ST. PAUL, Minn. — A Minnesota board on Monday certified results showing Democrat Al Franken winning the state's U.S. Senate recount over Republican Norm Coleman, whose lawyer promised a legal challenge that probably will keep the race in limbo for months.

The Canvassing Board's declaration started a seven-day clock for Coleman, the incumbent, to file a lawsuit protesting the result. His attorney Tony Trimble said the challenge will be filed within 24 hours. The challenge will keep Franken from getting the election certificate he needs to take the seat in Washington.

"This process isn't at an end," Trimble said. "It is now just at the beginning."

Franken, a former "Saturday Night Live" personality, ended the recount up by 225 votes, an astonishingly thin margin in a race where more than 2.9 million votes were cast.

"After 62 days of careful and painstaking hand-inspection of nearly 3 million ballots, after hours and hours of hard work by election officials and volunteers around the state, I am proud to stand before you as the next senator from Minnesota," Franken said Monday in brief remarks to reporters outside his downtown Minneapolis condominium.

Coleman's campaign said he would make an appearance Tuesday in Minnesota. He was in Washington on Monday.

The recount reversed the unofficial Election Day results, which showed Coleman with a 215-vote lead.

Franken made up the deficit over seven tortuous weeks of ballot-sifting in part by prevailing on challenges that both campaigns brought to thousands of ballots. He also did better than Coleman when election officials opened and counted more than 900 absentee ballots that had erroneously been disqualified on Election Day.

Coleman's lawyers have argued that some ballots were mishandled and others were wrongly excluded from the recount, giving Franken an unfair advantage. The final blow came earlier Monday, when the Minnesota Supreme Court denied Coleman's petition to add hundreds more disqualified absentee ballots from Republican-leaning areas to the count.

Secretary of State Mark Ritchie was careful to note Monday that the board was simply signing off on the numbers found by the recount: Franken, with 1,212,431 votes, and Coleman, with 1,212,206 votes.

"We're not doing anything today that declares winners or losers or anything to that effect," Ritchie said.

All five members of the canvassing board _ Ritchie, plus two state Supreme Court justices and two Ramsey County judges _ voted to accept the recount results.

A lawsuit would extend the fight over the seat for months. Any court case would open doors closed to the campaigns during the administrative recount. They would be able to access voter rolls, inspect machines and get testimony from election workers.

The case would fall to a three-judge panel picked by Chief Justice Eric Magnuson of the Supreme Court. Magnuson served on the Canvassing Board, but declined to say Monday if he would remove himself from the selection process as a result. Magnuson was an appointee of Republican Gov. Tim Pawlenty.

The campaigns continued the political maneuvering that has marked the nearly two months of the recount.

Marc Elias, Franken's lead recount attorney, referred to his client as "Senator-elect Franken."

"Former Senator Coleman has to make a decision," Elias said. "And it is a profound decision, one that he has to look into his heart to make: Whether or not he wants to be the roadblock to the state moving forward and play the role of a spoiler or sore loser or whether he wants to accept what was a very close election."

"The race in Minnesota is over," said Senate Majority Leader Harry Reid, D-Nev. He called the Republican efforts to continue challenging Franken's election "only a little finger pointing."

A spokesman for Reid said there would be no effort to seat Franken when Congress convenes Tuesday.

Trimble, meanwhile, said that irregularities in the recount mean there "can be no confidence" in the results. And he said Coleman didn't want any delay in filing a challenge.

Minnesota law doesn't allow the issuance of a final election certificate until legal challenges are settled, meaning the state will be represented only by Sen. Amy Klobuchar, a Democrat, when Congress convenes on Tuesday. Coleman's term expired Saturday.

How is this election in any way, shape, or form legal? I mean for crying out loud more votes ended up counting than actual voters who signed in to vote on Election Day! The only logical way to solve this mess is to have a redo.

"We believe that duplicate ballots should be counted if no corresponding original can be found, as this was a ballot cast on election night. A challenge to a duplicate ballot for which no original can be found is a frivolous challenge, because it does not relate to voter intent. Any challenge to a duplicate ballot should be made within an election contest and is not within the limited jurisdiction of an administrative recount. We will request the Minnesota State Canvassing Board to reject any challenges to duplicate ballots as groundless and frivolous (if the same are brought to the Canvassing Board)."

Actually, snakes only "smell" with forked tongues. They can't speak with them, but I have no doubt that most snakes would be a lot more honest and polite than these folks, and would never have come up with the idea of tweaking electronic voting machines, as was done (And documented) in 2000 and 2004.

Yup Colman is a snake and quite the hypocrite.
Coleman spent months already in court challenging every attempt at the recount ordered under Minnesota law.
He stood for not counting votes.

Seems that is the usual GOP stand these days.
Times have changed.

Face, it people want to see votes COUNTED.
Coleman needs a swift retirement.
Frankly its time the GOP learned something from the past election and the recent inauguration. The crowds have spoken. They wanted an end to that which the GOP insisted upon when they had the US Supreme Court largely GOP appointments to STOP Florida from counting votes and simply installed a Bush in office. Look at the damage they have done. People want a change from that mentality.
If the GOP keeps this up, obstruction, failure to count votes, exclude voters, failure to learn and listen they deserve to be an inconsequential party and will be.

When will they ever learn?

I am EXTREMELY pleased Al won. The dems have shown absolutely no backbone (Reid, Gore) and no integrity ( Reid, Pelosi ) from 2000 thru today.

Despite all the lawsuits coming, it's still great news. Franken is a no holds barred progressive who wears his heart on his shirtsleeve. Anyone who listened to his humorous but highly informative show on Air America will agree he will be a fabulous addition to the senate in the tradition of Paul Wellstone. I also know he would greatly appreciate this funny tribute to Obama!

You are right, this election was nothing like Florida in 2000. In 2000, all the votes weren't counted. In 2009 Minnesota, all the regular votes were counted... many of them twice. That's why 25 precincts are reporting more votes than voters.

State Supreme Court Justice G. Barry Anderson, has acknowledged that "very likely there was a double counting."

Give us a link showing ONE precinct where there were more votes than voters. Coleman made that argument to the MN state supreme court and when he could find no evidence to back up the claim they threw it out.

I'm tired of people misrepresenting my state and this situation. Our election system is one of the best in the country. We worked at changing legislation to make it better. And it is.

Our SOS Mark Ritchie is a great guy and he has been running this in a totally nonpartisan manner, by the books.

I am proud of my state, proud of Franken and proud of Mark Ritchie.

The rest of you naysayers who know NOTHING about this situation can go to H*LL.

You clearly don't know what the lawsuits are about. This is part of a nationwide Federal investigation into FRAUD committed by "financial advisers" to the state and local governments in regard to municipal bond derivatives.
