ISLAMABAD, Pakistan — Pakistan's ruling coalition was at risk of collapsing Monday if its junior partner carries out a threat to quit unless judges ousted by ex-President Pervez Musharraf are restored immediately.

Former Prime Minister Nawaz Sharif, who heads the second-largest party in the coalition, set a Monday deadline for reinstating the judges, a response to the surprise announcement that federal and provincial lawmakers will select the new president on Sept. 6.

Asif Ali Zardari, head of the Pakistan People's Party and widower of the party's assassinated leader Benazir Bhutto, agreed Saturday to run for the presidency.

The political instability has Pakistanis and their foreign backers, including the United States, worried that the government is too distracted to tackle rising Islamic militancy and serious economic problems.

It could concentrate power in the hands of Zardari, the leader of the main ruling party, which says it is committed to fighting terrorism but is seen by many Pakistanis as corrupt.

With Nomination papers due Tuesday, Sharif's party demanded clarity on the judges issue in order to decide whether to field its own candidate.

Spokesman Ahsan Iqbal said the party's leaders and lawmakers would meet in the capital on Monday to decide whether to quit the coalition and oppose Zardari.

He suggested a breakup could be averted if the election schedule was put back by some days.

But others said a withdrawal was in the cards.

"General opinion in the party is in favor of parting ways," Pervez Rasheed, a Sharif aide, told The Associated Press.

"I see the parties on two different paths because the promises and the agreements are not being fulfilled," said Sardar Ayaz Sadiq, a lawmaker for his party.

Musharraf purged the Supreme Court during a short period of emergency rule in November.

Zardari and Sharif pledged to bring back the judges quickly after routing Musharraf's allies in February elections.

But a debate on how to solve Pakistan's constitutional mess quickly bogged down in political calculations, including whether U.S. ally Musharraf should face trial.

Sharif says Zardari reneged on a written agreement to restore the judges within 24 hours of Musharraf's Aug. 18 decision to quit rather than face impeachment charges.

Zardari has accused the judges of being too political, and analysts say he may also fear that the justices could reopen old graft cases against him.

Over the weekend, Zardari played down the importance of fulfilling his accords with Sharif.

"These are not the words of the Quran," he told the British Broadcasting Corp.'s Urdu language service in an interview posted on its Web site. In politics, "there can be a rethink on anything."

He said his party would try to keep Sharif on board, but refused to give any timeframe for the return of the judges.

In protest, Sharif's party on Sunday boycotted a meeting of a committee supposed to draw up resolution on the judges to be introduced in parliament, saying it was no longer relevant.

Zardari's party formally nominated him for the presidency on Saturday and analysts say he looks assured of victory.

Zahid Khan, a spokesman for the Awami National Party, the third largest in the coalition, said Sunday that his party had decided to support Zardari.

A major opposition party has also backed his candidacy, showing that Zardari can turn to new allies to keep control of the government and avert new elections, even if Sharif withdraws.

Sharif said a day earlier that his party would only back Zardari for president if the post was stripped of key powers accumulated by Musharraf, such as the right to dissolve Parliament and appoint the chiefs of Pakistan's powerful military.

Pakistan's political uncertainty has deepened amid a growing conflict between security forces and Islamic militants.

Twin suicide bombers killed 67 people outside a weapons factory near the capital on Thursday. Since then, at least 50 people have died in clashes in the Swat valley and near the town of Hangu.

On Sunday, a senior official rejected a Taliban cease-fire offer in Bajur, a region next to the Afghan border where fighting in recent weeks has reportedly killed hundreds and prompted more than 200,000 to flee their homes.

Taliban spokesman Maulvi Umar told the AP by telephone that militants were offering a cease-fire because tribal elders had assured them the government was ready to halt military operations.

But Interior Ministry chief Rehman Malik said the militants need to "come to the capital and lay down their arms."

In Bajur, residents found the decapitated body of an alleged spy near the main town of Khar.

Fazl Rabbi, a local security official, said residents found the corpse on Saturday, its head balanced on its chest and a note in one hand that read "This is the fate for those spying on Taliban."

The Pakistani Army needs to once again step in. It is obvious by their choice of political leaders that the Pakistani people are not yet ready for democracy, Remember that Pakistan was created because those Muslims did not want to live under Hindu rule, they wanted to live in an Islamic nation. Individually the Pakistanis are intelligent, moral and decent people. Collectively they are Al Qaida sympathizers and terrorists. It was better to keep Mushy. At least Mushy was for peace.

BushCo drove Bin Laden and Al Quida out of Afghanistan and let them escape into Pakistan. Afghanistan had no military to speak of.

Pakistan is going to be a repeat of IRAN where a us backed dictator creates a backlash the propels a religious fanatic into power.

Then Bin Laden will have nukes and a military.

Just like BushCo wanted.

