MUMBAI, India — India picked up intelligence in recent months that Pakistan-based terrorists were plotting attacks against Mumbai targets, an official said Tuesday, as the government demanded that Pakistan take "strong action" against those behind the deadly rampage.

The U.S., meanwhile, pressured Islamabad to cooperate with the investigation.

The only known surviving attacker told police that his group trained for months in camps operated by a banned Pakistani militant group, learning close-combat techniques, explosives training and other tactics for their three-day siege.

India's foreign intelligence agency received information as recently as September that Pakistan-based terrorists were plotting attacks against Mumbai targets, according to a government intelligence official familiar with the matter.

The information was then relayed to domestic security officials, the official said, speaking on condition of anonymity because the person was not authorized to talk publicly about the details.

The revelation comes as the government faces widespread accusations of security and intelligence failures in the Mumbai terrorist attacks that left 172 people dead and 239 injured.

Prime Minister Manmohan Singh, who has promised to strengthen maritime and air security and look into creating a new federal investigative agency, was expected to meet Tuesday with top security aides.

Already, the country's top law enforcement official has resigned and two top state officials have offered to quit amid growing criticism that the attackers appeared better trained, better coordinated and better armed than police.

Teams from the FBI and Britain's Scotland Yard met Monday with top Indian police as they prepared to help collect evidence, a police official said.

On Monday, soldiers removed the remaining bodies from the shattered Taj Mahal hotel, where the standoff finally ended Saturday morning. The army had already cleared other siege sites, including the five-star Oberoi hotel and the Mumbai headquarters of an ultra-Orthodox Jewish group.

India's financial hub returned to normal Monday to some degree, with parents dropping their children off at school and shopkeepers opening for the first time since the attacks, which Indian authorities blamed on the banned Pakistani militant group Lashkar-e-Taiba.

While the cross-border rhetoric between Pakistan and India has increased since the attacks, both countries _ by their often-antagonistic standards _ carefully refrained from making statements that could quickly lead to a buildup of troops along their heavily militarized frontier.

In India, Pakistan's high commissioner to the country met with Foreign Ministry officials and was told that "elements from Pakistan" had carried out the attacks, said ministry spokesman Vishnu Prakash. His phrasing, though, carefully avoided blaming the Pakistani government.

The commissioner was told that India "expects that strong action would be taken against those elements," Prakash said.

U.S. Secretary of State Condoleezza Rice, who will visit India later this week, said the perpetrators of attacks "must be brought to justice."

Pakistan must "follow the evidence wherever it leads," she said during a visit in London. "This is a time for complete, absolute, total transparency and cooperation, and that's what we expect."

Pakistan has repeatedly insisted it was not behind the attacks. Pakistani President Asif Ali Zardari said Monday the gunmen were "non-state actors," and warned against letting their actions lead to greater regional enmity.

"Such a tragic incident must bring opportunity rather than the defeat of a nation," Zardari told Arj television. "We don't think the world's great nations and countries can be held hostage by non-state actors."

Pakistan said its foreign secretary "condemned the barbaric attacks" and again pledged his country's cooperation during a meeting Monday with India's high commissioner in Islamabad.

The sole surviving attacker, Ajmal Qasab, told police that his group trained over about six months in camps operated by Lashkar in Pakistan, learning close-combat techniques, hostage-taking, handling of explosives, satellite navigation, and high-seas survival skills, according to two Indian security officials familiar with the investigation. They spoke on condition of anonymity because they were not authorized to speak publicly about the details.

Lashkar was banned in Pakistan under pressure from the U.S. in 2002, a year after Washington and Britain listed it a terrorist group.

Qasab told investigators the militants hijacked an Indian vessel and killed three crew members, keeping the captain alive long enough to guide them into Mumbai, the two security officials said.

The men, ages 18-28, then came ashore in a dinghy at two different Mumbai areas before slipping into the city in two teams, officials said. The gunmen struck at several sites, including a train station, where they mowed down police and passersby; the Jewish center; and the two luxury hotels, representing the city's wealth and tourism, reportedly seeking out Westerners.

A Muslim cemetery rejected the corpses of the nine dead gunmen and its officials said "Islam does not permit this sort of barbaric crime."

While some Muslim scholars disagreed with the decision _ saying Islam requires a proper burial for every Muslim _ the city's other Muslim graveyards are likely to do the same.

The 19 foreigners killed were Americans, Germans, Canadians, Israelis and nationals from Britain, Italy, Mexico, Japan, China, Thailand, Australia, Singapore and Mexico.

Indian officials said their country would persevere.

"This is a threat to the very idea of India, the very soul of India," said Home Minister Palaniappan Chidambaram, the country's top law enforcement official. "Ultimately the idea of India _ that is a secular, plural, tolerant and open society _ will triumph."

Well... What has US mediation done in middle-east? Indian media rejected that offer and Mr. Obama isn't POTUS yet, so no formal offer, no formal rejection. Indian constitution, according to which The State of Jammu and Kashmir is an integral part of India , doesn't have any provisions for third party mediation in internal matters. What has Bill Clinton , or for that matter any American got to do with Kashmir? Why don't Americans bring their house in order first before trying to "SOLVE" someone elses problems. Just because India's actions against Pakistan will undermine the "GRAND (aka failed) US STRATEGY" in this region, one shouldn't try to coerce India into doing something which is not in its national interest. How have Americans lost public support in Pakistan? If they start blabbering non-sense about Kashmir issue, pretty soon, they will lose the remaining public support in India too.
And Kashmir is just an excuse for Pakistan's Anti-India activities. Do you really think Pakistan will stop the proxy war against India once this so called "Kashmir" issue is solved? No! This country was born on Anti-India forever ideology.

