WASHINGTON, Jan 5 (IPS) - Until mid-2007, there was a serious political obstacle to a massive conventional war by Israel against Hamas in Gaza: the fact that Hamas had won free and fair elections for the Palestinian parliament and was still the leading faction in a fully legitimate government.

But the George W. Bush administration helped Israel eliminate that obstacle by deliberately provoking Hamas to seize power in Gaza. That plan was aimed at getting Palestinian President Mahmoud Abbas to dissolve the democratically elected Hamas government -- something Bush had tried unsuccessfully to do for many months.

Hamas won 56 percent of the seats in the Palestinian parliament in the January 2006 elections, and the following month, the Palestinian Legislative Council voted for a new government under Hamas Prime Minister Ismail Haniyeh. The Bush administration immediately began to use its control over the "Quartet" (the U.S., European Union, United Nations and Russia), to try to reverse the results of the election.

The Quartet responded to the Hamas victory by demanding that Hamas renounce all armed resistance to Israel and even "disarm" before a political solution was reached. That was in effect a demand that Israel be allowed to use its military and economic controls over the West Bank and Gaza to impose its own unilateral solution on the Palestinians.

Meanwhile, the Bush administration and the Europeans cut off all financing for the Palestinian government, while Israel refused to hand over to the Palestinian authorities the VAT and customs duties it collected on behalf of the Palestinians under the Paris Protocol signed with the PLO as part of the Oslo Accords.

When Abbas continued to resist U.S. demands for an end to the elected government, both Secretary of State Condoleezza Rice and Israeli Foreign Minister Tzipi Livni told him at the United Nations in September 2006 that they would not accept a Palestinian government with Hamas participation.

Then Rice was dispatched to Ramallah in early October 2006 to tighten the screws on the Palestinian president. She demanded a commitment from Abbas to dissolve the Haniyeh government within two weeks, and then accepted his promise to do so within four weeks, according to a later U.S. State Department memorandum published in Vanity Fair magazine.

There was one problem, however, with the U.S. demand: under Article 45 of the Palestinian Authority's "Basic Law", Abbas could fire the prime minister, but he could not appoint a new one who did not represent the majority party in the Palestinian Legislative Council.

Abbas failed to act on the dissolution promise, so the Bush administration gave him a memo demanding that Hamas be given a "clear choice, with a clear deadline" to accept or reject "a new government that meets the Quartet principles". The memo, published in part last January in Vanity Fair, said that if Hamas refused that demand, "you should make clear your intention to declare a state of emergency and form an emergency government explicitly committed to that platform."

It further demanded that Abbas "strengthen his team" by bringing in "credible figures of strong standing in the international community". That was a reference to the long-time director of Fatah's paramilitary forces, Muhammad Dahlan, who had long been regarded as the candidate of the Bush administration and its allies. In April 2003, Yasser Arafat had been under pressure from British Prime Minister Tony Blair and Egyptian President Hosni Mubarak to name Dahlan as head of Palestinian security.

In late 2006, Rice got Egypt, Saudi Arabia and the United Arab Emirates to agree to provide covert military training and money to equip a major increase in Dahlan's militia.

But there was another element of the Bush administration plan. It encouraged Dahlan to carry out attacks against the Hamas security and political infrastructure in Gaza, which were well-known to be far stronger than that of Abbas's Fatah faction. In a later interview with Vanity Fair, Dahlan admitted that he had carried out "very clever warfare" against Hamas in Gaza for many months.

Other sources said that Dahlan's militia was carrying out torture and kidnappings of Hamas security personnel.

Alvaro de Soto, then U.N. Special Coordinator for the Middle East Peace Process, wrote in his confidential End of Mission Report that the U.S. "clearly pushed for a confrontation between Fatah and Hamas..." He recalled that the "U.S. envoy" to a Feb. 2, 2007 meeting of the Quartet in Washington had twice declared, "how much I like this violence", because "it means that other Palestinians are resisting Hamas."

That U.S. envoy was Secretary of State Condoleezza Rice.