Asif Ali Zardari, was arrested, in 1990, on charges of blackmail, based on allegations that he attached a bomb to a Pakistani businessman, Murtaza Bukhari, and forced him to withdraw money from his bank account. However, the charges were dropped when he was released from prison in 1993 when his wife's (Benazir Bhutto) Pakistan Peoples Party (PPP) took power and forced the charges out. He was kept in custody from 1997 to 2004 on charges ranging from corruption to murder. He was granted bail and released in November 2004 when a judge released Zardari under great pressure. However, he was re-arrested on 21 December 2004 after his failure to attend a hearing in a murder trial in Karachi. Zardari and Benazir Bhutto denied corruption allegations; however, in August 2004, Zardari finally admitted owning an estate in Surrey, England (including a 20-room mansion and two farms on 365 acres), which the Pakistani authorities allege was bought with the proceeds of corruption. Zardari, is a very corrupt man.

The U.S. is in no position to do anything for anyone right now (see Georgia) so even if Zardari gets elected, the Taliban, Al qaida or their own military will see to it that his corpse lies next to his wife's. An important point about who runs Pakistan is the understanding of what it means to the U.S. to have allowed nuclear material and knowledge to proliferate into the black market during the Reagan and Bush 41 years. It is without a doubt that those same factions that ended up with those materials are the same ones that have given Iran nuclear capability and who now, allied with Russia (Irans ally) seek to influence politics in Pakistan. Pervez was doomed the day he sided with the U.S. and so will his successor if he does the same. It's a fate slated for all American allies due to the incompetent policies of the conservative Republican politicians such as Bush/McCain.

The entire world allowed the Pakistani scientist Khan to help with the Islamic nuclear bomb as he put it. khan also helped North Korea, and was sympathetic to Islamic fundamentalist causes. The collapse of the Soviet Union appears to have had an enormous impact on the availability of certain materials. And the Russians are the most notorious black market dealers.

Blaming two presidents of the past for something the entire world allowed is deliberate misinformation . It is fascinating to watch people like you have a self affirmation post with themselves. Your post is a textbook example of a product of circular reasoning

Somehow this seems to me a lot scarier than Iran getting nukes. Say what you will but Iran is a fairly stable nation, sure they have a president who stupidly shoots his mouth off so we should be able to sympathize with the Iranian people,but Pakistan HAS nukes and is anything but stable. By focusing this nation's attention and resources to a non-threat that Iraq was, wasting not only precious lives but resources and moral standing in the world we are now seen as a morally challenged, impotent giant to the rest of the world. Condi Rice is looking more and more like Daffy Duck squawking at the Russian Bear. The chickens are coming home to roost on this chicken hawk presidency.

You forgot to add: we have been supporting Pakistan's military with infusions of cash and weapons over the past 7 years or so.

Want to bet some of OUR money has ended up in the hands of the Taliban? Elements of Pakistani military and intelligence service have been supporting them all along.

Musharrif has played George W. Bush for the fool he is.

But I don't think these is that much need for alarm. Pakistan is not about to fall into the hands of the Taliban or Pashtun tribesmen who are their allies.

I think the Pakistani elite has a good grip on things. Along with the military.

We won't see any wackos taking over. (I hope!)

I hope your right but I've always thought the the biggest potential for a nuclear flare-up was between Pakistan and India especially when you factor in Kashmir. And if that threshold is crossed by anyone then WW3 could start like WW1 by things spiraling out of control and not by some grand strategic plan, this is what John Kennedy feared the most.

I strongly recommend a book by Ahmed Rashid- "descent into chaos" . It is written by a veteran Pakistani journalist and is all about Pakistan, Afghanistan and Central Asia. Although I thought I knew a fair bit about that part of the world the book was fascinating.

The one thing that is abundantly clear is that every single American service person who dies in Afghanistan was essentially murdered by the incompetence of their own government for failing to get the job done in Afghanistan immediately after 9/11/ For all the supposed expertise of Bush/McCain it equally clear that Pakistani's conned these guys big time.

You should read your history of how Musharaaf came to power. He is no CIA product, or there because the CIA picked him. The man was a general in the army and Pakistan has been ruled by the military for over half the life of the country. This mess began back in 1999, so under whose administration did that happen under ?

Hate to break it to you brother/sister but there's plenty to hate about America. "America Haters?" huh ... that dog is gettin to old to hunt. I want to ask you a question and please give me an honest answer. Do you really think that the definition of a true patriot is someone who blindly follows without question? Do you have children? Do you love them? Do you let them do whatever they want? Do you believe everything they tell you just because they are your children? If you love them don't you sometimes tell them what they are doing is wrong and could possible get them killed? And don't you do that because you love them? Turn off Faux news and read "A History of The American People" by Michael Herr. For the sake of "our country/children" stop spewing back out what Right Wing Radio tells you.

Let's hear from John McCain on this OLD problem betwteen radical Muslims, OLD Mullahs et al. Will McCain propose the OLD economic policy for helping the Pakistani people (i.e. convenience stores for all). Will McCain's actions keep OLD animosities in place. Will Pakistan send and OLD goat herder to be Ambassador if McCain is elecected or will they send an OLD politician.

No I just wonder why McCain's campaign keeps getting upset when any mention of OLD is made. Maybe you OLD fools just don't get it.
