POTI, Georgia — Russia took the first steps toward a troop pullback from Georgia on Tuesday but at the same time paraded blindfolded and bound Georgian prisoners on armored vehicles and seized four U.S. Humvees.

The mixed signals came as NATO allies met in emergency session in Belgium and demanded Russia fulfill its promise to withdraw its forces from the small former Soviet republic.

A small Russian column including three tanks, three trucks, five armored personnel carriers and a rocket-launcher left Gori, the central city that straddles a vital east-west highway. A Russian officer said they were headed for South Ossetia, the disputed province at the heart of the conflict, then home to Russia.

The move toward withdrawal came on the same day as a powerful image of Russia's grip over Georgia: Russian trucks and armored vehicles carrying about 20 Georgian men, blindfolded, handcuffed and held at gunpoint.

They were taken from the western city of Poti to the nearby, Russian-controlled military base in Senaki, according to Poti's mayor, who said he had been told they would be released on Wednesday.

Mayor Vano Taginadze said the men, Georgian military and police troops, had been taken captive because the Georgians refused to let Russian armored vehicles into the port of Poti, along Georgia's Black Sea coast.

A Georgian defense spokeswoman said eight servicemen detained while trying to guard the port were among those held.

Also in Poti, Russian soldiers commandeered four Humvees that had been used in U.S.-Georgian military exercises and were destined to be shipped back to the United States.

The Pentagon said it was looking into the theft. Georgian Deputy Defense Minister Batu Kutelia said Russian forces seized the vehicles.

Russian forces in Poti also blocked access to the city's naval and commercial ports on Tuesday morning and towed the missile boat Dioskuria, one of the navy's most sophisticated vessels, out of sight of observers. A loud explosion was heard minutes later, and a Georgian interior spokesman said the Russians had blown up the boat.

The acts of force demonstrated anew that Russia, days after agreeing to a cease-fire with Georgia, remained in control in much of the country, and that the state of the Georgian military was far from stable.

Georgian President Mikhail Saakashvili said Russia was not only flouting its withdrawal commitment but that its forces were "not losing time" in damaging Georgia by destroying infrastructure.

"Right now there are Russian soldiers and tanks at Poti," Georgian Finance Minister Nika Gilavri said. "They want to open every single container" and inspect them.

Georgian television showed footage of a tense standoff at a military training base in northwestern Georgia, where Russian troops tried to enter but were turned away by Georgia police. There was no violence, but the report said the Russians threatened to return and destroy the base if they were not allowed in.

The two nations did exchange 20 prisoners of war _ 15 Georgians and five Russians, according to the head of Georgia's Security Council _ in an effort to reduce tensions.

On the diplomatic front, NATO foreign ministers suspended their formal contacts with Russia as punishment. Secretary-General Jaap de Hoop Scheffer said "there can be no business as usual with Russia under present circumstances."

But the NATO allies, bowing to pressure from European nations that depend heavily on Russia for energy, stopped short of more severe penalties being pushed by the United States.

The Russian Ambassador to NATO, Dmitry Rogozin, dismissed the impact of the emergency meeting in Brussels, Belgium: "The mountain gave birth to a mouse."

Russian Foreign Minister Sergey Lavrov said NATO was trying to make a victim of Georgia's "criminal regime." Georgia's desire for NATO membership is strongly opposed by Russia.

Lavrov also said it was Georgian troops who needed to pull back to their permanent bases first. The U.N. Security Council also was holding emergency consultations on the conflict.

The White House made clear it expected Russia to move faster. "It didn't take them really three or four days to get into Georgia, and it really shouldn't take them three or four days to get out," spokesman Gordon Johndroe said.

The hostilities began earlier this month. Georgia cracked down on South Ossetia, which is internationally recognized as within Georgian borders but tilts toward Moscow and has expressed its independence, and Russia answered by sending its troops and tanks across the Georgian border.

A cease-fire signed by Russian President Dmitry Medvedev and Georgian President Mikhail Saakashvili calls for Russian forces to pull back to the positions they held before Aug. 7.

The Kremlin said Medvedev told French President Nicolas Sarkozy by phone Tuesday that Russian troops would withdraw from most of Georgia by Friday _ some to Russia, others to South Ossetia and a surrounding "security zone" set in 1999.

More American C-130 transport planes brought in tons of relief supplies for the tens of thousands displaced by the conflict, and the U.S. said it would help for as long as needed.

U.S. Army Brig. Gen. Jon Miller said he was told food is the major issue for people west of the capital, Tbilisi, because only sporadic convoys carrying rations had been able to get through.

Georgian government officials said Russian checkpoints had made it difficult to get supplies into some areas, including Poti.

Tensions also flared between Russia and another former Soviet republic seeking NATO membership, Ukraine. The two countries sparred over Russia's use of a naval base in the port of Sevastopol, which it is renting from Ukraine. The Kremlin wants the Russian ships to remain in Sevastopol even when the current lease expires in 2017.

Ukraine's pro-Western President, Viktor Yushchenko, sided with Georgia in its conflict with Russia and moved to restrict the movement of Russian ships in the port. Ukraine's foreign minister later said Ukraine would not physically prevent Russian ships from entering and leaving the base.

