JERUSALEM — Palestinian militants fired three homemade rockets into southern Israel on Tuesday, threatening to unravel a cease-fire days after it began, and Israel responded by closing vital border crossings into Gaza.

Despite what it called a "gross violation" of the truce, Israel refrained from military action and said it would send an envoy soon to Egypt to work on the next stage of a broader cease-fire agreement: a prisoner swap that would bring home an Israeli soldier held by Hamas for more than two years.

Hamas, the militant Islamic group that rules Gaza, promised to rein in the Iran- and Syria-backed faction that carried out the rocket attacks and pledged to remain committed to the truce that went into effect June 19 and urged restraint by all sides.

The fact that the cease-fire held up despite the severe strain was an indication that both sides had a lot at stake in the negotiations for a broader agreement. Hamas wants to show it can break the Israeli blockade and provide much-needed relief to Gaza's beleaguered residents, while Israel wants to stop the daily rocket fire that has disrupted the lives of thousands of its citizens.

The midafternoon barrage, which slightly wounded two people, capped a day of violence that presented the truce with its first serious test. Just before midnight, Palestinian militants fired a mortar shell into an empty area in southern Israel. And in a pre-dawn raid, Israeli troops killed two Palestinians, one of them an Islamic Jihad area commander, in the West Bank city of Nablus.

Islamic Jihad, a militant group backed by Syria and Iran, claimed responsibility for the rocket fire from Gaza. Although the West Bank is not included in the truce agreement, the group said the rockets were retaliation for the Nablus raid.

"We cannot keep our hands tied when this is happening to our brothers in the West Bank," the group said.

A neighbor said a Palestinian bystander was also shot to death by troops when he opened the door of his apartment during the raid. The Israeli military said the man was a militant killed during a gunbattle with troops.

Hamas accused Israel of provoking the rocket fire but moved quickly to lower tensions and said it would talk to Islamic Jihad to ensure quiet.

"We in Hamas are committed to the calm. We will talk and we will make sure that all of the factions are committed to the calm, too," said spokesman Sami Abu Zuhri.

Israeli government spokesman David Baker called the rocket fire "a gross violation of the calm."

Israel took no military action but late Tuesday decided to shut the crossings, cutting off shipments of basic supplies that had been increased as part of the truce deal, according to defense officials, speaking on condition of anonymity because the decision had not been made public. There was no word on when the crossings would be reopened.

In Berlin, the Quartet of Middle East peacemakers _ made up of the U.S., the European Union, the U.N. and Russia _ called Tuesday for a cease-fire between Israel and militants in Gaza to be respected "in full" and voiced hope that the truce will last.

The Egyptian-brokered deal aims to end a year of violence that has killed more than 400 Palestinians, including dozens of civilians, and seven Israelis in a bloody cycle of Palestinian rocket attacks and Israeli reprisals.

Egypt hopes to mediate a deal in which Israel would release Palestinian prisoners in exchange for Sgt. Gilad Schalit, an Israeli soldier captured by Palestinian militants in a cross-border attack in June 2006.

Hamas' larger goal is for Israel to reopen Gaza's strategic border crossing with Egypt. The Rafah crossing has been sealed since the Hamas takeover, preventing the vast majority of Gaza's 1.4 million people from traveling in and out of the area. Israel has said Rafah will open only after the captured soldier returns home.

Israeli Prime Minister Ehud Olmert and Egyptian President Hosni Mubarak held talks Tuesday in the Egyptian Red Sea resort of Sharm el-Sheik, focusing on the issues of the soldier and the crossing. An Israeli official with Olmert's delegation said Egypt gave assurances that Rafah would not open without the soldier's release.

Israel has balked at Hamas' demands that some 450 prisoners be released in exchange for the soldier. Israel, which holds some 10,000 Palestinian prisoners, says the list of names submitted by Hamas is full of militants involved in deadly attacks.

After the summit, officials from all sides said Egypt is working to bring Israel and Hamas into talks in the coming days to negotiate the exchange and solidify the truce. In the talks, which could start late this week or early next week, Egyptian mediators would shuttle between Israeli and Hamas delegations in separate locations in the Egyptian capital, Cairo.

Israeli officials said the top Israeli negotiator on the prisoner swap, Ofer Dekel, is to travel to Cairo on Thursday. Despite Tuesday's rocket attack, Olmert's spokesman, Mark Regev, said there were no plans to alter Dekel's schedule.

A Hamas official said those talks could begin Sunday, and underlined that its delegation would not be in the same building as the Israelis.

"Our demands are still the same, that the prisoners whose names we handed over to the Egyptians previously must be released," said Osama al-Muzzini, a Hamas spokesman in Gaza.

The cease-fire is meant to avert an Israeli invasion of Gaza, a tiny, impoverished seaside territory of 1.4 million people that Israel evacuated in 2005 after a 38-year military occupation. The deal extends beyond Hamas to all militant groups operating in Gaza but does not include the West Bank.

