NATO: Russia Halts Military Cooperation

BRUSSELS, Belgium — Russia has halted all military cooperation with NATO, the Western alliance said Thursday, in the latest sign of East-West tension over the invasion of Georgia.

Alliance spokeswoman Carmen Romero said NATO had received notification through military channels that Russia's Defense Ministry had taken a decision "to halt international military cooperation events between Russia and NATO countries until further instructions."

The United States immediately played down the significance of the Russian decision, saying that NATO had already effectively frozen cooperation in protest at Russia's continued military presence in much of Georgia.

"For all practical purposes, military-to-military cooperation had really already been ended with the Russians," said U.S. National Security Council spokesman Gordon Johndroe, with vacationing President George W. Bush in Crawford, Texas.

"I can't imagine a circumstance right now that we would engage in military cooperation with the Russians until the situation in Georgia is resolved."

In a move that angered Russia, NATO foreign ministers on Tuesday said they would make further ties with Russia dependent on Moscow making good on a pledge to pull its troops back to pre-conflict positions in Georgia. But they stopped short of calling an immediate halt to all cooperation.

Moscow has also bristled at NATO's insistence that Georgia could one day join the alliance and by an agreement signed Wednesday allowing the United States to base anti-missile interceptors in Poland.

The U.S. State Department called the Russian move "unfortunate." Spokesman Robert Wood told reporters in Washington "we want Russia to work with us" despite U.S. concerns about the Georgian invasion.

"We still have some very important issues that we need to work with Russia on," Wood said.

Under a 2002 agreement that set up the NATO-Russia Council, the former Cold War foes began several cooperation projects. They include sharing expertise to combat heroin trafficking out of Afghanistan, developing battlefield anti-missile technology, joint exercises and help with rescue at sea.

Romero said she was unaware of any specific events under the cooperation agreement scheduled before early September.

NATO itself decided last week to suspend plans for a Russian warship to join NATO counterterrorism patrols in the Mediterranean Sea, deciding it was inappropriate after the outbreak of fighting in Georgia.

Earlier Thursday, Russian Foreign Minister Sergey Lavrov suggested that NATO needs Russia more than Moscow needs NATO.

"Russia's help is critical for NATO," Lavrov said in televised comments in Moscow. Some Western analysts say, however, that Russia's decision is more significant as a sign of worsening political relations, rather than a major blow to NATO's military plans.

"It's a whole series of things that are not very important. They've got important sounding titles ... but reality of that (NATO-Russia) council is they look for things to talk about," said Professor Michael Clarke, director of Britain's Royal United Services Institute.

"There's plenty of agenda items, but there's not much substance in them."

Lavrov hinted that the freeze could have an impact on NATO's mission in Afghanistan. Moscow signed an agreement with NATO in April authorizing the alliance to send non-lethal supplies to its troops in Afghanistan through Russian territory.

However, NATO officials said the alliance has not started to use routes through Russia since it has yet to conclude the necessary transit arrangements with Central Asian nations lying between Russia and the Afghan border.

In another sign of tension, Moscow has called its ambassador to NATO, Dmitry Rogozin, home for consultations, a diplomat at the Russian mission at alliance headquarters said.

Rogozin will leave Friday for "some time" said the diplomat, who spoke on condition of anonymity because he was not authorized to give his name for attribution.

Meanwhile, three NATO warships sailed into the Black Sea on Thursday for what the alliance said were long-planned exercises and routine visits to ports in Romania and Bulgaria not linked to the conflict in Georgia.

This conflict has diverted the attention of the PNAC Brigade away from it's next trophy, Iran. Putin is at least partially disarming Georgia. Taking out the airstrips renders them useless as a base for staging immediate aerial attacks.