All of us need to take a couple of hours to peruse Michael Dobbs' "One Minute to Midnight", a day to day account of the 1962 Cuban Missile Crisis that was resolved within ten days. By my count, the Georgian incursion has lasted a fortnight. Meanwhile, the Bushidos engage in their usual, but useless puffery. West Europe fears what might actually happen if it stood up to Russia. Eastern Europe quivers and perhaps too hastily signs on to dubious proposals, e.g., the anti-missile site in Poland.

For years, scholars debated the origins of the cold war until the cold war fell into disrepair with the self-immolation of the Soviet Union. Raygunites somehow construed the destruction of the Soviet Union as a result of their own bragadacio and Star Wars serenade. I suppose Gorbachev and Yeltsin were western puppets. Nevertheless, the "strong and wrong crowd" still don't get it. So, while Russia digs in, the West just squirms. Somehow, it's reassuring to hear the Russian U.N. Ambassador equivocate, lie and fabricate before the Security Council. "Ah, the good old days are back." Where have you gone Joe Dimaggio, Bobby, Martin, Malcolm and John?

It's all OK folks. Guess who gets to re-outfit Georgia with an entire new military? This will mean major bucks for the US defense industry. Another brilliant move by GWB. If one just views all the administration's actions through the eyes of contractor's, he's done a swell job.

This whole Georgian Conflict may turn out to be US baiting Russia so that the Poles would then OK the "missile shield" project. It's not unlike the US to sacrifice a few thousand people to get political advantage in a situation. What ever is the US intention, it is involved in the Georgian decision to attack South Ossetia, and you can bet you neck on a block that it was a less than honorable motivation.

So, digging into UPI's archives one finds a gem that tells a volume:

MOSCOW, July 11 (UPI) -- Georgia declined Moscow's offer Friday to discuss easing tensions between Georgia and breakaway republic South Ossetia, the Russian Foreign Ministry said.

Georgia recalled its ambassador from Russia Thursday after Moscow admitted sending aircraft to monitor the situation. Novosti reported ongoing fears of a possible Georgian invasion of the province.

Yury Popov, the ministry's ambassador at large, said only Georgia turned down a proposed meeting later this month with all sides represented.

He said Georgia's current attitude shows it is waiting for the situation to deteriorate further and reach a "crisis point."

If Russia knew about it, and was seeking to defuse the tense situation, I personally have no doubt that Ms. Rice's State Department knew about it, and at least did not give a red light.

The complicity of the administration is difficult to hide or ignore.

If truth be told the United States really doesn't give a rat's ass about Georgia, or Ossetia or Abkazia or Democracy or sovereighty. It's again about oil. After the fall of the soviet union the oil company's were salivating on getting their greedy oily hands on Russia's oil and gas Reserves. That druken Yeltzen was giving away the store for another pint of vodka. Putin put a stop to all that and Nationized it's resorces and that really pissed of the US and Isrealies. So the next step was to encircle the Russians and bring in the Ex-soviet states into the West's camp with bribes, and Military arms and promisies of US protection. They (US) with the CIA help prop up heads of state with stupid incompetents like Saakashvali. This whole situation is to tap the oil from Azerbaijan, Turkmenistan and Kazakhstan from the Caspian Basin and pipeline the oil through Georgia to the west and Bypass Russia. Russia ain't never gonna let that happen. While we're stuck to the tar baby in Iraq and Afganistan and holed up in the Persian Gulf and after six years of wearing down our troops and equipment we're in no position to tell Russia what they can or cannot do. Mean while the Bear is back.

Very obvious, new Soviet Post. We took down Russia before, and we can take it down again with the assistance of China. Give it ten years when USA , China, and India will be energy independent, then the only export of Russia will not be its Vodka and Oil , but it will be number one in sex mafia sex exploitation and trafficking in the world. That's very sad but true. The only hope is get away from the nationalists. Yeltsin was Russia's Washington. The USA has been good with Russia, fought for its freedom, helped against communism,and promote freedom. Russia has allowed an ex KGB thug into office. Remember when W looked into Putin's eyes and announced to the world that he has a good soul?

Well, pretty much everything that has happened in Russia since then proves that being a good judge of character is another skill that Resident Bush lacks.

This has nothing, or very little, to do with ethnic Russians wanting to be independent of Georgia (and notice that these people weren't asking to become part of Russia - they wanted to be independent of Georgia... not the same thing), and it has little or nothing to do with Georgian troops moving into those regions.

This is about NATO expansion and getting oil around Russia and into Europe and as such, represents yet another case of why humanity needs to end its oil addiction.

If one does not respect the security of other nations he has no right to the security of his own country... This natural idiom came to us from our ape days, and will remain with us, so long as the word 'security' has any meaning - and I hope it will finally become meaningless... but not with a belligerent, arrogant and fumbling administration like the one we have.

We lost a fantastic opportunity in co-opting Russia as a partner. Throughout, we cannot claim that Russia has carried out a single act that threatens our own security - not even when they exercised their UN mandate and expelled the genocidal hordes who descended on Ossetia from Stalin's birthplace.

The administration, however, armed the Ukraine and Georgia. Helped Israel sell them $300 million worth of more arms and train their army and then turned round and started peddling membership in the discredited NATO alliance - while installing the 'Rocket Shield' aimed at Moscow.

And we are now wondering why Russia is making a stand - after passing Kosovo to the Albanians?

Someone needs to grow up, and it seems it is not Medvedev or Putin.
