Auto Bailout Failure Could Mean The End For GM, Chrysler

HuffPost, NYT, WSJ   |   December 12, 2008 01:09 AM

The failure of the auto bailout in the Senate could mean the collapse of GM and Chrysler by the end of this month, according to several reports.

The New York Times reported that GM already had legal advisers looking into a possible bankruptcy:

The failure to reach agreement on Capitol Hill raised a specter of financial collapse for General Motors and Chrysler, which say they may not be able to survive through this month.

After Senate Republicans balked at supporting a $14 billion auto rescue plan approved by the House on Wednesday, negotiators worked late into Thursday evening to broker a deal, but deadlocked over Republican demands for steep cuts in pay and benefits by the United Automobile Workers union in 2009.

The failure in Congress to provide a financial lifeline for G.M. and Chrysler was a bruising defeat for President Bush in the waning weeks of his term, and also for President-elect Barack Obama, who earlier on Thursday urged Congress to act to avoid a further loss of jobs in an already deeply debilitated economy....

G.M. and Chrysler issued statements expressing disappointment. G.M. said: We will assess all of our options to continue our restructuring and to obtain the means to weather the current economic crisis." Chrysler said it would: "continue to pursue a workable solution to help ensure the future viability of the company."

Earlier in the day, G.M. confirmed that it had legal advisors -- including Harvey R. Miller of the firm Weil Gotshal & Manges --to consider a possible bankruptcy, which the company until now has said would be cataclysmic not just for G.M. but for Chrysler and Ford as well. The rescue plan approved by the House on Wednesday by a vote of 237 to 170 would have extended $14 billion in loans to the troubled automakers and required them to submit to broad government oversight directed by a car czar to be named by Mr. Bush.

The Wall Street Journal reported that hopes now rested on the Treasury opening up some of the $700 billion Wall Street bailout fund to give the two automakers emergency loans. In addition, the paper reports that GM is pulling out all the stops to revive the once-mighty corporation:

General Motors Corp. and Chrysler LLC, which have said they can't last the year without federal aid, both hope the White House will now relent and allow the Treasury to provide emergency loans from the $700 billion Wall Street fund, people familiar with the matter said. Mr. Reid also urged that option.

To date, the administration has resisted the idea. But "that may be where they go next," said Sen. John Thune (R., S.D.). There is always a chance Congress will act sooner if one of the companies totters on the brink, although that possibility appears remote...

GM and its dealers are meeting late this week to discuss launching a new advertising campaign to spark sales. GM will also discuss plans for its Saturn division. One option includes putting the division into bankruptcy protection, as it is technically a separate entity.

GM executives are worrying that suppliers could tighten credit terms, and the government could swiftly recall its loans.

The company's 13-member board is subjecting Mr. Wagoner to deepening scrutiny. The board is now meeting three times per week and receiving constant updates on the financial situation.

I did not agree with the bailout of the banks and I do not agree with the bailout of the auto industry. Someone has to let these people know that if you don't have a good business plan and use some common sense you will fail in business.

It is not the governments job to bail these people out like some rich kids parents every time they get into trouble. Sometimes you just have to let them learn on their own. I know that a lot of people have lost a lot a maybe a lot of heads should roll but why should I, Joe tax payer who had nothing to do with this mess, pay for it with my tax dollars.

If the government would have stayed out of it and not made these banks lend money to low income people and had A.C.O.R.N. not sued the banking industry making them give loans to people that could not pay them back, this mess never would have started.

The difference in treatment of these two industries by the government and the unfairness is jarring.

The cause and effect with the Finance industry’s impact on the Automotive industry is clearly established. First the $150 a barrel gas price that was predominantly caused by the market speculators. The car industry did not, nor did anyone else, see it coming. Then the financial collapse punched the automotive industry like a jab and a left hook. First there was no liquidity (and it still remains tight) and then there are fewer people that the banks will qualify. Yet the congress gives $700 Billion under TARP and the Fed give $2 Trillion ($2 Thousand Billion – to keep the units consistent), for which we are not getting any accounting – (See today’s, Dec. 12’s, story http://www.bloomberg.com/apps/news?pid=20601109&sid=aGvwttDayiiM&refer=home ).

There is no evidence of the Automotive industry harming the finance industry in any way. Yet we are busting the balls of the folks in the automotive industry. Where is the folksy wing of the Republican Party when the folks need it? Why not pull a ‘John the auto mechanic’ like we pulled the ‘Joe the plumber’.

I am sure that even God is perturbed by this injustice perpetrated by the current government.

"Subject: Action Alert -- Auto Bailout

"Today at noon, Senators Ensign, Shelby, Coburn and DeMint will hold a press conference in the Senate Radio/TV Gallery. They would appreciate our support through messaging and attending the press conference, if possible. The message they want us to deliver is:

"1. This is the democrats first opportunity to payoff organized labor after the election. This is a precursor to card check and other items. Republicans should stand firm and take their first shot against organized labor, instead of taking their first blow from it.

