WASHINGTON — Democrat Barack Obama says he would delay rescinding President Bush's tax cuts on wealthy Americans if he becomes the next president and the economy is in a recession, suggesting such an increase would further hurt the economy.

Nevertheless, Obama has no plans to extend the Bush tax cuts beyond their expiration date, as Republican John McCain advocates. Instead, Obama wants to push for his promised tax cuts for the middle class, he said in a broadcast interview aired Sunday.

"Even if we're still in a recession, I'm going to go through with my tax cuts," Obama said. "That's my priority."

What about increasing taxes on the wealthy?

"I think we've got to take a look and see where the economy is. I mean, the economy is weak right now," Obama said on "This Week" on ABC. "The news with Freddie Mac and Fannie Mae, I think, along with the unemployment numbers, indicates that we're fragile."

Obama was referring to the two mortgage companies taken over by the federal government Sunday in what could become a huge taxpayer bailout. The nation's unemployment rate climbed to 6.1 percent in August from 5.7 percent the month before, the government said last week. It was the first time in five years that the unemployment rate had topped 6 percent.

Obama and McCain have sparred over tax policy for months. Obama says McCain wants to continue Bush administration policies, noting that McCain had voted against the Bush tax cuts but then embraced them as he campaigned for the Republican presidential nomination.

"John McCain likes to talk about fiscal responsibility, but there is no doubt that his proposals blow a hole through the budget," Obama said.

McCain has repeatedly hammered Obama over taxes in an attempt to paint him as a typical tax-and-spend liberal. McCain wants to make permanent the Bush tax cuts, which are set to expire at the end of 2010.

"We can get this economy back on it's feet," McCain said in an interview aired Sunday on "Face the Nation" on CBS. "Don't raise their taxes. Get it going again. Americans are hurting in a way that they have not hurt for a long time."

The Tax Policy Center, a think tank run jointly by the Brookings Institution and the Urban Institute, concluded that Obama's tax plan would benefit middle-income taxpayers more than McCain's. However, Obama would raise payroll taxes on taxpayers with incomes above $250,000, and he would raise corporate taxes. Small businesses that make more than $250,000 a year also would see taxes rise.

McCain's plan cuts taxes across all income levels. It would cut taxes for those in the top 1 percent by more than $125,000, raising their after-tax income an average 9.5 percent, the center concluded.

BO is going to hurt himself badly with this concession. Take the tax money from the rich and use it to promote alternative energy industries. Leaving it with rich, won't create many jobs(especially in America) or does BO now believe in trickle down theory? What happened to change?

this is what obama said
"Even if we're still in a recession, I'm going to go through with my tax cuts," Obama said. "That's my priority."

For his tax cuts to take place he needs to raise the taxes on the top1% those making 250k or more.

The piece has a contradiction in it that is journalistic insane.

Its not a contradiction. Tax cuts for the middle class and not getting rid of tax breaks for the rich are not the same thing or opposites. BO is starting to waffle on rescinding tax breaks on the rich(out of fear?), while holding firm on tax breaks for the middle. More deficits are the result. Its a form of Reaganomics.

If that is the case, READ THIS...McCain has been a member of the same party that has put us into the war, the same party who lied and said there were weapons of mass destruction, the same party that gives tax cuts to corporations so they can ship jobs over seas, the same party that gives tax breaks to oil companies, who in turn charge you $4 at the pump, the same party who thinks health care is a priviledge and not a right, the same party that has scoundered our hard earned tax dollars and put a huge whole in our deficeit, the same party that has not said what they plan to do to get us out of this economic mess, the same party that has destroyed the image of America in the world. Don't forget that Obama was a "community organizer" before he went to law school. I guess that means he learned how to shake down corporations and governments using Jesse Jackson and Al Sharpton as role models. But when all is said and done, I'd rather have my tax dollars spent in the ghettos of the US than in the slums of Iraq or Afghanistan. I think of Obama as being the lesser of two evils.

Supports of O, explain! Obama is still different from McCain on many things, but really, isn't he confusing the public? A $250k income, especially when both husband and wife work to achieve that sum and have several kids to support, is not "wealthy" in many parts of the country. I know many families in this position in the LA and NY metro areas....they paid off student loans, etc. and only recently (in their late 40's/early 50's) reached this income level. They do not consider themselves rich, many live in modest homes; they are solidly middle class with a higher income than they had for most of their adulthood.

To increase their taxes to the point that they are handing over 50% of their income to the government would be a mistake. These families will just stop spending and start hoarding. They are already major contributors to the government, with a 40% tax rate. Isn't that enough??? I am happy Obama is reconsidering his original plan. There is a big difference between a $250k income and being a millionaire.

Add in state and local taxes, and these families are paying out 40% of their income to the government. This doesn't even count sales tax, which, in NY, is 8%. True, it's not all to the federal government, but the net effect is they are giving the government 40% of their income.

I concur... my parents make about $200K a year, and with 3 of us in college sometimes end up struggling to make it all work out... of course, the first couple times Boosh crashed the economy and cost my old man his job did nothing to help either though

Obama chose Biden as a matter of principle, not popularity.

If Obama makes Biden his Secretary of State and chooses Hillary as his VP, the GOP does not have any right to complain. It would just show how much the GOP has belittled the office of the VP by choosing Sarah.

I think people need to put some things in perspective. Obama has a fine line he has to walk. For years Bush has been blasted for being stubborn, unwilling to compromise on policies, or face the reality of our economic/military posistions in order to maintain his popularity. And look where that ultimately got him and our country. If Obama does the same thing it would cause serious problems. Yet if he compromises or god for bid has a change of opinion he's going to be accused of flip-flopping. So I think the important thing to do is instead of throwing our charges of cowardice, hypocrisy, and flip-flopping in cases like these actually stop, listen, and RESEARCH what he's saying. I still haven't seen any comments disputing or agreeing with the actual merits of his plan to let the Bush tax cuts lapse and instead have just seen a bunch of opinionated comments.