While battling Hamas, Israel is conducting peace talks with the moderate Palestinian government in the West Bank. Israel, however, continues to arrest wanted men in the West Bank, saying the Palestinians have not done enough to control militants there.

In another development, Palestinian negotiator Saeb Erekat said Secretary of State Condoleezza Rice has invited him and fellow negotiator Ahmed Qureia to Washington next month to discuss their talks with Israel. While dealing with Gaza, Israel is also talking peace with the West Bank government headed by moderate President Mahmoud Abbas. Erekat told The Associated Press that this was the first time the negotiators have been invited to Washington for bilateral talks.

Also on Tuesday, as French President Nicolas Sarkozy wrapped up a three-day visit, officials said an Israeli police officer fatally shot himself in the head at a farewell ceremony for the visiting leader at Ben-Gurion Airport outside Tel Aviv. The shooting prompted bodyguards to whisk Sarkozy, his wife, Carla Bruni-Sarkozy, and Olmert to safety, officials said.

Police spokesman Micky Rosenfeld denied reports that there had been an assassination attempt on Sarkozy, and other police officials said the leaders were never in danger.

Israeli news report on the UN report: Truce violated 8 times. 7 of these violations were committed by the IDF. One violation was committed by a Palestinian, one day later.

I am not surprised. When it comes to these kinds of incidents where there is finger pointing on both sides, ask yourself: "Que Bono?" It works every time, and if you ask the question often enough you'll discover that the "poor Israeli government showing SUCH restraint" are the ones who nearly always benefit the most from the continuous skirmishes: It gives the Likudists all the running excuses they need to grab more Palestinian land.

I'm not slamming Jewish Americans or ordinary Israeli citizens. It's the Likudist government I despise.

Americans also have a lot of learning to do: Someday we will discover that most of the car bombs set off in Iraq were stolen American cars. Let that percolate with you for awhile, because it takes a LOT of money to ship cars overseas. In Iraq, "que bono" from the continued violence? MMM? How many "insurgents" are on our payroll? Look under the rug, and you will see it's a LOT.

A casual reading of Israeli apologists that post here will confirm that some Jews have American citizenship but obviously claim Israeli nationality and loyalty.

It is clear, from what happens on the political scene that Jews treat America as a country of convenience, a place of safety but where they can assuage their guilt for lacking the courage of their convictions to emigrate to Israel, by manipulating America to provide the support for Israel.

Israel is flagrantly devoid of core American values of democracy and moral values. Israel is engaged in ethnic cleansing and land expropriation. It is a racist country. If a Jewish American politician does not denounce Israel then he or she is subordinating Americas values and interest to a foreign country, Israel.

When immigrants arrive they should leave their tribal wars behind. Every other ethnic group has done so. Why do you think that Jews should be the exception?

Typical Jew-baiting here, not surprisingly. Israel is a democracy where moral and political issues are argued, debated, thrashed out, and deliberated each day in a frank and robust manner. Israel has over a million Arab citizens who can vote and hold public office (contrast with the rest of the Arab world). Israeli Arab women can vote and run for office, do not have to wear veils, and do not have to worry about "honor killings" by their own fathers, brothers, or other male relatives.
Your kind of "acceptable" anti-Semitism, disguised as "anti-Zionism," is repugnant. Sadly, it is all too common nowadays.

O.K.. O.K ... Let's stop the bickering! Here's a proposal for peace in the Middleast: All Jewish folks will be encouraged to come to or return to Long Island. That way they won't bother the Muslims. Eisner and other well-heeled Jewish Americans can chip in and give the returnees money and jobs. A win-win situation. Can the U.S. absorb these immigrants? Well, since about half of the Jewish people in the world now live in America, the other half would hardly be noticed -- besides, if all Jewish people lived in America there would be no nasty quibbles about "double citizenship".

It's interesting that Huffpo puts this story on the front page but ignores the fact that jewish terrorists fired rockets into a Palestinian village a couple of days ago.

The rockets were fired from a Jewish religious school, a seminary; I guess Gods Chosen People read about how to make and fire rockets in their Torah or from their rabbi.

Not surprisingly the Israeli government has not charged any of the Jewish terrorists with anything and they probably never will. This is the way the apartheid nation of Israel operates, Jewish settlers kill, rob, harass, terrorize, rape, murder, assault and destroy Palestinian property and the IDF looks the other way or assists their fellow Zionist thugs in their terrorism.

The rockets today were probably in response to the rockets fired by those terrorists jewish squatters.

The rockets fired the other day were fired before the cease fire took effect, and they were fired by rogue individuals with no connection to the Israeli government. The rockets fired today by the Palestinians were fired after the cease fire went into effect, and they were fired by Islamic Jihad, a party to the cease fire. Big difference.

