***UPDATE*** 12/11 9 AM

Daschle will not only serve as Obama's Health and Human Services secretary, a decision expected to be announced today, but will also oversee a new White House Office of Health Reform, the AP reports:

A Democratic official familiar with the plans _ to be announced Thursday in Chicago _ said the additional appointment makes it clear that Daschle will coordinate efforts within the administration to overhaul the nation's health care system.

"He will be the White House's voice on this critical issue," said the official, who was not authorized to speak publicly about the development.

***UPDATE*** 12/10 9:18PM Barack Obama will hold a press conference tomorrow to discuss the state of the nation's health care system. He will name Tom Daschle as his Secretary of Health and Human Services, the Huffington Post has learned. Obama issued this release announcing the press conference.

Tomorrow, President-elect Obama will hold a press conference at the Chicago Hilton to discuss the future of the nation's health care system.

---

Former Senate Majority Leader Tom Daschle has accepted President-elect Barack Obama's offer to be Secretary of Health and Human Services, Democratic officials said Wednesday.

The appointment has not been announced, but these officials said the job is Daschle's barring an unforeseen problem as Obama's team reviews the background of the South Dakota Democrat. One area of review will include the lobbying connections of his wife, Linda Hall Daschle, who has done representation mostly on behalf of airline-related companies over the years. They spoke on condition of anonymity because they weren't authorize to discuss the matter publicly.

Story continues below

Daschle was a close adviser to Obama throughout the former Illinois senator's White House campaign. He recently wrote a book on his proposals to improve health care, and he is working with former Senate leaders on recommendations to improve the system.

Organizations seeking to expand health coverage were quick to praise the selection.

"Sen. Daschle has a deep commitment to securing high-quality, affordable health care for everyone in our nation," said Ron Pollack, executive director of Families USA. "His new leadership position confirms that the incoming Obama administration has made health care reform a top and early priority for action in 2009."

Obama also announced several transition working group leaders, including Daschle, who will oversee the health policy working group. They include former Environmental Protection Agency administrator Carol Browner on energy and environment and former Clinton White House adviser Jim Steinberg and Obama campaign senior foreign policy adviser Susan Rice on national security.

* * * * *

Health policy wonks and universal health care advocates celebrated the move. The American Prospect's Ezra Klein called Daschle's appointment "huge news, and the clearest evidence yet that Obama means to pursue comprehensive health reform."

You don't tap the former Senate Majority Leader to run your health care bureaucracy. That's not his skill set. You tap him to get your health care plan through Congress. You tap him because he understands the parliamentary tricks and has a deep knowledge of the ideologies and incentives of the relevant players. You tap him because you understand that health care reform runs through the Senate. And he accepts because he has been assured that you mean to attempt health care reform.

Compare the choice of Daschle to Clinton's decision to task Hillary Clinton and Ira Magaziner with health care reform. Neither Clinton nor Magaziner had any relevant experience in Washington, either with the health care bureaucracy or with the legislative branch. [...] The choice of Daschle suggests that the Obama team has learned those lessons well.

Likewise, the New Republic's Jonathan Cohn writes:

This is a perfect role for Daschle. Although he was always been interested in health care, in the last few years he's become a true wonk on the subject, publishing a book called Critical: What We Can Do About the Health-Care Crisis. It urges precisely the sorts of reforms President-Elect Obama and his congressional allies are promoting right now.

Daschle is particularly interested in creating a "federal health board"--an independent govenrment-chartered body, structured like the Federal Reserve, that would both help set up the new system and then play a role in running it. One of its major goals would be to set basic coverage guidelines, to weed out payments for wasteful or unnecessary care. It's a complicated and politically dangerous notoin, but one that's necessary if we ever want to improve health care quality and get costs on control. (For more on the concept, and how to avoid its political pitfalls, see Ezra Klein's interview with Daschle from a few months ago.)

Via TalkingPointsMemo, here's video of Daschle discussing health care reform with Steve Clemons:

Because you need people who know what they're talkin' about. But remember the ultimate decision's lie with the President.

Good choice, Tom is a kind person and a man of action. Kindness is under rated; his
attitude will permeate his domain.

"Daschle Pick Hailed By Health Care Advocates?" His wife must have stopped being a lobbyist for the airline industry and switched over to Health Care.

"Obama has a number of people affiliated with lobbying firms on his transition team, and yesterday, former Senate Majority Leader Tom Daschle accepted an offer to be secretary of Health and Human Services. Daschle, who will lead the new administration's effort to revamp the U.S. health-care system, works for Alston & Bird LLP.

