Senate Confirms 6 Obama Cabinet Picks, Clinton Not Included

WASHINGTON — The Senate swiftly approved six members of President Barack Obama's Cabinet on Tuesday, but put off for a day the vote on his choice of Hillary Rodham Clinton to be secretary of state.

The Senate confirmed all six with a single voice vote a little more than three hours after Obama took the oath of office to become the 44th president.

But Democratic hopes to add Clinton to that list were sidetracked when one senator, Republican John Cornyn of Texas, objected to the unanimous vote.

Cornyn said he still had concerns about foreign donations to the foundation headed by Clinton's husband, former President Bill Clinton.

Those confirmed were Steven Chu to be energy secretary, Arne Duncan at education, Janet Napolitano for homeland security, Eric Shinseki to head veterans affairs, Ken Salazar for interior and Tom Vilsack to lead the department of agriculture.

The Senate also approved Peter Orszag, recently the director of the Congressional Budget Office, to head the White House's Office of Management and Budget.

Obama signed nominating papers for his Cabinet choices about an hour after he took the oath.

Senate leaders agreed to have a roll call vote on Clinton on Wednesday after three hours of debate. Jim Manley, spokesman for Senate Majority Leader Harry Reid, predicted that "she will receive overwhelming bipartisan support at that time."

The Wednesday vote became necessary when Cornyn objected to the voice vote. In the Senate, a single senator can block measures from being approved by voice.

He said he wanted "a full and open debate and an up-or-down vote on Sen. Clinton's nomination." He said important questions remain unanswered concerning the foundation headed by former President Bill Clinton "and its acceptance of donations from foreign entities. Transparency transcends partisan politics and the American people deserve to know more."

Cornyn's spokesman Kevin McLaughlin said the senator is not trying to block her confirmation, but is seeking more debate about the donations.

Several Republicans raised questions at Clinton's confirmation hearing about possible conflicts of interest from Bill Clinton's fundraising work and his acceptance of large donations from foreign countries and companies.

Sen. Richard Lugar of Indiana, top Republican on the Foreign Relations Committee, urged Clinton to improve transparency in her husband's fundraising. He said the former president's foundation should stop taking foreign contributions while Clinton serves as secretary of state. McLaughlin said Cornyn has asked Clinton to take similar steps.

In her testimony, Clinton said the foundation would provide a clearer picture of its annual donations.

Pending Clinton's confirmation, the State Department's third-ranking official, Under Secretary of State for Political Affairs William Burns, will serve as acting secretary of state and be in charge of executing Obama's foreign policy. Clinton has asked Burns, a career diplomat, to stay in his current job.

Also left unconfirmed were several other top members of Obama's cabinet. Timothy Geithner, the nominee to head the treasury department, faces the Finance Committee Wednesday, where he will have to explain his initial failure to pay payroll taxes he owed while working for the International Monetary Fund.

The Judiciary Committee is expected to vote as early as Wednesday on Eric Holder to be attorney general. Also still in the confirmation process is former Senate Democratic leader Tom Daschle, Obama's pick to head health and human services and spearhead his efforts to reform health care.

Robert Gates, who has served as defense secretary under President George W. Bush, will continue in that position in the Obama administration.

The Senate traditionally moves quickly to affirm the new president's Cabinet.

Eight years ago the Senate approved seven members of President George W. Bush's Cabinet, including Colin Powell to be secretary of state.

On Bill Clinton's first day in office in 1993, the Senate gave the go-ahead for the secretaries of state, defense and treasury. They next day it approved eight more Cabinet officers.

Of the new Cabinet secretaries, Chu is a Nobel Prize-winning physicist who has promoted alternative energy and warned of global warning as director of the Lawrence Berkeley National Laboratory in California.

Vilsack moves to agriculture after serving as governor of Iowa, one of the nation's leading farm states, while Napolitano is a two-term governor of Arizona, where such homeland security issues as illegal immigration and secure drivers' licenses have been prominent issues.

Salazar has served four years as senator from Colorado, where he took pro-environmental positions on such issues as drilling for oil in the Alaska National Wildlife Refuge.

Shinseki, as former Army chief of staff, gained national attention in 2003 when he told Congress, prior to the invasion of Iraq, that it would take several hundred thousand U.S. troops to control the country afterward. That differed with the opinions of some Bush administration Pentagon leaders, and he retired soon after.