I had this little house, my great gramps, my grampa and my Dad, all lived and died here. Now along comes this guy I've never seen before, says his ancestors fourteen generations ago used to live in this very house; they were forced to leave and now he wants the house back. Well, I tell him: maybe it's so and maybe it ain't, but I shore am not giving him my house for some claim of fourteen generations ago. Why, some native Indian might come and kick me out if I start taking that sort claim seriously. Well, thats what I tell him.
But he has this gun that he pulls on me and forces me to hand over the keys. Then he says he is an understanding man and he's willing to let me live in the garage. Well, I don't want to live in the garage while this guy lives in my house and I get really pissed. Even though he has a gun I shout and try to fight but he's bigger and stronger and there's nothing I can do. So here I am living in the garage, but I'm not happy and I'm not comfortable ----wait, why am I telling my sad story on Huffpro?

That's a wonderful story poster ... and I'm sure there must have been some stories just like that.

But there were also hundreds of thousands who ran because they were told to make way for the oncoming Arab armies who were supposed to exterminate all the Jews - and then those who fled could return and divvy up the booty of the dead ... but it just didn't work out that way.

And so now after three or four more attempts, I suppose its natural to read they are now the victims.

Just remember poster, although the Arabs rejected partition, even when the Arabs were on the way to kill the Jews, the Israelis continued to beg them to stay and live peacefully and what did they opt for ?

This is how the breaking of every previous truce has happened. The Israelis do something heinous to provoke a response from the Palestinians, but the provocation receives no attention, only the retaliation does. The blame gets placed on the Palestinians, the Israels get painted as noble, innocent victims.

Hamas has previously agreed to ten ceasefires with Israel, and has broken every single one of them.

Westerners who think that ceasefire means what it says need to understand the Muslim concept of as "hudna" which is a temporary truce called by Muslims to give themselves an opportunity to rearm and when stronger, relaunch atrtacks against their enemies.

This is exactly what Hamas has done, over and over again, along with the PA (aka PLO) and Hezbollah.

Olmert's stupid decision to agree to another phony ceasefire will lead to more Israeli deaths and Palestinian deaths.

Israel needs to retake Gaza and kick Hamas out once and for all.
That's the only way to strop the rocket attacks.

Don't paint Israeli-Palestinian conflict as a Muslim-Jew conflict. Remember, Egypt and Jordan are Muslim countries.

The best way to stop all attacks is for Israel to obey international law and withdraw to pre-1967 borders. If Israel does that, 90% of the problems would disappear - both for Palestinians and for Israeli citizens.

More war and more killing will simply lead to even more war and even more killing.

Israelis have much better aim than Muslim Terrorists...do the math....that has been proven in the many unprovoked attacks on Israel by Egypt, Syria, Jordan, Lebanon, Iraq over the past 50 years.

I'm not sure what the terrorists want Israel to do....Israel gained a lot of this disputed land when they kicked the butts of the invaders and kept it to provide a safe buffer in case it would happen again. To me, that is legitimate and any concessions that the Israelis make is purely a form of goodwill.

You cannot have this both ways.
If you encourage suicide bombers and the recruiting of children or the mentally handicapped, and grandmothers and women, and you celebrate their deaths with banners and posters all over your city walls. and you have the martyrs make romantic video on the eve of their suicide bombing - then why are you surprised when many more of you die then the Israelis who have a compltely different view on life and death?

Israelis make no secret of what their lives mean to them ... as you do. And clearly its like polar opposites.
So when you get exactly what you want, why do you complain or seem to be surprised?

Oh I get it, you want to play "victim" so everyone gives you all a "boo hoo" sorry, but like most of what goes on there, its self inflicted.

The side that uses their people as cannon fodder should be surprised when they lose more people in their so called "struggle" In fact, given Israel's firepower, its a tribute to their restraint that the body count for the Arabs isn't much much more.

Is dying for your country not considered an honor here in the U.S. and in Israel? Some Muslim nuts think they are going to heaven (becoming Shaheed), but it is the same concept.

As for suicide bombers, I see no difference in the evil act of killing civilians whether it is done by a suicide bomber, or by a pilot dropping bombs or firing missiles. People who do not have sophisticated weapons use suicide bombings as the tactic.

Don't we in the U.S. honor those who die fighting for our country? Don't Israeli's do the same? Some Muslim nuts think they go to heaven if they do that - a bigger honor. But, it is the same concept.

As far as suicide bombers are concerned, I see no difference between the evil act of killing innocent civilians done by a suicide bomber or a by dropping bombs from airplanes. Those who don't have sophiticated weaponry resort to suicide bombings.

One would think numbers like that would convince the Palestinians and Hamas to stop attacking Israel yet they do not. Why is that? That is the real insight into the mentality of whom the Israeli's are dealing with.

However, illegal occupation of their land by Israel makes the Palestinian cause a just cause. I question some of their methods, but not their cause. I wouldn't mind putting my life on the line and of my brethren for such a cause.
