George W. Bush is on pace to impose more last-minute changes to federal rules than any president in history. Many consider Bush's "midnight regulations" to be a parting gift to big industry and against the greater public interest. Discussions are already underway to see if the next Congress can undo what the Bush White House has done.

Ideally, America would celebrate Obama's inauguration by having him sign a freshly-enacted "Omnibus Roll-back bill" passed by a newly Democratic-reinforced Congress.

Powerful symbolism alloyed to a clean-sweeping New Year resolution -- allowing a new Congress to work on America's real, pressing problems (you know ... what Pelosi PROMISED, in exchange for giving W a get-out-of-impeachment card).
