Obama Hosts Labor Leaders; Will Undo Bush Orders

WASHINGTON — President Barack Obama signed a series of executive orders Friday that he said should "level the playing field" for labor unions in their struggles with management. Obama also used the occasion at the White House to announce formally a new White House task force on the problems of middle-class Americans. He named Vice President Joe Biden as its chairman.

Union officials say the new orders by Obama will undo Bush administration policies that favored employers over workers. The orders will:

_Require federal contractors to offer jobs to current workers when contracts change.

_Reverse a Bush administration order requiring federal contractors to post notice that workers can limit financial support of unions serving as their exclusive bargaining representatives.

_Prevent federal contractors from being reimbursed for expenses meant to influence workers deciding whether to form a union and engage in collective bargaining.

"We need to level the playing field for workers and the unions that represent their interests," Obama said during a signing ceremony in the East Room of the White House.

"I do not view the labor movement as part of the problem. To me, it's part of the solution," he said. "You cannot have a strong middle class without a strong labor movement."

Signing the executive orders was Obama's second overture to organized labor in as many days. On Thursday, he signed the first bill of his presidency, giving workers more time to sue for wage discrimination.

"It's a new day for workers," said James Hoffa, president of the International Brotherhood of Teamsters, who attended the ceremony with other union leaders. "We finally have a White House that is dedicated to working with us to rebuild our middle class. Hope for the American Dream is being restored."

Of the White House Task Force on Middle Class Working Families, Obama said, "We're not forgetting the poor. They are going to be front and center, because they, too, share our American Dream."

He said his administration wants to make sure low-income people "get a piece" of the American pie "if they're willing to work for it."

"With this task force, we have a single, highly visible group with one single goal: to raise the living standards of the people who are the backbone of this country," Biden said.

Obama set several goals for the task force, including expanding opportunities for education and training; improving the work-family balance; restoring labor standards, including workplace safety; and protecting retirement security.

The president and vice president said the task force will include the secretaries of commerce, education, labor, and health and human services because those Cabinet departments have the most influence on the well-being of the middle class. It also will include White House advisers on the economy, the budget and domestic policy.

Biden pledged that the task force will conduct its business in the open, and announced a Web site, astrongmiddleclass.gov, for the public to get information. He also announced that the panel's first meeting will be Feb. 27 in Philadelphia and will focus on environmental or "green jobs."

Relax Mr Wizard. You'll still make a profit - just not as large. You'll have to actually pay the people who work for you a living wage. The big surprise for you will be: employees that feel represented are actually more productive, so you might actually get those profit margins back. They earn, you earn.

We would be naive to NOT to listen to our enemies. Look--you know how they are always accusing us of doing what they are doing? Well, it is time for us to be flat out SMARTER than they are. They are trying to work us by pretending to be willing to be bipartisan, but we all know that the only thing they are is PARTISAN. That is it. That is who they are. Look, the whole Palin thing--PARTISAN. Now we have the Steele thing--PARTISAN. These guys are not fooling anyone. He extended the olive branch, to put himself in this position--the BIGGER MAN. These little Republicans are just that LITTLE!! Little men that are being blown by the wind because they got their arses kicked and they have no idea how to govern without hubris, bravado, and flat out corrupt in your face tactics. The 21st century LEADER is not the 20th century PARTISAN!!

So, now we listened to them and we all realize that their ideas are as bankrupt as our economy. Time to say, buhbyeeee. We have a better plan--a plan that takes into consideration THE AMERICAN PEOPLE. We know how much Republicans hate it when the American tax dollars BENEFIT AMERICANS. That's where I'll place my political bet!!

This is only a small step towards rejuvenating America's work force. President Reagan almost solved this "problem" by starting to get rid of good paying manufacturing jobs.

It's so sad how this country has been weakened by deregulation and unbridled corporate greed.

It was actually Regan and Brian Mulroney, PM of Canada who conceived NAFTA with the full support of the business elites from both countries.­...we Canadians were very much against it, knowing the average workers, esp. in the manufacturing sector would be the loosers. It turned out all Canadians lost because the Canadian negiotiators gave too much power to the USA and sold Canada down the drain. That's why Mulroney is still the most hated PM, many years after the fact. Clinton went along with it when he became President.

We really need to redefine the role of unions in America. Currently unions represent a small minority of the overall workforce, form redundancies with regulatory agencies where they do exist, and drain the unemployment insurance so that those not fortunate enough to be part of this exclusive group end up subsidizing Unions AND more affluent members of the proletariat. If unionization is to grow to such a point that it benefits ALL workers, unions need to become a part of our Nations workplace regulatory framework. This would releive pressure from an overburdened bureaucracy, cut regulatory cost (thus, shrinking gov't), be more responsive to worker issues, and provide a path to near universal union membership. Seems like a win-win-win to me.

I just sent my email to Harry Reid demanding mediate action. Is this not a misappropriations of tax money and congress is responsible for overseeing it in a legal manner. No oversight and funds given to mortgage relief (not) and to keep a bank solvent yet used for bonuses is a misappropriate use of funds. I hope more of the public will also show outrage!! I am a very concerned tax-paying citizen wondering why on earth the Government allowed the previous T.A.R.P funds to be used as personal bonuses, and I ask why you are not demanding this money to be returned back to the treasury. This is a misappropriation of funds and needs immediate attention! These funds were loaned to banks in good faith to be used for home mortgage relief and to prevent the banks from failing. These funds have been used for personal bonuses to employs and CEO's. This is a misappropriation of funds being used illegally. Congress is responsible as per the Constitution of the United States to oversee with accountability and insure good Stewardship in the handling of the U.S. treasury and to promote the economic stability and growth of the United States. To allow these criminal banks and Wall Street employees to hand the tax payer’s monies out as bonuses is criminal! As a citizen I strongly urge you to begin an immediate investigation, and demand the return of these monies for using them inappropriately! I'm not a lawyer but if I were sitting on a Jury, I would certainly find that these funds were fraudulently received and used illegally. Sincerely,

I am not a union member either, but I support unions. I am a rank-and-file worker who needs other protections that former Bush Labor Secretary (Mitchy McConnell's wifey, Elain Chao) weakened; FMLA, wage, and other protections. Elaine Chao gutted more American jobs by expanding H1B visa programs and allowing off shoring at a rate never-before-seen in American history. She did NOTHING for the American worker.

The union I belong to is spending much time and effort with other organized unions at the State Capitol with State Legislation, for fear of our portion of the stimulus being used by the Governors discrepancy to balance his budget! To finance his "pet projects", to support the lobby efforts of those using the "pay to play" tactics. There is much fear that all this transparency may be lost once in the hands of the individual Governors of each State.
It would be wise to get your self familiar with your State websites and your Governors plans and stimulus reports.

I am very much in favor of unions EXCEPT those already covered by civil service protections.
There is not one valid reason a state employee, or any other "civil servant" should have a union. The Civil Service already provides life time secure employment, above average benefits, good hours, and a lot of perqs other Americans do not have. They were not the result of unions....­WE SHOULD REWRITE THE LAWS AND GIVE GOVERNMENT EMPLOYEES THE CHOICE...U­NION OR CIVIL SERVICE PROTECTION­S.....NOT BOTH!
