LONDON — Waste not, want not.

Evoking an era of World War II austerity, British families are being urged to cut food waste and use leftovers in a nationwide effort to fight sharply rising global food prices.

It's not back to ration books, "victory gardens" or squirrel-tail soup yet, but warning bells are being rung by experts at all levels of Britain's government as well as from the World Food Program.

With food and energy prices soaring around the world, a constant supply of high-quality, affordable food is no longer guaranteed, the officials are warning Britons. That could mean an era of scarcity like Britain's 1940-54 food rationing, during the war and its aftermath.

"Well, of course, in the war years it was not only immoral to waste food _ this was one of our slogans then _ it also was illegal," said Marguerite Patten, 92, who worked at the Ministry of Food during World War II and urges a return to those more thrifty days.

"I know it's old fashioned, but some old fashioned things are worth doing," she said.

During the war, Nazi Germany's U-boats crippled the flow of ships carrying food to Britain. Diets were tightly controlled by rationing. Bananas and pineapples became exotic treats, and enterprising housewives traded recipes for baked hedgehog and carrot fudge.

The experts say the postwar era of cheap food has ended _ squeezed by the demands of a growing world population, a greater appetite for meat among emerging middle classes in China and India and the pressure on agricultural land from biofuel production.

"Recent food price rises are a powerful reminder that access to ever more affordable food cannot be taken for granted," Prime Minister Gordon Brown said in a foreword to a bleak new report by Britain's Cabinet Office.

The report says the task of feeding a larger, richer world population _ while simultaneously tackling climate change _ is far greater than imagined. The World Bank estimates the cost of food staples has risen 83 percent in three years.

Tim Lang, professor of food policy at London's City University, said junk food will remain readily available, but good quality, nutritious produce could become scarce worldwide.

"There has been 60 years of silence on this issue," he said. "We haven't had any sort of overview of food policy since the end of the Second World War. I think we need to accept that food is once again in a wartime state."

Some Britons might find it a tad galling to take advice on food frugality from the prime minister, who along with fellow Group of Eight leaders dined on sumptuous feasts during their summit this week.

But the government says the public might find one solution by looking into their garbage pail. Britons throw out 4.5 million tons of edible food a year, or about $830 worth per home _ wastefulness the government says contributes substantially to rising prices.

Brown wants Britons to store their fruit and vegetables better to avoid waste and plan their meals more carefully. Some municipal authorities want to go further and increase taxes on those who throw away the most rubbish.

"If I throw away food I feel guilty _ even if it's just a little bit," said Tania Carbonare, a 45-year-old jewelry seller at the Camden Lock market in London.

Those who remember Britain's 1940s "Dig for Victory" campaign to turn home gardens and soccer fields into vegetable patches say the past holds lessons for any food crisis.

Eggs, butter, meat and cheese were all strictly rationed, prompting an adventurous few to turn to squirrels or horses for protein.

"We didn't live very grandly, but we learned to make do with what we'd got," said Helen Trevena, 82, who recalled sweetening her tea with jam when sugar was scarce.

Britain's Women's Institute, launched in 1915 to help cut waste and encourage thrift during World War I, is once again offering classes on cutting food waste and livening up leftovers.

"People want those skills," said Ruth Bond, an institute stalwart from Cambridge in southern England. "Apart from anything else, it helps them save money."

Thtat article was incisive reporting at it's finest. Particularly the way it probed the question of WHY this is happening. The way it made note of there being no global drought or population explosion during the past few years so WHY are food prices skyrocketing? There has really been no spike in energy consumption and no major contraction in supply during the past five or six years so WHY is the price of oil straight up with no end in sight? It is high time that these mysterious forces are identified by tracing into whose pockets these outsized profits are winding up.

My parent's generation are the last people left in America who understand how to live frugally, save and do without. The rest of us have been trained from day one to spend, spend, spend. We are evaluated as people by where we live (how elite is YOUR suburb?), what we drive (status SUVs) and how much crap we own. Listen to people around you "converse". How many times do you overhear a constant litany of: "We bought this...we're vacationing here...I want to buy one of those." We all act like teenagers at the mall with mom and dad's credit card.

