GENEVA — The international Red Cross accused Israel on Thursday of "unacceptable" delays in letting rescue workers reach three Gaza City homes hit by shelling where they eventually found 15 dead and 18 wounded, including young children too weak to stand.

The Geneva-based International Committee of the Red Cross, or ICRC, said the Israeli army refused rescuers permission to reach the site in the Zeitoun neighborhood for four days. Ambulances could not get to the neighborhood because the Israeli army had erected large earthen barriers that blocked access.

Israel said the delay was caused by fighting in the area and accused Hamas of using Palestinian civilians as human shields. Since Wednesday, Israel has observed a daily three-hour halt in operations to allow humanitarian evacuations and aid deliveries throughout Gaza.

The ICRC normally conducts confidential negotiations with warring parties, and its accusation against Israel was a rare public criticism of one party in a conflict over a specific incident.

Eventually, rescuers from the international Red Cross and Palestine Red Crescent received permission to go into the shelled houses during the halt in fighting Wednesday, four days after the buildings were hit by Israeli shells.

"This is a shocking incident," Pierre Wettach, head of the ICRC for the region, said.

The rescue team "found four small children next to their dead mothers in one of the houses. They were too weak to stand up on their own. One man was also found alive, too weak to stand up," the statement said. "In all, there were at least 12 corpses lying on mattresses" in one of the houses, it added.

The organization said the children and the wounded had to be transported by donkey cart to ambulances.

"The Israeli military must have been aware of the situation but did not assist the wounded," the international Red Cross said. "Neither did they make it possible for us or the Palestine Red Crescent to assist the wounded."

The ICRC said it believes "in this instance, the Israeli military failed to meet its obligation under international humanitarian law to care for and evacuate the wounded."

"It considers the delay in allowing rescue services access unacceptable," the Red Cross statement said.

The organization alleged Israel also refused requests to go to other destroyed houses in the same neighborhood of Gaza City, where the ICRC had reports of more wounded people.

Red Cross medics in Gaza could not be reached for comment on the condition of the children rescued from Zeitoun. ICRC spokeswoman Dorothea Krimitsas in Geneva said the children were evacuated during Wednesday's three-hour cease-fire. The Palestine Red Crescent said the children are in the Shifa and al-Quds hospitals in Gaza City.

The Associated Press was not able to visit the hospitals because of the dangers of moving around Gaza, and it has been difficult to obtain information from the hospitals about the children because staff are overwhelmed with casualties and unable to talk with reporters.

Red Cross spokesman Iyad Nasr said emergency crews evacuated 105 more injured people from Zeitoun on Thursday and were struggling to find shelter for them. Also Thursday, a Palestinian health official said the bodies of 35 people have been found in the rubble of bombed out buildings in Gaza City during a three-hour pause in fighting, many of them in the Zeitoun neighborhood.

The Israeli military did not comment on the specifics of the Red Cross allegations, but said it is closely cooperating with international aid organizations during the Gaza fighting to assist civilians caught in the crossfire.

"The Israel Defense Forces are engaged in a battle with the Hamas terrorist organization that has deliberately used Palestinian civilians as human shields," a military statement said. "The IDF in no way intentionally targets civilians and has demonstrated its willingness to abort operations to save civilian lives and to risk injury in order to assist innocent civilians."

Israel said it would investigate any formal complaint against the army's conduct within the constraints of the current military operation.

Israel's ambassador in Geneva, Aharon Leshno-Yaar, denied his country was failing in its humanitarian obligations.

"Once the military activity was over, then it was possible for humanitarian teams to evacuate the wounded," he told The Associated Press.

Leshno-Yaar said Israel respects international humanitarian law and is working with aid groups to allow the wounded to be removed and in some cases transferred to hospitals in Israel.

But aid groups say safe passage around Gaza remains a problem.

On Thursday, the United Nations said it was halting all aid deliveries inside Gaza after gunfire from an Israeli tank killed an aid truck driver.

The international Red Cross said it would temporarily stop sending convoys outside of Gaza City after one of its vehicles came under fire from an Israeli position at the Netzarim crossing during the three-hour halt in fighting Thursday. One driver was lightly injured.

ICRC spokeswoman Dorothea Krimitsas said the convoy, which was escorting ambulances to the south of Gaza, was forced to abort its mission.

The World Health Organization said 21 Palestinian medical workers have been killed and 30 injured since Israel launched its offensive on Dec. 27.

What is occurring is nothing short of a war crime, yet the Israeli public relations machine is in full swing, churning out lies by the minute.

Once and for all it is time to expose the myths that they have created:

- Israel claimed to have ended the occupation of the Gaza Strip in 2005. While Israel has indeed abandoned its settlements in the tiny coastal Strip, it has in no way ended the occupation. It remained in control of Gaza's borders, airspace and waterways, and has carried out frequent raids and targeted assassinations since its "disengagement".

Furthermore, since 2006 Israel has imposed a comprehensive siege on the Strip.

So what point are you attempting to make? Are you suggesting the killing of women and children is just fine in this case because according to a report in an Israeli paper they wanted to die. That's a very interesting and highly unusual moral stance. Do you think it's unusual for children to want to be with their parents?

That is genuinely sick. I think at some point, you need to look at how much you need to twist logic to justify the death of innocents and ask yourself why you would choose to do that. Your comment also has absolutely no bearing on the content of the article you chose to post the comment on.