The Bush administration seemed to want Hamas to know about its plan to help Fatah use force against the Hamas organisation in Gaza. A Jan. 5, 2007 Reuters story datelined Jerusalem revealed an internal U.S. document showing that the United States had pledged 86 million dollars to "strengthen and reform elements of the Palestinian security sector controlled by the PA presidency" and "dismantle the infrastructure of terrorism and establish law and order in the West Bank and Gaza".

When Abbas negotiated a new agreement with Hamas in Mecca in February 2007 on a Palestinian unity government, the Bush administration responded by drafting a secret "action plan for the Palestinian presidency" which threatened that the "international community" would "no longer deal exclusively with the Presidency" if it did not go along with U.S. demands, and that "[m]any countries in the EU and the G8" would "start looking for more credible interlocutors on the Palestinian side who can deliver on key issues of security and governance".

The plan, dated Mar. 2, 2007, called for Abbas to "start taking necessary action against groups undermining the ceasefire with the goal of ensuring all armed groups within Palestine security institutions in stages (between 2007 and 2008)..." It promised to help Abbas to "impose necessary order on the Palestinian street" through "superiority" of Fatah forces over Hamas, after which there would be new elections in autumn 2007.

Again that U.S. plan was not kept secret but was leaked in April 2007 by the Jordanian newspaper Al-Majd. That could only have happened if Jordanian intelligence services, which cooperative very closely with the United States, made the decision to leak it to the press.

Then, on Jun. 7, 2007 the Israeli daily newspaper Haaretz revealed that Israel had been asked to authorise the shipment of dozens of Egyptian armoured cars and hundreds of rockets and thousands of hand grenades for the Fatah security forces.

The leaked plans for a military buildup were an open invitation to Hamas to take preemptive action. The day after the Haaretz story, Hamas launched a campaign which eliminated the Fatah security presence in Gaza in five days.

The day after the complete defeat of Dahlan's forces in Gaza, Abbas dissolved the Haniyeh unity government and named his own prime minister, in violation of the Palestinian charter.

The rout of Dahlan's forces was a predictable consequence of the Bush administration's policy. As the commander of Fatah's al-Aqsa Martyrs' Brigades, Khalid Jaberi, told Vanity Fair's David Rose, "We can only conclude that having Hamas in control serves [the Bush administration's] overall strategy, because their policy was so crazy otherwise."

But the Bush administration had not only accomplished its goal of eliminating a Hamas-dominated government; it had also set up a new argument that could later be used to justify an all-out Israeli offensive in Gaza: that Hamas had mounted an "illegal coup" in Gaza. That was the term that Rice used on Jan. 2 in justifying the Israeli operations against Gaza.

No wonder he was smirking so much at his Dec 8 news conference (Jon Stewart played it on the Daily Show last night).

You probably don't want to hear about the last days. But according to the book of Daniel, Iran, Russia, and most of the countries in the mid-east will make an assault on Israel. When I looked at the other Huffpo article about 70,000 Iranians signing up to fight Israel, and they're led by a Iranian president who is convinced that HE can help bring in the end of days, it's insane. Then add to that Al Qaeda looking for opportunity here.

If I had my way, Obama and others would walk the streets of Gaza, look at those people, and call them together to LISTEN and find a way to get their economy going. Only a good faith effort to help the Palestineans can make life better for them and stop Al Qaeda and the extremists from Iran coming in and making life even more hellish for those people. Hamas isn't great either--but they're frustrated. It's time to address the roots of the problem.

Otherwise, where the 600 dead are buried, 60,000 more are going to rise up to take their place--

I am fairly informed on Middle East issues despite a biased media but I was not aware of the Bush Repugs involvement in what looks like blackmail towards Abbas. How they have twisted his arm and Hamas fell for it.
The so called Middle-East quartet just like the UN is toothless. Disband the lot of them and regroup with different rules and in a different country. The US has used these disgusting technique in Indonesia, Iraq, DRC, Africa etc. It is nothing new.
If you sent Obama into the streets of Gaza he may reflect and do something different but not the Bush thugs in suits! They are able to shut their minds to the repercussions of their strategies.
The old saying about "divided we rule" still rings very true.