"2. This rush to judgment is the same thing that happened with the TARP. Members did not have an opportunity to read or digest the legislation and therefore could not understand the consequences of it. We should not rush to pass this because Detroit says the sky is falling.

"The sooner you can have press releases and documents like this in the hands of members and the press, the better. Please contact me if you need additional information. Again, the hardest thing for the democrats to do is get 60 votes. If we can hold the Republicans, we can beat this."

So much for the noble Southern GOP warriors and their 'principled' stand.

In case anyone missed it...

"Republicans should stand firm and TAKE THEIR FIRST SHOT AGAINST ORGANIZED LABOR..."

Posted in TWO Parts (Part 2): Many good comments have been posted, by WHY so little about the Wall Street hedge fund (Cerberus) that bought Chrysler last year for $7.4B in debt?
and this is a REAL PEACH:
"Skeptics question whether a firm that long specialized in the debt of troubled companies brings the right management skills to outfits that make everything from picture frames and car seats... "Acquiring assets in all industries and selecting good managers, without any background at all in running companies, is insanely ambitious,"
(...but the ARE very well-connected):
"On October 19, 2006, John W. Snow, President George W. Bush's second United States Secretary of the Treasury, was named chairman of Cerberus." (Wikipedia)
READ: "The Congressman and The Hedge Fund"
http://www.usatoday.com/news/washington/2006-01-19-cerberus-cover_x.htmm)
So you tell me... WHY is this NOT headline news? :)

Posted in TWO Parts (Part 1): Many good comments have been posted, by WHY so little about the Wall Street hedge fund (Cerberus) that bought Chrysler last year for $7.4B in debt?
WHY is it not headline news that Chrysler, who's employees are being asked to cut their wages and benefits by a significant amount (or face joblessness) is being run by Wall Street billionaire Steve Feinberg, CEO, 48, for years heralded as a "financial genius" (annual compensation $50M+)
(See Bio: http://www.businessweek.com/magazine/content/05_40/b3953114.htm)
WHY is it not headline news that this is the SAME hedge fund, led by this same "genius" that also bought Mervyn's and ran it into bankruptcy? Can you believe the chutzpah of these Wall Street playerz?
SEE Businessweek http://www.businessweek.com/magazine/content/05_40/b3953110.htm53110.htm):
"Feinberg has been equally innovative when it comes to financing. In 1996 he started Cerberus' own finance company, and in 2003 added a bank in Japan, Aozora Bank, making him a sizable lender to his own companies, as well as others. That means he can brandish his checkbook to clinch deals, while even well-heeled rivals often must scramble to line up financing."
"the 12 funds Feinberg runs defy conventional categorization: Each is a heady cocktail of loans, real estate, debt instruments, and other investments. Some allow investors to take money out with just six months' notice..."
WHY is this NOT headline news? :)

A 750 million dollar financial bail-out and we now find out there is only 15 billion dollars left. No one can tell us where the hundreds of millions of dollars went nor do they even attempt to. That is disgusting enough but to find that out on the wake of the repugs holding steadfast over 15 billion dollars in hopes of saving the auto workers is deplorable. MSNBC revealed a memo tonight which was circulated throughout the senate repugs that this would be their best chance at busting the unions. I want every fool who voted these fools in to hold great shame for having mistaken mindless, bitter children for adults

The Republican Senators, you mean "REACTIONARY, CIVIL WAR, ANTI-AMERICAN SOB's"!!!!

I got laid-off Wednesday, from a non-union job, with no relief or job prospect in sight. And being an independent contractor, in the art conservation field, my future job prospects are ZERO!!! Here, in Detroit, my road towards recovery is bleak; and what type of recovery is possible, with the Neo-Con's obstructing the way.

Oh, I guess a minimum wage service job will come along; but then again, who is going to have money for services? So, while watching the SOUTHERN SENATORS spew their political garbage, about the UAW and car companies, I couldn't help but notice the glee inhabiting their demeanor. Senator Shelby looked like a GOP member at _____ _____!!!

I WAS GETTING SICK JUST WATCHING THEM. A LOUSY 18-BILLION!!! The banks got how much? 700-billion, with no strings attached!!!! WHY? Have they waited this long to stick it to the Northerners.

IS THERE ANY JUSTICE!!!! OR, IS THIS JUST SOUTHERN JUSTICE?!!!

Thanks goes out to the Republicans for this "smooth move" in cheating American workers (once again) with the "big three" auto industry! This must make all of you warm all over. In honor of this historic event, I have ceased ALL Christmas shopping as of 9:00 a.m. PST. for the rest of the season.

