WASHINGTON — President Bush said Tuesday he was grateful that Hurricane Gustav was nowhere near as destructive as Hurricane Katrina. He used Gustav's glancing blow on U.S. energy infrastructure off the Gulf Coast to prod Congress to OK more domestic oil production.

"We are thankful that the damage in New Orleans and across the Gulf Coast was less than many had feared," Bush said in remarks prepared for delivery Tuesday via satellite to the Republican National Convention in St. Paul, Minn.

"I commend the governors of Alabama, Louisiana, Mississippi and Texas for their sure-handed response and seamless coordination with the federal government," said Bush, who is traveling to Louisiana on Wednesday to survey damage. "I thank all of the wonderful volunteers who stepped forward to help their brothers and sisters in need."

The White House released excerpts of Bush's speech in advance Tuesday.

Earlier in the day, Bush said that while it's too early to assess damage to the nation's energy infrastructure from Gustav, Congress needs to lift the ban on drilling for oil and natural gas on the Outer Continental Shelf.

"When Congress comes back, they've got to understand that we need more domestic energy, not less," the president said. "One place to find it is offshore America _ lands that have been taken off the books, so to speak, by congressional law _ and now they need to give us a chance to find more oil and gas here at home.

"I know that the Congress has been on recess for a while, but this issue hasn't gone away," he said in a nudge to lawmakers who return from recess on Sept. 8.

House Speaker Nancy Pelosi said the administration's interest in drilling more domestically reflects demands from the oil industry. "America faces a choice: a continuation of the Bush-Cheney-McCain legacy of soaring prices and greater dependence on foreign oil or a comprehensive, bipartisan strategy that develops new and traditional sources of energy," she said.

Polls have shown, however, that as fuel prices have climbed, voters have grown more supportive of more domestic oil production. Pelosi recently signaled her willingness to consider opening up more coastal areas to oil and natural gas exploration. She said it would be a part of energy legislation that House Democrats intend to put forward in the coming weeks to address oil dependence and high gasoline prices.

Lawmakers will be able to consider opening portions of the Outer Continental Shelf for drilling, with appropriate safeguards and without "taxpayer subsidies to Big Oil," said Pelosi, D-Calif.

Bush is keeping a hands-on profile in the aftermath of Hurricane Gustav, in contrast to the government's poor response to Hurricane Katrina three years ago. On Monday, he visited two emergency response centers in Texas just after the storm struck the Gulf Coast. Early Tuesday he was in the Roosevelt Room discussing the storm's impact on the oil industry with Vice President Dick Cheney and about 20 advisers, including the secretaries of Interior, Transportation and Energy.

Oil companies, rig and pipeline owners and refiners spread out across the region to look for damage from Monday's storm, and some already were putting equipment and people back in place to resume operations. The full impact should be known in the next couple of days.

The price of oil, meanwhile, tumbled more than $8 a barrel in electronic trading Tuesday on the New York Mercantile Exchange, suggesting traders were confident that the energy complex suffered only a glancing blow.

Gustav roared ashore early Monday and eight deaths were attributed to the storm in the U.S. after it killed at least 94 people across the Caribbean. It was downgraded to a tropical depression Tuesday, and mandatory evacuation orders were lifted for three Southeast Texas counties. Though New Orleans was largely spared, there still was damage, and anxious evacuees were told not to come home yet.

In the days preceding Gustav, oil companies shut down virtually all oil and natural gas production in the Gulf, and the storm's threat halted about 15 percent of the nation's refining capacity based in the region. The U.S. Gulf Coast is home to nearly half the nation's refining capacity, while offshore the Gulf accounts for about 25 percent of domestic oil production and 15 percent of natural gas output.

Drilling is the answer. Always was and always will be. Historically it was the wrong answer last time and likely will be the wrong answer this time, but hey, who cares about reality?

How is it that journalists don't seem to know that the International Energy Agency, based in France, said they would tap their own reserves to keep pump prices down in the US, and that goaded the DOE to grudgingly say they would open the US strategic petroleum reserve if necessary? This all happened amidst fears of decreased gulf production

Therefore, the usual "hurricane spike" in oil prices was avoided.

Really? Did you read this gem from the IEA flyer on the "Response System for Oil Emergency Supplies"

"Member countries are also required to have demand restraint programs in
place which can be implemented in a crisis to free up supply through reduced
consumptio­n."

How does that work in the US again? Oh, I see, we let prices at the pump rise to $4.50 at which point the financial pain forces a lot of people out of their cars. See... it worked!

So if a hurricane can shut down domestic drilling in the gulf, WHY ON EARTH WOULD YOU PLACE A LARGER PERCENTAGE OF THE COUNTRY'S ENERGY IN THE SAME PATH? This Bush-McSame logic makes my head hurt....

Uhh... drilling off of the East and West Coasts would allow for continued drilling if a hurricane entered the Gulf of Mexico. Drilling around the Gulf Coast of Florida isn't the only place sensible people want to drill.
Drill here, Drill now -- anywhere we can.
The worlds demad for oil (including the U.S.) will not fall for several decades.
We need to look for alternative energy sources (we all agree on that).
But in the meantime, we need to produce as much of our own oil as possible to hedge against Iran closing the Straights of Hormuz or Russia cutting off Europe because of political turmoil.
Israel will attack Iran when they think Iran is getting close to developing a Bomb. When they (Israel attacking) do, Iran will shut off the world from Middle Eastern oil. Thus, we need to be ready to drill our own for a long period of time, until we achieve independence from oil, which will be a long time from now.

Because that's where the remaining oil is, dear.

You can drill in other places... but more likely than not you will end up with dry rocks. And those have relatively limited retail value.

The main drilling in question is additional offshore permits. If that did eventually add some capacity, it would open the market to more price spikes no matter where on the East coast a storm might threaten. Let it be understood that the only fixes to price spikes that cannot be controlled by the oil industry include CONSERVATION (the reason for recent price drops) and decentralized renewables. More oil dependency is still more oil dependency. Bush/McCain claim that only foreign oil is our problem. What have the domestic producers done to help hold down prices? They have only helped produce the big money-grab they can get away with while Bush/Cheney are in office. If it were known how much they are spending outside of the official McCain/Republican campaign to keep their unfettered power, we would all be shocked.

That is not true. McCain calls for the whole enchilada, drilling and looking for alternatives to oil. Obama wants to only look for alternatives. The fact is that it will be several decades before we end our need for oil.

What Mac says and how he votes are two different things. He voted against almost every bill that would expand alternative energy sources.

Why wont he support the compromise bill offered by the "gang of ten", 5 republicans (including sidekick Lindsey Graham) and 5 democrats? It includes some off shore drilling while fast tracking alternatives. It does take away some of the tax breaks for big oil.
Talk is CHEAP.

The answer to Gustav is more drilling from bush, and from McCain and his campaign, the answer is, of course being a POW.


Ok, so Bush says that Storms that shut down oil rigs, drilling, gas rigs, send shipping away, shut down refineries, damage them all, cause billions in industry damage, should be confronted with billions more of the same, so that more storms can cause more damage?

im not seeing the logic there.

Unless Bush thinks that if we put enough rigs, end to end across the entire Gulf of mexico and around both the east and west coasts, that the mere solidifying presence of them will dampen the energy of all storms making them little more than tropical depression­s....but i doubt that.

I would venture to guess that if you took a survey 99% of americans would be for elimination of all income taxes. Just because the majority is for it, it doesnt mean its the right thing to do.
