BEVERLY HILLS, Calif. — Gov. Arnold Schwarzenegger opened his international climate change summit on Tuesday by upstaging himself with an even bigger political star _ President-elect Barack Obama.

Schwarzenegger, a Republican whose efforts to combat global warming in California have generated worldwide acclaim, wants to show that governments can balance environmental protection and economic growth. He hopes his summit will influence negotiations over a new climate treaty during a U.N. gathering in Poland next month.

In a taped message to attendees, Obama said his administration is committed to a cause that has all but languished at the federal level during the term of President George W. Bush.

"Once I take office, you can be sure that the United States will once again engage vigorously in these negotiations and help lead the world toward a new era of global cooperation on climate change," Obama said.

U.N. negotiators have a December 2009 deadline to complete the next global warming treaty, which would succeed the 1997 Kyoto Protocol. That treaty, which expires in 2012, does not include the U.S. or China _ the world's largest emitters.

Negotiators want to cut in half the amount of carbon dioxide discharged into the atmosphere from transportation, industry and power generation by mid-century.

In his roughly four-minute address to Schwarzenegger's conference, Obama said the U.S. economy would continue to weaken if climate change and dependence on foreign oil are not addressed.

He reiterated his support for cutting greenhouse gas emissions using a cap-and-trade system, an approach also favored by Schwarzenegger. Obama said he would establish annual targets to reduce emissions to their 1990 levels by 2020 and reduce them another 80 percent by 2050.

Obama also promoted anew his proposal to invest $15 billion each year to support private-sector efforts toward clean energy. He said tackling climate change can create millions of new jobs as the U.S. invests in technologies to promote solar and wind power, biofuels and cleaner coal-fired plants.

"I promise you this: When I am president, any governor who's willing to promote clean energy will have a partner in the White House," Obama told the participants. "Any company that's willing to invest in clean energy will have an ally in Washington. And any nation that's willing to join the cause of combating climate change will have an ally in the United States of America."

Scientists say the kind of ambitious goals set by Schwarzenegger and Obama must be reached to minimize the consequences of rising global temperatures.

The U.N.'s Intergovernmental Panel on Climate Change has said temperatures worldwide could increase between 4 degrees and 11 degrees Fahrenheit by 2100 unless nations reduce their emissions.

Just how countries will cut emissions remains a topic of intense debate, especially as the world grapples with the worsening financial crisis. U.S. and foreign businesses, as well as some European countries, have questioned whether cutting emissions will be too costly.

Schwarzenegger said states, provinces and countries can cut emissions by forming partnerships, as he has done as governor.

"I still have friends in the business world that come to me and say that this is going to hurt the economy," Schwarzenegger said in his opening remarks. "But of course, we believe very strongly it is going to help the economy."

Schwarzenegger has signed partnerships with governors of seven Western states and four Canadian provinces to develop regional cap-and-trade systems. He also has an agreement with the state of New York to explore linking California's future carbon market with a trading system in the Northeast.

The governor also has signed agreements with the United Kingdom and Australia's premier in Victoria to combat climate change. And Schwarzenegger along with governors from Illinois and Wisconsin signed agreements Tuesday night with government representatives from Brazil and Indonesia to combat tropical deforestation.

Whether countries such as China will sign off on emission mandates remains a point of contention in international negotiations.

China has argued that the U.S. and other industrialized countries should take the lead on cutting greenhouse gas emissions. The nation's top climate bureaucrat reiterated that sentiment Tuesday in a meeting with reporters.

"Even now, per capita emissions in the U.S. are still five times higher than in China," said Gao Guangsheng, director general of the Department of Climate Change at China's National Development Reform Commission.

He said China's success in reducing emissions in the future will depend on whether the U.S. and other countries share technology and invest in his country.

Schwarzenegger addressed attendees from 19 other countries and 17 states. He announced the conference in September and sent out some 1,400 invitations to regional government representatives, scientists, policy experts and industry representatives.

The two-day summit at the Beverly Hilton Hotel has drawn more than 800 attendees to discuss strategies to cut greenhouse gas emissions.

Republican Gov. Charlie Crist of Florida and Democratic governors Rod Blagojevich of Illinois, Kathleen Sebelius of Kansas and Jim Doyle of Wisconsin are co-hosts.

Global warming is a computer-model driven hoax. Climate changes are, the evidence mounts, caused by natural sun cycles and out of reach of mankind.

Since 1998, we have entered a global cooling cycle. Newsweek and Time will soon be running articles about the impending Ice Age catastrophe.

Where did the funding come from for this?
My understanding is that California is very much "in the red", so I have to wonder how the money can be available for a summit of this size, in a venue that, to put it mildly, is not on the low end of the price scale.

If it happens that Schwarzenegger is footing the bill out of his own fund, lovely, fabulous, good for him
If, as I expect is the case, the citizens of California are funding even one bottle of Chardonnay, he has some explaining to do

oh, it is being paid for by registration fees from participants, they will say

but a lot of it is funded out of the University of California system-- and the taxpayers never get to find out the waste that goes on there- trust me it will remain hidden

the webcast audio etc all emanate from UC and somebody has to pay for the staff to do that

the taxpayers are apathetic - in California it is business as usual and they are already lulled back to sleep,

except for prop 8-- that is getting a lot of MSM coverage-- cause it so greatly impacts the daily lives of all California­ns....NOT!