Duncan has been superintendent of public schools in Obama's hometown of Chicago since 2001.

Cornyn can stall all he wants but there is enough support to vote her in. He is just one of those Texas Republicans that we need to get rid of over here. He is ambitious and full of himself, yes, another one of those. Some are really making names for themselves in their aftermath and we should remember them: Cornyn and Eric Cantor, both full of personal ambition, hustling to make a name for themselves by stirring things up and being oppositional, no matter what.

Too bad Mr. Cornyn had to indulge in those sour grapes. We American people are not amused at his delay. You are on track to be the best Sec of State this country has ever had, and I was really impressed w/ Madame Albright, but you are poised to be a "great".

CIinton got millions from his association with Ron Burkle (supermarket magnate) in an investment group called Yucaipa. Most of that money likely came from a partnership managing private investments of the emir, one of the world's wealthiest men.

During Hillary's presidential campaign, Bill claimed that he was moving to terminate his relationship with Burkle and the emir — but he dragged his feet and as far as anyone knows, it never happened. This is personal income to the CIintons.

And who can forget Marc and Denise Rich, the pardon that Ob@ma's Atty Genl pick, Eric Holder, has been forced to squir over?

These are significant conflicts of interest.

Then there is Robert Congel, an upstate New York developer who gifted BiII CIinton's 'foundation' (wink,wink) with $100,000.

A few weeks later, Hillary later helped Conger secure millions of dollars of government assistance for a shopping mall.

Forget that it came from Cornyn. He just seized on an opportunity left there by Democrats not doing their jobs of oversight again. These are serious conflicts of interest that we the people shouldn't be at odds with each other about. We should be all over Democrats for not doing what Cornyn did. If we are at odds, I don't see much hope for going forward and fixing the mess we've been left.

It appears that Cornyn is a late-comer to the issue of potential spousal conflicts of interest. After all, he supported John McCain since February 2008. He never called for Cindy to fully disclose HER business interests and investments.

If he is truly concerned about this perhaps he should draft a law that requires all spouses of government workers to divest themselves of any foreign assets, and if they run or participate as a Director of a non-profit, that no foreign funds should support those either. After all, what's good for members of the Cabinet should hold for Congress..­.and any other government worker. In fact, it should apply to anyone that runs for Federal office.

Lets see how many votes he gets on that.

John Cornyn is an uber right-wing Repub. In 2006, the National Journal rated him as the 4th most conservative U.S. Senator. His record: scored 0% on the League of Conservation Voters' environmental scorecard, 0% by NARAL Pro-Choice America and against removing troops from Iraq by 7/2007 than again by 3/2008. He has also voted against the following: implementing the recommendations of the 9/11 Commission Report, restricting business with ties to terrorism, preserving habeas corpus for Guantanamo detainees and the Post-9/11 GI Bill. He is a cosponsor of the Fair Tax Act of 2007, i.e.. to eliminate income tax and institute a national sales tax. In 2008, he received $10K from Exolon Corp. which is seeking approval to build a nuke power plant south of Victoria, Tx. MSN Money has described him as one of Big Oil's top 10 favorite members of Congress.

No surprise that he chose to force a roll call vote on Hillary's confirmation, thus blocking her confirmation on the of Obama's inauguration.

Some folks in my circle might consider him to be a shtunk or even worse, a real putz (at least in this situation).

is it possible this was a deal set up weeks ago between Cornyn and Emanuel? If HRC has resigned from the Senate and Cornyn stalled this today in order to let Emanuel introduce Bubba to ObamaGirl and toss him the keys to the oval office "for old times sake" - well you add in PerezHilton and freshly cleaned rug with that seal that Bill loves so much . . . .

Bingo, Hillary cannot be confirmed because this would add another cloud to the process and she can't go back because they already sold her seat to Caroline (why do you think Uncle Ted went to the hospital? they slipped him the bill for the seat at lunch).

No Obama the brilliant one is sitting pretty, HRC gone for good, Caroline chomping to vote yes yes yes, and he finally has ObamaGirl off his back because she will be so busy filming with Bill Clinton.

I saw Senator Cornyn at the capital and I thought he's the one who wants to hold up the ocnfirmation of Mrs. Clinton. I was looking for his horns but I guess they were covered by his hair.