The republicans need a military flare up to win the election. Fear is their friend and they know it. The domestic situation is a disgrace after 8 years of their rule. Russia is way better for the republicans than the middle east, because they have already made a meal of it in the middle east, and Russia reminds people of the cold war. It inspires a nostalgic breed of fear. And we all know that McCain loves to invoke Regan. Notice how McCain jumped right on Georgia, seeing how politically convenient it was. This is politics at its most powerful and scary, where being the incumbent party can be a massive advantage if you are prepared to manipulate foreign affairs for political purposes. Just like what happened when the United States declared war on Iraq.

And exactly why is this story not the banner on the home page instead of the flap over John McCain not knowing how many homes he and his wife own? The rapidly deteriorationg situation in many of the former soviet republics is a very serious and frightening situation. Our own military is stretched paper-thin and exhausted from years of conflict on two fronts. We are in no condition militarily to do anything about Russia's power play, and to be frank do we even have the right to condemn Russia while we are occupying TWO soverign nations? Sadly, the resolution of this conflict is only going to come about from NATO, and the EU's actions. We can bluster all we want, but GW has tarnished our moral standings in the world to the point where to much of the world, our opinions are becoming less relevant or indeed even welcome.

We have a long way to go before this is all over. The American media have been reporting only one side of this whole thing from the start. The flip side is what the Georgians have been doing in the regions that Russia took control of. Sometimes I am ashamed of what my country does in my name. We are essentially promoting the criminal acts that Georgia has committed against its own people in these regions. Additionally, our decision to place interceptor missiles in Poland is only provoking further response from the Russians. Seems like we're trying to draw them into something larger. We can only hope the march to war is not complete by January 09 when Obama takes the White House.

Thank you for saying this. Means a lot to people like me who are sick of seeing the ridiculously slanted media in this day and age. NATO needs dismantling and the age of superpowers is over, let's work towards a more equitable power-sharing. In this case, Georgia attacked Ossetia first. And for the US to issue marching orders and empty threats (honestly, when did the US or Russia ever attack a country that has nuclear power?) to Russia.
Hopefully Obama's "call to change" will include advisors not still living in the Cold War planet. That ship has sailed....... and thank god!

Thousands of people attended pro-independence rallies in the Abkhaz capital Sukhumi and war-ravaged South Ossetian capital Tskhinvali on Thursday.

Meanwhile, Russia says it will keep troops in a security zone around South Ossetia.

It will extend several kilometres into Georgia proper. Russia also plans to strengthen its South Ossetia force.

"Tomorrow, eight checkpoints will be established in the security zone in which 500 peacekeepers will be deployed, no more than that," said Mr Lavrov, quoted by Reuters news agency

Russia has the U.S. over a beer keg. Russian will play a new way. She will use the American System of Hamilton and Clay like the Japanese and S. Korean did, together with her vast energy reserves, and create a powerful economy. This way all the old members of the old Soviet will come running back to Mother Russia, happy to have great jobs and security. In addition, Russia with her wealth can make a Slavic version of NATO then begin to influence the Middle-East, China and India leaving the bankrupt U.S. out in the cold, a beggar nation. If we need to blame anyone for our demise we only need to look in the mirror. In 1991 we had the opportunity to make Russia a great and wonderful friend (Russians are a great people). Well, we blew it. And now here comes the blow-back.

I have no problem with the McCain-Bush policy of tweaking Russia's nose in Russia's own back yard so long as everyone involved (including the U.S. voters) understands that the only way we can be strong enough to stand up to Russia is to reinstate the draft here in the U.S. People need to understand that when they vote Republican in November they are voting to elect quick-draw McCain.

Breath deeply, my friend. Russia's mostly conscript military cannot face down the US/NATO. Their air force is wholly inadequate, and their military is poorly equipped and trained. It's easy to look good in Georgia when the doctrine is overwhelming force. But staring down the combined US and NATO military juggernaut? I think not.

All they have going for them is a nuclear arsenal.

That said, antagonizing them is no good. But let's not manufacture for the Russians a mythology about their military capabilities.
