The United States is being accused by human rights groups of holding terror suspects on "floating prisons." The groups allege that the U.S. has made an effort to conceal the number of prison ships in use, their location, and most importantly, their amenities.

So how is a terrorist supposed to decide which prison ship he wants to try and get remanded to without trial or due process? Prison ships are nothing new. The British empire made use of them during the Revolutionary War. More Continental soldiers died on the prison ships than in battle. The first command given to prisoners in the morning was, "Turn out your dead." Apparently, the USA has learned many lessons of empire and dictatorship.