Meanwhile, shares in Halliburton remain a good investment along with the usual suspects of the Military Industrial Complex. Marine Corp Major General Smedley Butler, twice awarded the Medal of Honor, roled over in the grave he was put in before Pearl Harbor to say, 'Really', Still, Some people NEVER learn' after his book 'War is a Racket' was passed over for People magazine.


In War Is A Racket, Butler points to a variety of examples, mostly from World War I, where industrialists whose operations were subsidised by public funding were able to generate substantial profits essentially from mass human suffering.

It contains this key summary:

"War is a racket. It always has been. It is possibly the oldest, easily the most profitable, surely the most vicious. It is the only one international in scope. It is the only one in which the profits are reckoned in dollars and the losses in lives. A racket is best described, I believe, as something that is not what it seems to the majority of the people. Only a small 'inside' group knows what it is about. It is conducted for the benefit of the very few, at the expense of the very many. Out of war a few people make huge fortunes."

If you read the posts at this site regularly, then you'd know that many, many, Americans oppose Bush's policies and actively work to fight against him. Why do you think Obama was able to win this time and not McCain? More and more Americans are seeing through Bush's actions and are horrified.

Many of us never wanted him from the very beginning.

The result of this madness will be part of the eventual destruction of the Israeli state.

It's an amazing achievement, but Israel has managed to store up even more hatred and determination in the region and the world. Think of it: after WWII, the Jews had the sympathy of most of the world. Today, the Israelis have eared the hatred and contempt of billions of people. This just adds to that.

And only the US defends them, because of AIPAC's political and financial intimidation and interference in our policies. That's a very slender thread, getting more frayed all the time.

The spectacle of the IDF, superbly equipped by the Americans, shooting Palestinian "fish in a barrel" totally nullifies any claim they will make that they've erased their Lebanese defeat. The pathetic and mostly ineffective Hamas rockets also make the israeli claim of "self defense" laughable. The servile US press may buy this, but most of the world knows better, and indeed, many of us here know better.

It's an old but true cliche: whom the gods wish to destroy they first make mad.

I'd say that's a "mission accomplished."

I think a large portion of the Israeli populace has been made mentally unstable by governments who are always screaming the a "second Holocaust" is behind every peace initiative that's offered.

And the madness is reenforced when the Palestinians strike back, even with their largely ineffective rockets, which can't even be properly aimed.

Ironically, this "wolf" cry is taking on substance: witness Hizbollah's sophisticated and successful defeat of the IDF in 2006.

The clock is ticking, the Arab population is ballooning and the ultimate end is just over the horizon, unless Israel radically changes course.

To all of the angry posts concerning this horrible situation...........what are you going to do about it? The government does not care what you think (including Obama), the media is useless, I myself, am at a loss as to what to do. All I can think of is the greatest lie told by our government........."they hate us for our freedoms" - no, they hate us for our policies. God help the Palistinians.........

Why? I campaigned for, donated to, and voted for Obama and was flat out in love with the guy. But so far, on this issue, I only expect more of the same. He could take a stand, instead he used the "One President at a time" excuse and made another comment that if someone were to...oh never mind, the HP will cen sor it.

It's all true. The only thing I'd quibble with is that it's pretty much lifted from a Vanity Fair piece called The Gaza Bombshell, April 2008. It's a longer article with more pathetic detail, but definitely worth a read.

Bush et al have been at the service of the Israelis from day one, this is just clearer-than-usual proof. Every move they've made has either directly or indirectly strengthened Israel's position by creating chaos, removing balancing powers, or simply by showing that the US will stand by and let Israel defy the world.

This is another reason Pelosi would back Bush's policies and not bring charges of impeachment on Bush or Cheney...

Feinstein has been a great supporter of Bush's war in Iraq and her husband has not done to bad with his contracts from the war...

This is another reason some democrats supported Independent Lieberman in the Connecticut election against Lamont in 2006...

Pelosi and others did not want a senator which was against the war.... This is another reason the Democrats supported the republican's censor of moveorg.org , because they were getting to outspoken about the illegal and corrupted war in Iraq...
