WASHINGTON — A high-ranking Interior Department official tainted nearly every decision made on the protection of endangered species over five years, a new inspector general report finds, concluding she exerted improper political interference on many more rulings than previously thought.

Julie MacDonald, a former deputy assistant secretary overseeing the Fish and Wildlife Service, did pervasive harm to the department's morale and integrity and may have risked the well-being of species with her agenda, Interior Inspector General Earl Devaney said in his report out Monday.

The Interior Department last year reversed seven rulings that denied endangered species increased protection, after an investigation found that MacDonald had applied political pressure in those cases. The new report looked at nearly two dozen other endangered species decisions not examined in the earlier report. It found MacDonald directly interfered with at least 13 decisions and indirectly affected at least two more.

MacDonald, a civil engineer with no formal training in natural sciences, resigned in May 2007. Department employees reported that they used her name as a verb _ encountering political interference from senior managers was called "getting MacDonalded."

Devaney said "MacDonald's zeal to advance her agenda has caused considerable harm to the integrity of the ESA program and to the morale and reputation" of the Fish and Wildlife Service, as well as potential harm to animals under the Endangered Species Act.

"Her heavy-handedness has cast doubt on nearly every ESA decision issued during her tenure," from 2002 until 2007, the report said. MacDonald was deputy assistant secretary from 2004 to 2007 and a senior adviser in the department for two years before that.

MacDonald did not return telephone messages left for her in Washington and California on Monday. In a letter to Devaney refusing to be interviewed for his second report, she said that he showed "breathtaking arrogance" in conducting his previous investigation.

She resigned weeks after the report by Devaney last year found that she broke federal rules and should face punishment for leaking information about endangered species to private groups. That report also said MacDonald censored science and mistreated staff.

The new investigation reaffirmed those findings and said MacDonald's influence was even more far-reaching. It also faulted her boss, former Assistant Secretary Craig Manson, as well as several other high-ranking Interior officials, including Randal Bowman, a special assistant to Manson, and Thomas Graf, a department lawyer.

Manson, who left office in 2005, told The Associated Press in the spring that he took an active role in the endangered species program and his actions were "perfectly proper."

Sen. Ron Wyden, D-Ore., who requested the investigation, said Devaney "makes it crystal clear how one person's contempt for the public trust can infect an entire agency."

Rep. Nick Rahall, D-W.Va., said the findings "paint a picture of something akin to a secret society residing within the Interior Department that was colluding to undermine the protection of endangered wildlife and covering for one another's misdeeds."

Interior Department spokesman Shane Wolfe said officials had just received the 147-page report late Monday and were reviewing it.

Meanwhile, Ole MacDonald should be fined and imprisoned for not properly executing her duties and responsibilities.

what part of the Constitution gives Congress the authority to list animals as endangered and mandate protection for them at all? If I buy some land the animals come with it and become my property. If I want to remove them why can't I? Either I own my land or I don't.

It is called public trust. It has nothing to do with the constitution, nor should it. We have local, state and federal laws that are in place solely to prevent the public from being harmed by thoughtless or criminal people. One set of laws was created to provide reasonable protections to endangered animals. This was not frivolous nor done to create problems for you. It was done because there is scientific evidence that a stable, intact ecosystem, local and worldwide, is a good thing for all of us.

this is an issue that should be left to the individual states and is not a Federal matter and the Constitution does not give Congress the authority to create thie dept.

I believe that people should be free to take whatever action they wish so long as their action does not harm another person or their property. If someone can store toxic waste on their land and not have it spill onto yours and not poison the water flowing off their property then they should be permitted to do and in fact they are (this waste is currently being stored)

The best protection that can be given to animals would be to remove them from public ownership and permit people to own these animals and harvest them as they see fit. So long as no one owns an endangered animal, let's take elephants for example, then no one has a reason as compelling as their pocketbook. For instance if elephants were privatly owned and could be harvested for their meat and ivory then there would be elephant farms and farmers would seek to increase their herd. So long as this is not permitted there are no farmers for elephants and the wild elephants are at the mercy of poachers that have the incentive to harvest every elephant now because if they don't another poacher will.

Your position is poorly thought out. If you buy land, you buy property rights in that land--but it does not become sovereign territory. You can't break local or federal laws there, nor can you do things that would be deemed harmful to surrounding property.

The idea that land ownership would give you the right to treat the animals on that property in any way you desire would be an interesting discussion between you and Michael Vick. Do say hello for us all . . .

Environmentalist's concern about the earth is hardly frivolous, but perhaps you haven't read or listened or kept up with science.

Try this on: progressive environmentalism believes that we don't OWN our land so much as believe that we are trustees who are lucky enough to live on a particular spot at this moment. One day you'll be gone but what you have done to your land will live on... good, bad or indifferent.

How is it possible that conservatives have become so DAMNED SELFISH that all they care about it their own knee-jerk needs in this minute... what they think they are entitled to and morality and ethics be damned?