Obama's going to be an excellent mover on this, no doubt - but until that $15 billion for clean energy is tagged specifically for renewables and sustainables - rather than heavily funded nuclear and 'clean' coal, there's a good chance that solar, wind, geothermal, third generation biofuels and tidal will see less than a third of it.
And why - WHY - when global warming is the biggest crisis facing the planet, with deforestation globally costing up to $US2.5 trillion ANNUALLY in lost environmental services, WHY are we only talkin $15B p.a. That's less than AIG executives spend on happy endings.

Because "clean energy" is not congruent to climate change interests. Clean energy is a good goal all around, but has been coopted into the climate change agenda. The purpose of these people meeting is not to make electric cars, but to enable international carbon credit trading systems. Cap and trade is the focus. A whole variety of interests think they can game the system to their advantage. Google "carbon derivatives". At least with Fannie Mae pieces of land, not hot air, backs their toxic paper.

BTW, the "coal companies" like cap and trade only if they can lobby for allotments higher than they pollute. Also, because pollution laws are already strict, to build new plants they will have to sequester their smoke, SO2, mercury. Sequestration is too expensive unless they get carbon credits for doing what they are already obligated to do.

SO2 is removed through either hot-gas clean up or through wet scrubbing. It is not sequestered. The technology for SO2 removal has been in place for some time. Mercury is also removed, but it is not sequestered either. However carbon dioxide sequestration (only CO2) is still in the development. CO2 can be separated from the gas stream. However, when you pump into the ground at a particular depth it changes to a liquid and more viscous phase due to the increase in pressure as it is pumped further in the ground. With the CO2 in a liquid phase, the release rate of CO2 slows down into the atmosphere supposedly on a magnitude of 10,000 years. This is what sequestration entails

We seriously need to get on with the business of becoming energy independent. While we are doing the happy dance around the pumps with the lower prices OPEC is planning yet more production cuts and will not quit until they achieve their desired price per barrel. The record high prices this past year have done serious damage to our economy and society. WE must move forward with energy independence. We have the knowledge, we have the technology, what America lacks is a plan. Jeff Wilson has a new book out that is beyond awesome. The Manhattan Project of 2009 Energy Independence NOW. He walks you through every aspect of oil, what it is used for besides gas, our depletion of it. The worlds increased need ie 3rd world countries becoming more modernized and consuming more. He explains EVERY alternative energy source and what role they can play to replace oil. His research is backed up with hard data and even includes a time frame and proposed legislative agendas to wean America off oil

I believe only about 2% of our electricity production is from oil. Other than for gasoline, I would like to know what Wilson says oil is used for--plastics? The way off oil is through our vehicles, moving them to NG, electricity and hydrogen. What the $25 billion in loans already proffered to the Big 3 is about.

However, I am afraid to say, the "energy independence" movement has been parasited in America by the "climate change" lobbies, the core being the cap and trade lobby--Wall Street finance and the Chicago guys behind the Chicago Climate Exchange. 50-50 their demands for cap and trade will kill a meaningful energy bill, but they got to roll the dice anyway, Obama is their guy.

Our schools are being dismantled and defunded and this joke is holding a summit trying to act like a leader. He does NOTHING. He's the worst governor our state has ever had, and he gets a pass from the media because of his wife.

Advice to ther states: Don't elect stupid actors to run your government. You will regret it.

With the amount of controversy and differing opinions on global warming and climate control/change, let's hope someone who can hold their own goes on as Energy Secretary - whether it's Arnold or not, who knows.
But the overall pollution in Southern California alone is outrageous and with the unfortunate fires we had (still have), it has only gotten worse. Some major advances and changes need to occur - as if I need to say that - and let's hope all the states, companies and individuals who are currently working on making a difference with their alternative energy plans, alternative fuels, cleaner coal advances, etc, etc, get the support they need to make a real dent in man-made causes of global warming.

Energy independence is a wonderful goal. So is cutting pollution, all of it.

But these are just side issues to the "global warming" bandwagon and the financial interests who are counting on it, and have parasited "climate change" to "energy independen­ce."

Obama has long been a cap and trader. Heck, he was a board member of the Joyce Foundation when they financed the Chicago Climate Exchange project. The CCX system was adopted in Europe, now they want to impose it here. It does not reduce CO2, but allows traders to make big bucks on transaction fees and carbon derivatives. Goldman Sachs, etc. are big players, and big donors to Democrats mostly.

Obama's Victory Speech clearly laid out his three goals. Economy, bailout and healing the planet, code words for international cap and trade. His floating of Arnie's cousin in law RFK Jr., a cap and trader, within 24 hours for EPA head was another gesture to Wall Street and the Euros. Here, his first public visit of sorts, strengthens the message of his focus on cap and trade. Waxman, the Cap and Trader's man in the House, is struggling with Dingell to get energy committee chairman spot.

People can talk about health care etc etc. Obama has made clear Cap and Trade scam is among his top three goals. -- Don't be distracted by talk about solar panels, it's cap and trade.

"That will start with" -- Can Obama be any clearer that cap and trade is the centerpiece of his plans for Change? This is consistent with his victory speech and other comments since the election. It's not health care or civil rights or this or that which people project onto Obama in hopes they share his views. It's cap and trade. That's is what he wants to spend his political capital on--the bailout and economy are natural, not additional, parts of his job.

California is looking from some relief from the Governator. Our fiscal house is a disaster. I think O should take him on as Energy Secretary. He'll probably do a lot more good in that post. And it will give Californians a chance to get our state back on track.

There's a lot said of stuff negative said about Arnie but this is one subject he has actually taken the lead on in the US. Good on him. I wouldn't go so far as to suggest Obama put him in his cabinet however - I mean he's a good advocate on this subject but that's about it.
