And no more nickling and diming your customers. The alll luggage is checked, no more luggage in the cabin. That would mean less time boarding and leaving the plane. If you want to pack the kitchen sink, you pay the price, And heaven forbid, if the plane shoulld wreck there will not be all the luggage and content becoming air born missles and less junk in the way while trying to evacuate the plane. And charge enough so the passengers are paying by little bitty seats

Actually, this act by American Airlines needs to face strong legal challenge. Due to the new Homeland Security restrictions against liquids in carry-ons, many people are forced to check a bag to carry their toiletries, medicine, and other necessary fluids. I know I'm forced to check my bag as I use a special toothpaste that does not come in travel size 3oz tubes. Forcing people to pay $15 dollars (a fee that can rise at whim) is these cases unfair. Either Homeland Security rescinds the restriction on liquids or the government forces airlines to allow passengers free check-in of one bag.
American Airlines needs to stop the games. I understand they're trying to keep their advertised fares low so they can compete with other airlines. However, such fees are NOT going to be the answer. Better to raise the fares than to engage in these sorts of gimmicks.

Really can't blame them. It's gotten ridiculously expensive for the type of fuel they use and electric isn't really an option for them.

The airlines may be poorly managed or not but they do incur some serious expenses and ya gotta do what ya gotta do to stay in business.

And the worst part?

The oil execs all ride in PRIVATE JETS!

So they don't have to put up with what we peons do at airports. They just hope the G5 or 757 or 747 or that new behemoth two deck jet and laugh their asses off at us.

Just like they were doing at the House hearings today. Did you see the smiles they were giving the House members. "Wink wink, nod nod, say no more, say no more."

A long overdue measure, I for one welcome it. I always travel light and for the life of me I can't see why anyone needs more than one bag for a one week trip. I live in Hawaii and I can go to the mainland for two weeks on one medium size suitcase. I always laugh at the airport when I see people carrying what seems to be half of their closets along for the trip.

Imposing a fee on checked bags makes sense because that will encourage people to pack light. This will mean shorter lines at the airport plus and fewer man hours to handle baggage at the airport.

Also, the lighter loaded conveyor belts, ground transport vehicles and airplanes will indeed save valuable fuel.

This measure hurts those who travel for others, not those who travel for themselves.
By that I mean, let's say I want to go back to my native third world country to visit family, and it is nowehere close to the US (higher ticket price), then again, I would bring a whole suitcase of stuff for the family. This adds up to my expenses when I'm already stretched up.
If I travel for myself, a backpack is sufficient.

Well I admire your ability to pack just a toothbrush and underwear. For those of us who travel a lot, we have it down to a science. But a fair percentage of people only fly once or twice a year and I think this will only add to their anxiety and confusion. And that will slow everyone down.

Umm, well, you see, a lot of us live in cities served primarily by the little commuter airplanes. You can't fit even the small "carry-on" size suitcases into the overhead on one of those. Among other problems, like liquids and sharp objects that sometimes must be carried. The "just because i can take my luggage carry-on" reasoning is just self-righteous and annoying.

Now we discover the TRUE reason for the restrictions on liquid quantities in checked baggage. The quart-sized Ziploc bag and 3 oz container restrictions are asinine, and they have caused me have to always check a bag these days when I would normally have just carried one on for short trips.

We need to boycott American Airlines NOW and HARD or ALL of the airlines will charge for checked luggage!!!! BOYCOTT AA!!! BOYCOTT AA!!!
