If the first winner of the "$1 million a year for life" scratch-off game seemed less than ecstatic yesterday, it's because he wasn't exactly struggling to scratch out a living.

Keenan Altunis, 33, a banker raised on Long Island and now living in London, accepted his prize with a smug shrug, noting he's already a multimillionaire.

"Is it going to materially change my life? No," he told The Post. "I have been a very blessed and fortunate person."

Now I know how not to pay income tax. We should all become foriegn citizens and only pay state tax.

I have never understood a lottery prize that paid out based on your lifespan. It seems to me it would create an incentive for a government to have something unfortunate happen to you.

Most countries don't tax lottery winners. After all it it is derived from a pool of money that has already been taxed. Double taxation is wrong.

I have a ships engineer friend in Canada. He won $12 million. No taxes.

New York State has a reputation for being a high tax state so it is not surprising that it taxes lottery winnings. But its population hasn't grown much in recent decades and many large companies have moved their offices from the state or shut down factories. The current Wall Street meltdown should cripple its economy for years to come.