People feel like they cannot go 6 months without "getting away". They expect to eat in restaurants several times each week. They pay expensive fees for services they could perform for themselves at home with a little elbow grease.

I know I sound like a scold...and I like the easy life as much as the next person. But I have already been priced out of it. And I can't see how things will get any easier. The garden in the backyard will probably be our next big project. But here in the States, you are certainly marginalized for "doing things the hard way".

I think the UK government is on to something here. Use your freezer for leftovers and excess food. Watch the helpings so you don't overeat or throw out uneaten food. Don't buy junk foods like chips and cookies. Changes like those also have the side effect of losing weight.

The greatest waste of food and money, particularly money, is found in the prepared foods that dominate the supermarkets (at least in the US). A meal using fresh foods can be made for a small fraction (at least 20%) of the cost of often tasteless prepared foods. In addition, given the vast hordes of obese people waddling around one must assume that a lot of money is wasted on junk foods (like potato chips) that are big money makers, but provide no health benefits. Regulation of the junk food (all prepared foods?) market is long overdue (and those waddling hordes could do with some exercise and healthy eating).

If that were true, processed foods would be more expensive. The fact is that fresh produce and meats are so much more expensive that people buy the cheap food that is bad for them. You can buy a frozen meal for $2, a meal which you could never make from fresh for that little.

There go the jobs of the people that prepare those processed foods. Dayahka you are very judgemental. People eat what they can afford. I know I would love to buy more fruits and veggies but I can't. I have medical problems and I sometimes have to make choices I don't like to. Senior citizens often do that.

I buy fresh vegetables and fish, and it is killing my budget, and I don't have the land to grow my own. While I think junk food is bad, I rcognize that some people have no choice. It is cheaper than fresh foods, not the opposite.

The Tuesday Washington Post had an article on the ridiculous regulations the EU has for the sale of produce. 16 pages of regulations on apples, followed by 19 pages decreeing the color for over 250 varieties. 34 regulations to decide how round an artichoke should be. 10 pages of standards and 19 pages of amendments covering the required size, shape, color, amount of peeling, bruising, staining, cracking, root tufting and sprouting of an onion. Updated in 2007 by the Dutch, with a report of 29 pages explaining the "quality standards" for onions, with 43 pictures. How much perfectly good, edible food is thrown away under these ridiculous rules?

The fact that there are standards doesn't mean anything is thrown away. It just forces growers to produce product that conforms.

Have you heard a lot of EU residents complaining, or is it just the "Small government," "profit at any cost" crowd.

Europeans have much higher quality produce, and they produce less garbage than us. How do you think that happens?

You've obviously never grown produce, You cannot "make" them grow any way at all. You can grow certain hybrids with certain traits, you can shield then from sun scald or contact with the soil, you can spray for bugs, but you cannot force them to do anything. Yes, people there do complain. Yes, perfectly good food is thrown out. One commissioner from Denmark wants almost all these rules scrapped, all but about 10. She says they are excessive, and they waste perfectly good food. Her bid is expected to fail. Meanwhile, while the EU is protected from the menace of six inch cucumbers that curve more than 6/10 of an inch, food prices are soaring and the British government is urging a return to WW II austerity. Personally, I'd rather eat a curvy cuke and an apple that was a bit off-color.

Why dont you thank George Soros, he thinks high oil prices are essential to CHANGING energy resources. Meanwhile he is very busy buying up refining capabilities. Liberals are so easy to fool.

It took $4 per gallon gasoline and $140+ per barrel oil for people in this country to do ANYTHING about energy consumption and alternative sources. George Soros isn't the only one who thinks this scenario is essential to change. It's unfortunate that most conservatives are so short-sighted that they don't want to invest in anything that doesn't return an immediate profit. Call them the "immediate gratification" crowd.

Fuel prices have historically been higher in most other countries a lot longer than they have been here and their approaches to dealing with it have been much more intelligent. Face it, we're just wasteful in this country and now we're upset that we can't continue to be wasteful.

Maybe we really are a nation of whiners; just not in the way Phil Gramm meant!