Daschle has been able to serve as an Obama campaign adviser because he wasn't registered as a lobbyist, though his firm earned $3.5 million this year lobbying for the health industry, including companies such as Woonsocket, Rhode Island-based CVS/Caremark Corp. and Birmingham, Alabama-based HealthSouth Corp. The health industry accounted for 60 percent of the firm's lobbying revenue during the first nine months of 2008." Blomberg News

"Mr. Daschle’s work since leaving the Senate four years ago as a board member of the Mayo Clinic and a highly paid adviser to health care clients at the law and lobbying firm Alston & Bird." WaPo
"In a detailed list of campaign promises, Mr. Obama pledged that “no political appointees in an Obama administration will be permitted to work on regulations or contracts directly and substantially related to their prior employer for two years.” "

Opps, turns out President elect Obama's campaign promises were meaningless, “no political appointees in an Obama administration will be permitted to work on regulations or contracts directly and substantially related to their prior employer for two years.” " It's just exception after exception after exception and his followers are more than fine with the fibs. Now they come out in support of Obama doing exactly the opposite of what he promised.

I am not for or against on either sides right now, I need to do some research.

But I do not understand how " Senate four years ago as a board member of the Mayo Clinic and a highly paid adviser to health care clients" = no political appointees in an Obama administration will be permitted to work on regulations or contracts directly and substantially related to their prior employer for two years.

Now I may have missed something, but the position Obama is asking is Primarily to get Obama's health care package, reform and changes through CONGRESS.
I dont see where Daschle would necessarily have to do anything that pertains to any specific client, nor would he be creating any new legislation that could be misconstrued to be helping a former client.

Perhaps you can explain if I am wrong in this though.

And as far as I know, Daschle did no lobbying for any company specifically.

Yes, now that the election is over the president elect is using all normal political parsing tactics to evade his promises on lobbyists. Technically, Daschle is not registered, but, "Daschle has been able to serve as an Obama campaign adviser because he wasn't registered as a lobbyist, though his firm earned $3.5 million this year lobbying for the health industry, including companies such as Woonsocket, Rhode Island-based CVS/Caremark Corp. and Birmingham, Alabama-based HealthSouth Corp. The health industry accounted for 60 percent of the firm's lobbying revenue during the first nine months of 2008." Blomberg News So it's fine to earn a millions in your firm by lobbying as long as you're not the registered lobbyist. An interesting way to split hairs on the commitment by Obama, no lobbyist will find a job in my white house. Guess he was only talking about the dumb fall guys in Daschle's firm who had to take the hit and be registered.

EXACTLY. And yet yesterday others on this board were beating up on me because I said "NO" to Daschle and "YES" to DEAN.

DEAN DESERVES THIS POST. HE IS PERFECT FOR IT. PERIOD.

And I am sick of being told to sit down and shut up about whomever Obama chooses. NO!!!

HE was the one who said that "change COMES to Washington" and that change happens from the "bottom-up".

Ques: What does Tom Daschle get for failing to be reelected to the Senate after a dismal performance as minority leader and for his subsequent work as a K Street lobbyist?
Ans: A cabinet appointment as Secretary of HHS.

Ques: What does Howard Dean get for leading the Democratic Party out of the wilderness and laying the 50-state groundwork for Obama's election?
Ans: Fired.

Which health care system are we talking about? There's Medicare, Medicaid, VA, Work Comp, Private Employer Group, Federal employee, individual, Association, uninsured who pay out of pocket, and then somewhere around 45 or 50,000,000 uninsured and uninsurable who go to the ER on occasion and don't pay. Could we make it more complicated? Go to one ER and the care is superlative, another, the care is so-so. Prescriptions are anywhere from reasonably priced to outrageously priced. One law subsidizes insurance companies and pharmaceutical houses, forbidding price negotiation, another is hard nosed negotiation. With it all, we spend more per capita, more of our babies die and we die younger than people in some other countries. Time for a change.

I'm gonna have to hope for the best. But I've found Daschle to be far too accommodating to the Repubs and George W. Bush. We're not talking ancient history here. I still think Howard Dean would be the better choice!

President-Elect Obama is his own man. The only thing he is doing is picking the best and the brightest for the cabinet positions. I didn't know that Former Senator Daschle was such a hand at healthcare reform. I would have offered the post to Senator Clinton. But I'll go along with Daschle.
I don't care with whom or how, I just need healthcare.

But since President-Elect Obama is much more apt at choosing his cabinet than the pressent occupant that muttered, 'Brownie, you're doing a heck of a job,' to guy that ran horseshows who was in charge of FEMA during Hurricane Katrina, we should just sat back and keep our mouths shut.

Daschle is a good man - smart and honest - and he knows the subject matter problems and options, he knows the Hill, and the governors who will beat a path to his door for state budget relief for growing Medicaid costs. He's a pragmatic progressive. We need more like him.

Janet Napolitano for Homeland Security. Okay. I would have preferred Hillary for this role. She could release her hawkishness there.

Why doesn't the Senate replace Reid with Hillary? She would be much more effective than him.
