Obama: Bailout Likely To Delay Health Care, Education And Other Spending Programs

CLEARWATER, Fla. — Democrat Barack Obama said Tuesday any plan to rescue Wall Street from its financial woes must ensure that taxpayers are reimbursed and corporate executives are not further enriched for mismanagement.

The Democratic presidential candidate challenged President Bush to cooperate on a rescue plan embodying those principles and drop what Obama characterized as Bush's "my way or the highway" attitude toward the proposed $700 billion bailout. "The president's stubborn inflexibility is both unacceptable and disturbingly familiar," he said.

The Illinois senator added that his proposed middle-class tax cuts remain "absolutely necessary" despite the economic turbulence. He said they would put money in the pockets of working families at a time when the economy might be worsening.

Obama outlined several principles that he said should be included in the bailout to ensure that troubled financial firms and their executives don't take advantage of taxpayers.

Companies that take financial aid from the government must slash their executives' salaries, he said. Taxpayers must be treated like investors who can share in any Wall Street recovery, perhaps with an ownership stake in the companies that are bailed out, and a new fee on financial services should be created to repay the government aid.

"This plan cannot be a welfare program for Wall Street executives," he said at a news conference.

Decisions on how to spend that $700 billion cannot be left solely in the hands of the Treasury secretary, Obama added. An independent, bipartisan board should "provide oversight and accountability at every step of the way."

Obama stopped short of flatly saying he would vote against the bailout if it doesn't address his concerns. If the proposal falls short, he said, "I will strongly recommend ... that we go back to the drawing board."

Obama repeated his criticism of Republican John McCain's statement last week that the fundamentals of the economy are sound.

"I don't think, actually, the fundamentals of our economy are where they need to be," Obama said. "We've got a leaky boat. We've got to make sure we get that boat into harbor and then we have to do a lot of repairs."

McCain has also called for more oversight of the bailout plan and restrictions on executive pay. His campaign accused Obama of "simply following in John McCain's footsteps. ... Again, Barack Obama has shown indecision and a lack of leadership at a time when the American people need certainty," said McCain spokesman Tucker Bounds.

But Obama laid out similar requirements on Friday. His latest comments added detail but weren't fundamentally new.

Earlier Tuesday, in an interview on "Today," Obama had said the huge expense of a Wall Street bailout might require a "phase in" of the programs he has promised, including tax cuts.

But speaking to reporters in Florida, where he later began preparing for Friday's debate, Obama said he remains committed to addressing needs in health care, education and energy.

He said he has outlined ways of paying for those programs that may not be affected by the Wall Street bailout and that they would help reduce economic turmoil.

"When it comes to the middle-class tax cuts ... that is something that I believe is absolutely necessary to strengthen an economy that is going to be sliding, probably, into a deeper recession," Obama said.

In a disagreement within the campaign, Obama running mate Joe Biden said in an interview broadcast Monday that he would not have allowed an Obama ad that mocked McCain as an out-of-touch, out-of-date computer illiterate, calling the TV spot "terrible." Hours later, Biden issued a statement backing off that criticism and saying that he had seen the ad for the first time and found nothing "intentionally personal" in its criticism.

"Having now reviewed the ad, it is even more clear to me that given the disgraceful tenor of Sen. McCain's ads and their persistent falsehoods, his campaign is in no position to criticize, especially when they continue to distort Barack's votes on an issue as personal as keeping kids safe from sexual predators," Biden said.

Please Barack, don't cave to the fear mongers. Like Bill Clinton once said (before he became McCains #1 fan), If you have a choice between fear and hope, choose hope! Abandoning the health care plan is a huge mistake and playing right into the hands of the conservatives. This is just one more conspiracy to de-rail your first term, don't fall for it.

Universal Single Payer Healthcare is a necessity for financial reasons if nothing else. The United States will buckle under the costs of ad hoc medical coverage as wave after wave of uninsured baby boomers hit the existing system. I'm sure Obama recognizes that Universal Healthcare is anything but a luxury in economic terms.

What do you suggest as an alternative?

I can understand the reluctance to bail out some pretty stupid decisions and I think the bailout Paulson suggested should not be passed without modification. I actually like Schummer's idea of putting up some money now and reassessing in a few months, but if you think Main Street can survive the implosion of Wall Street, you do not understand how the financial markets work.

That said, I think it's sheer insanity to hand one person 700 billion dollars. From what I saw and read today, I have reason to hope they won't, but something will be done.

If in your heart of hearts you can't abide that, well then, do something more useful than sitting out election day. Write your senator, raise funds for a third party candidate, whatever, but if you do nothing, all you've done is take a pass and lost your right to complain about it in the future .

This doesn't surprise me. It is prudent and it shows he is not going to pander to get votes. He is going to be truthful with us even when we don't want to hear it. This is leadership.

It is unfortunate that he will inherit such a mess but he is the only one who has the intelligence and the temperment to guide us through this. If you want to continue to live in a fantasy land, McCain is your man. If you want to set the country on the course to weather these terrible times, Obama-Biden is the only choice.

No you're wrong. I watched this all morning. And they are not talking about phasing in anything.
They want 700 billion dollars. and they want no oversight- And they don't want any phasing or golden parachute clauses or any clauses including one like the American people getting a stake in the companies that take the bail out money. From what I can tell it's very fishy and how come we now find out about this- and it's so urgent now we need the money now-right before all the losers get kicked out of office at the end of this term-

Check out the section 8 clause that states: no oversight by any person, legal entity or independent agency. They want 700 billion dollars and they don't want anyone to tell them where it goes. Are they F***ing crazy. Paulson wants to blank check for 700 billion with no oversight. This is fu**ing extortion.

Lots of things are not spelled out in the constitution but they exist such as Medicare, Social Security, etc.

I agree . If Obama is to be a real agent for change , he can step up to the plate and sound like one . I have supported him so far , but the statement he made about health care being put off is unacceptable . I dont buy the crises in the first place . The financial institutions brought this on themselves . They got greedy , let them fail .No bailout !

I don't think Obama should support this bailout or if he does it should severely limit the compensation payout . When everything was going fine the big shot CEO's were living it up. Now that things are bad they are running around like a bunch of chickens without heads and want us to include large compensation package for them so that they can go off and live a freaking life us luxury while the rest of us suffer. I don't think so.