Pakistan is on the verge of total bankruptcy and the army may not have the fuel/food to fight more than 5 days (conventionally). An economic blockade (closing off river waters/naval blockade/air space denial for commercial activity etc.) which can easily be done by India will bring them to their knees. The danger for India then, is that they will have a totally failed state dismembering and causing chaos across the border. I dont think Indian security officials want to see 100M people rush over in a reversal of the 1947 partition and give India a hell of a headache. India is truly caught between a rock and a hard place. The US will face hell in Afghanistan as that country falls apart. Obama was right after all, we should have cleaned up Afghanistan and Pakistan for a low cost in 2001, with the help of India, the only stable democracy in that region and left Iraq aside. Now the global cost of this Pak/Afgh problem in a time of financial crisis is going to be astronomical. I am very pessimistic about the future of our children.

Unfortunately,the ones who will suffer from such an action are the Pakistani people. As an Indian citizen I only want to see the terrorists brought to justice, not to have innocent people suffer. But I do agree with your assessment of what could happen if economic ties were severed and trade was curtailed with Pakistan.
One additional fact that no one seems to be mentioning is that India has a lot of workers in Afghanistan, helping with the construction of highways and electricity infrastructure. Pakistan was dead against this because they fear that a growing Indian influence in the new Afghani government will mean that their influence in the region will be reduced. Kashmir is an important reason for why the terrorists target India- Lashkar, the terrorist group from which the lone surviving gunman is from, is associated with the Kashmir separatist groups- but the Islamic terrorists are not of one mind. They targeted Americans and tortured the Jews. There is also the very real possibility that they have links to the Taliban (Lashkar definitely does) and think of India as [art of the coalition in Afghanistan.

What the Hell ! What are evidences that its Pakistan Govt who is involved it this incident.. Pakistan is itself suffering .... No evidence yet has been found ... and the ones Media is talking about are just ridiculous .. I mean whether a terrorist coming from Karachi will bring an ID card with Him or will talk on Satellite phone to its Master mind .. or why he will keep Credit card with him ... he is going for Terrorism or Shopping ..Its same thing repeating again .. again India has provided India a List of Suspects to deliver them .. and again Pakistan is asking for evidences and rightly so... All the senior officials in Journalism know Who Did this .... and Why .. Elections are approaching ... In just 15 minutes of this incident started, 3 top Police officials killed ..investigating Maliagaon Incident in which Army Colonel was involved.. Pakistan is already stuck up on its Western Frintiers ..it can't take such a fool risk...

We need to work WITH the new government of Pakistan. They are not invested in the failed policies of their predecessor, Mushariff.

The new government probably hasn't even had time to root out the elements in the military and intelligence services who have been supporting these groups. And the Taliban types in the NW Frontier and Afghanistan, let alone purging those people.

If played well, these attacks in Mumbai could give the Pakistani government the will and power to finally get rid of these elements.

After all, they are as much a threat to the Pakistani Government as they are to anyone else.

There is a brief window of opportunity here. Too bad Bush/Cheney are not gone already. the window may close before Obama gets to the Oval Office.

Well...if those warnings were taken as most of our warnings are...then nothing was done. When our government warns us about possible attacks, they are met with scoffs and anger. Maybe we should heed some of those warnings a bit more seriously.

And now bush is blaming the economy on not his administrations policies, but the last decade.... uh well 8 of that is you ding dong.
Point is:
There gargantuan ego's will never allow any admission of responsibility or error and this is what we've had as "leaders" and examples to show our children for the past 8 years. Yuck.

We've "known" about ISI for a long time, especially by frequent references after 9-11 to its role as a shadowy presence among Washington intelligence agents just prior to the attack. But does anyone have a link to solid evidence about its guilt for anything other than covert support for the Taliban in Afghanistan? Not doubting the suspicions, just asking for more info....

Yeah, the current Pakistani government has been in power for only a few months and has expressed willingness to work with India to construct a safer South Asian region. However, as stated, it is relatively weak, given that they have just come to power after years of dictatorship under Musharaf who basically had them sidelined and I mean even their leader Bhutto was assasinated by Islamic Fundamentalist who are probably from the same vein as the Mumbai terrorist, in cahoots and supported by certain elements of the Pakistani administration. Rather than punish Pakistan, and crying out for blood, (that certainly works in favor of Indian officials trying to find a scapegoat for the massive intelligence failures), more efforts should be spared by the international community to strengthen the current government. A war right now will just play into the hands of those rogue elements who supported these terrorist, elements who constantly seek to proliferate a constant state of war between India and Pakistan. Sadly, with politicians in charged, more concerned with preserving their own grip on power, I'm not very optimistic that many people will see things this way.

Pakistan is coming to fork in the road: it can head down the road of becoming a rogue state that harbors, aids and abets through the ISI terrorists who have no ideology other than murder, or it can stand firm, strong and steadfast with its rival India in stamping out nihilist forces propagating in Central Asia (including Afghanistan and Kashmir). Read the article again. The Pakistani president said that individual countries must not be held hostage by non-state (sanctioned) terrorists.

When Oklahoma City happened we didn't blame white males or threaten McVeigh's home state, did we???

Isolating and blaming a nuclear armed country makes less sense than a pre-emptive war based upon faulty intelligence (we all know how that ended up).

I suspect that the current Pakistani government was not behind the attacks. The government is,
however, relatively weak, and I'm sure some of the Pakistani intelligence agencies were actively
involved. Pakistan is going to have to clean up its' act, or all hands will be raised against them.
Their cooperation in defeating Al-Qaeda has left a lot to be desired, in spite of the billions that
we've spent to help them shore up their efforts.