He also encouraged Hamas to take over Judea and Samaria and carry out suicide attacks targeting Jews.

Well, I have some news for Israel, not all collateral damage is women and children hit by Israel's smart, Hamas seeking bombs. I am colloratal damage. I can no longer support Israel. I have called, and will continue to call my congressmen to oppose further support of Israel. Therefore, Israel has lost one supporter, me. And I bet I am not the only one.

You are not alone; FairTalk. Today I talked to a small group of Christian leaders about the situation in Gaza and America's blind support and military and economic assistance to Israel.

Many Christians believe that the people living in Israel are God's chosen people and that they are entitled to the land. Today, I talked to them about Israel's military occupation of the West Bank and its imprisonment of the people of Gaza.

I told them how the cease fire was broken and by whom and why. How the current crisis in Gaza is related to increases in antisemitism around the world was also discussed. We talked about calls by the people of Jordan, Turkey and other Arab nations for severance of relationships with Israel. We talked about how America's blind, unconditional support for Israel is having a negative impact on our image, reputation, influence and relationships abroad.

I also told them about calls by religious leaders in Iraq and Afghanistan for attacks on American soldiers stationed in those countries.

My colleagues listened attentively and many were concerned and dismayed. They asked me for more information and for resources. My goal is to promote a paradigm shift regarding America's political and military support for Israel.

I believe that as more people make others aware of Israel's inhumane treatment and ethnic cleansing of Palestinians, we can, collectively bring about a change in the way our political leaders deal with the Middle East in general and Israel in particular.

I guess I don't understand the meaning of war anymore. I thought the idea was to KILL PEOPLE. Israel is a country surrounded by enemies. What did hamas think was going to happen when it started lobbing rockets into Israel?!! It's like trying to poke a lion in the eye with a stick, someone is going to get hurt.
There isn't a country in the world that would allow Hamas to fire rockets into their country and "turn the other cheek". I think Hamas provoked Israel and now they get to pay the piper. As for the civilians who get killed in the war, they are not innocent because they allowed (elected) Hamas to represent them. Had the Palestinians' stood up and said "WE ARE NOT HAMAS" that would be one thing, but they have not. Instead they can pay for hamas' sins with their civilian blood.

Killing Gazans will simply fuel their anger at Israel.

So if you lost a family member in the "war" and Hamas knocks on your door and asks if you will let them fire a rocket from your rooftop, you say yes.

That is why Israel's 20th century military doctrine is obsolete in the 21st century. Every time they make war on civilians they increase the risk of terror used against them and lose further support of their allies.

Hamas knows this and provokes Israel into military action that creates the conditions for political success for Hamas.

Someday Israel will scrap their military-industrial complex and try something that actually brings security to their neighbors and themselves. As it is, the Israeli military response is sufficient only to insure... another military response will be required in the future. Classic military-industrial complex behavior.

Check your facts. This and previous military assaults on Palestinians was not provoked by Hamas. Israel broke the faux -cease fire on November 4 when they killed 6 Palestinians during an incursion into Gaza.

On previous occasions, especially when circumstances were ripe for peace accords and 2 state agreements, Israel provoked Palestinian leaders into battles and then used its considerable influence with the US to push the meme that it was the victim and that its actions were in self-defense.

Get your facts right. You are parroting the incorrect narrative forwarded by Israel. The rocket attacks followed an israeli raid that broke the 6-month cease fire. There was already a blockade on Gaza denying the inhabitants electricity and medical equipment. Also, our media has ignored the moves Israel had made prior to the invasion including spending the past few years evacuating their settlements in Gaza so that air strikes that we are seeing today would not harm any Israelis. More recently, Israel hired a British PR firm, Acanchi, in October 2008 to assist in giving us the news that we are receiving today. It's easy to be told what to believe. If we learned nothing else from the war in Iraq, it should be that the story we are told by our corporate media must be taken with a grain of salt and it is incumbent upon us to be more active in determining the veracity of the daily "news".

read up about the history of the conflict before you make a judgement, 75% of the population in gaza are refugees ever since the creation of isreal in 1948, these people lost their homeland so jews can have a state , and ever since they made life for the palestinians hell. palestinians are occupied by isreal and deserve to defend themselves. but the issue here are the lies that isreal tries to convience the world that they are not attacking civilians, but their lies are uncovering little by little. 15 millions dollars a day is given to isreal by our country, this should stop, because we need this money for our country not for the destruction of humanity.

I suppose being uprooted from your homeland, having your livelihood controlled by your "neighbor", having no real rights, living in an apartheid like state is not going to allow one to "turn the other cheek" either. But hey, they're just Palestinians, just Arabs. They're not human beings on the same level as you and I.

Do read up on some of the history and complexity of the region. Summing up this conflict in this simpleminded manner does you, and Israel a great disservice. Don't be like Bush, allow for some real thought instead of "cowboy" analysis/c­onclusion.

You have hit the nail right on the head. They elected terrorists to run their government and are now reaping exactly what they have sowed. Israel, unlike Hamas, is not targeting civilians. Hamas broke the truce, not Israel. Israel has every right to protect themselves and their families. If some civilians die, their deaths lay at the feet of Hamas. Israel gave the palestinians Gaza in the famous land for peace deal. How is that working out anyway?