We have donated to our city's big charity to purchase a book and a toy for each needy child along with a voucher for food to fill hungry tummies for Christmas. Also, have donated to the tree of sharing for an individual. The needs are so basic, it brings tears to most people! Increasingly, elderly folks ask for a pair of warm slippers, a throw or a flannel shirt.

In additon, since charity begins at home, we have chosen to help our children by paying for partial portions of rent, utilities

OOPS! AND, car insurance. This enables them to have peace of mind, a roof over their heads and a warm home into January. What good do imported gifts from China under the tree make, when they fear the economy, their jobs and the ability to pay for a place to live?? Our kids are happy with the idea.

Not a gift under our tree for each other, and hope to keep that way this year. No little ones yet, so it makes it easy (at least this Christmas), allowing us to give to a bit more to others. It will be a basic Christmas, yet a warm one full of family, good friends and good food.

Words can't express my sentiments to Bush and his cronies for cementing this day in my mind for years to come! Those words would be censored at the very least, because my disgust goes without saying!

So, so looking forward to Jan. 20th!!

As Republican "Fiscal Conservatives" say... "Deficits Don't Matter!"

Or, rather, they only matter when you can screw over Americans, and especially union labor. Then, all of a sudden, they start counting pennies.

Or any of the other states with auto plants... or auto parts manufacturing plants... or auto dealerships... or auto parts stores... etc etc etc.

The Goopers know they are toxic, and will likely never win another election again. Their future is likely as a regional extremist party.

To the Goopers, this is just their final kicking of America as they head out the door. If anyone had any lingering doubt as to whether Republicans hate America or not... this should settle it.

The union is about 10 to 15% of costs and they have renegotiated three times in the last six years. Also the union had nothing to do with the design of the cars,$4 gas or the financial meltdown.I am not a union member but on this one I support them.

$14 billion is a drop in the bucket compared to the increase in cost of social programs that allowing the big 3 to collapse. It's likely to put more than 10 million people out of work after all the dust settles when you look down the supply chain.

So please, in keeping with your understanding of the process and your desire to fulfill the GOP American dream, let us all know when you give notice for new menial job. It's patriotic so step up to the plate and do your share.

I am a registered Independant.. someone who was willing to vote for who I thought the best was. But after these past 8 years and seeing how the Rep. blocked by fillibustering many of the things the Congress tried to do (Dem) and Bush vetoeing the rest. I will never vote for a Rep. I have yet to hear any of them take any responsibilty for what has happened to this country. The fact that they believe in deregulation and deunionizing. They cannot admit or see how foolish their ideas have been. As far as not regulating the financial district and Wall Street - how is that different from having a teenager and letting them run wild?? Parents impose rules on their kids for a reason.. just like there should be rules on Wall Street. The idealogs are just plain irresponsible. Maybe just too lazy. I don't know and do not care at this point. Next election I will be a registered Democrat.

I had a good union paying job for 21 years. I did not live fancy. I had a nice average home and car. I had a savings acount, 401 and could pay cash for what I needed. I did not go on vacations or live high on the hog because I was a union worker. BUT my job went to Mexico, and I am now making 1/2 of what I was making before. I now have no savings, can only contribute 1% to my 401 instead of the max and all my gas and food or anything else goes on a credit card. I cannot afford to be in those medical plans where you take it out of your check first (to save taxes). If anymore is taken out of my check I will not be able to pay my bills on time. I am in a catch 22 situation and when I can no longer pay my credit card balances in part..well you know. Everyone should be in a union. They are not perfect and could use tweaking, but when it comes to a fair wage for cost of living... unions are the only way to go.

Republicans just killed the bill that would have provided loans to AMERICAN auto makers because they wanted UAW busting wording in the bill. They appeared on program after program lying about the wages of AMERICAN auto workers claiming they made $70 an hour when the top wage is actually $28 an hour. They use words like "wage parity" and "wage standards," I don't know maybe its me but that sounds like Communism. The Republicans that killed these loans to prevent the failure of AMERICAN Automobile Manufacturers all come from states where billions of tax payer dollars were used to subsidize Japanese, Korean and other FOREIGN car makers so they would build plants there. Republicans are trying to turn AMERICA into Mexico where predatory FOREIGN OWNED big businesses can find cheap labor and lax environmental standards.

Meanwhile did any of these Republicans demand that the salaries of the Insurance Companies and Banking Executives and CEO's be cut to be in line with that of a middle class hourly wage worker (in the name of parity) when they got bailed out? NO. These Republicans aren't just anti union and anti worker; they are anti AMERICAN. They are willing to destroy AMERICAN car manufacturers and simply countenance them as collateral damage in their quest to destroy unions, leaving only FOREIGN owned car makers to exploit hard working AMERICANS.

What's next you traitors; baseball and apple pie?
