WASHINGTON — President Barack Obama on Saturday promised to lower mortgage costs, offer job-creating loans for small businesses, get credit flowing and rein in free-spending executives as he readies a new road map for spending billions from the second installment of the financial rescue plan.

The White House is deciding how to structure the remaining half of the $700 billion that Congress approved last year to save financial institutions and lenders. An announcement was possible as early as this coming week on an approach that would use a range of tools to unfreeze credit, helping families and businesses.

At the end of a week that saw hundreds of thousands of people lose their jobs, Obama also used his Saturday radio and Internet address to tell that nation that "no one bill, no matter how comprehensive, can cure what ails our economy."

During the final three months of 2008, the economy recorded its worst downhill slide in a quarter-century, stumbling backward at a 3.8 percent pace, the government reported Friday. It could get worse.

Treasury Secretary Timothy Geithner is trying to finish a plan to overhaul the bailout program begun in the Bush administration. Geithner has said the administration is considering using a government-run "bad bank" to buy up financial institutions' bad assets. But some officials now say that option is gone because of potential costs.

Many ideas under consideration could end up costing hundreds of billions beyond the original price tag. Aides would not rule out the possibility that the administration would seek more than the $350 billion already set aside.

Obama said Geithner soon would announce a new strategy "for reviving our financial system that gets credit flowing to businesses and families. We'll help lower mortgage costs and extend loans to small businesses so they can create jobs. We'll ensure that CEOs are not draining funds that should be advancing our recovery."

He said his administration "will insist on unprecedented transparency, rigorous oversight and clear accountability so taxpayers know how their money is being spent and whether it is achieving results."

Obama's message, largely repackaged from a week of White House statements, was as much for the country as it was for lawmakers: Pass the separate American Recovery and Reinvestment Plan or things are going to get worse.

House Speaker Nancy Pelosi, D-Calif., and Senate Majority Leader Harry Reid, D-Nev., planned to discuss Obama's legislative agenda during a White House visit Monday evening, an administration official said.

"Rarely in history has our country faced economic problems as devastating as this crisis," the president said. "Now is the time for those of us in Washington to live up to our responsibilities."

Obama this past week won passage of a separate $825 billion economic stimulus plan in the House without a single Republican vote. It now heads to the Senate, where Vice President Joe Biden predicts the measure will fare better among GOP lawmakers.

Republicans pledged to work with Obama. But they cautioned against treating government spending like a "trillion-dollar Christmas list" and renewed their opposition to much in the bill.

"A problem that started on Wall Street is reaching deeper and deeper into Main Street. And the president is counting on members of Congress to come together in a spirit of bipartisanship to act," Senate Minority Leader Mitch McConnell, R-Ky., said in the GOP radio address. "Unfortunately, the plan that Democrats in Congress put forward this week falls far short of the president's vision for a bill that creates jobs and puts us on a path to long-term economic health."

Obama has signaled his willingness to compromise. His chief spokesman said the president hoped to "strengthen" the bill as it headed toward a Senate vote in the week ahead.

Republicans said they hope the administration takes into account their wishes.

"Every day brings more news of layoffs, home foreclosures and shuttered businesses," McConnell said. "And across the country, employers are cutting to the bone even at businesses that most Americans never thought were vulnerable."

Republicans, however, kept putting forward their own plans. McConnell promoted a mortgage program for creditworthy borrowers, offering fixed-rate 4 percent loans designed to increase housing demands and lending.

I'm certainly not an economist, but it seems to me so many families are already in debt of some kind (credit cards, mortgage, uncovered health expenses, student loans, etc.) that more credit just digs the hole deeper for people, but no one else seems to feel this way, so....

Republicans think that they are still in charge - and it looks like they still are!

I hope that any revisions to the stimulus bill include deleting the items watered down or dropped to gain support for passage. If the republicans don't want to play ball, take the ball from them and move it back into play.

For Republicans bi-partisanship means that democrats agree with them!

I can certainly see how unbridled capitalism can be forced to give way to socialism. I believe in capitalism and wish everyone could live the American dream through hard work, fair play and cooperation with their neighbors. But I'm not sure we're ever going to see it again. With the government being forced to intervene here, where's the plan to get the government out? Thank you, Wall Street.

I am with you. The gops complain endlessly about Obama bringing socialism to the country. Well, I'd like to know what else we can do at this point. They just want the same old stuff that got us here. I think it is time Obama stopped conpromising since they aren't going to vote for anything short of huge tax breaks for the wealthy.

You may like capitalism, but without government oversight and control of things like healthcare and banking, it will never work on its own. Capitalism is a flawed economic system, not a social system.

Oh yes, some of the ideas sound great, but human nature is such that there is no way to stop the greedy and criminal with just "The Market." The whole thing is a myth, perpetuated for the rich to get richer and the rest of us to be powerless to stop it.

It is based on the flawed idea that growth is the answer to everything, and infinite growth, which really means infinite debt, is the answer to all our ills. This doesn't make any sense and now it has been proven by the recent economic events.

Time to grow up and join the rest of the civilized world.

President Obama MUST make sure that the proper regulations and oversight are spelled out in this legislation. If he doesn't, I will be very disappointed in him. As to executive bonuses, he can't rely on chastising people after the fact and admonishing them to do better in the future. We are talking about over $800 billion dollars here. With this amount of money in play, we cannot depend on people to do the right thing. Temptation is too powerful. He must build in some safeguards.

I do not support one dollar of this package being passed without serious oversight, accounting requirements, performance measures, and accountability being made crystal-clear. No more wondering where the money went! No more worrying about it being misused for things such as executive bonuses!

I would like to see immediate caps on all management pay for companies receiving bailout money. Also immediate punitive (jail time and big fines) for anyone in management who has or will break the rules.
These guys need to be in leg irons and clapped to the stocks.

Our President is trying to fix problems left by a republican white house that catered to big business, big oil, and the rich.... one that also started 2 wars.
Don't be blaming our new president for the shape our country is in - put the blame where it lies....right in the lap of President Bushed. Our country is in debt beyond belief - China and other countries are bankrolling us (and I find that shameful). The united states has become a giant credit card over the past 8 years and now the bill collector is at the front door.
But, the past is the past and it's time to move on and do what needs to be done to get our country back on track.
Stop nitpicking and griping and whining - be of use! Give our President time. He didn't write this new stimulus bill, the democrats did. The senate will refine it and the president will go over it line by line. More changes will be made, then it will be passed. It will be a good bill once finished, and will be a first step in fixing this mess.

Didn't you read the article? He, unlike Bush/Paulson&Co, is putting in strong oversight and regulations, making sure the funds going to these banks flow through to US the way it was supposed to happen.

What would you rather have? Let the banks collapse? What effect would that have nationally? How about globally? Like it or not, we're stuck with these conglomerates. President Obama is trying his best to make lemonade out of the lemons Bush left him and us with.

Just because Bush effed it up doesn't mean President Obama will too. So far, he's doing everything different than Bush, and that should tell your something off-bat.

Don't buy up bad debts-- buy up good debts! Create a national bank and use sound financial practices.

I was in support of creating a fleet of banks owned by the taxpayes and the government that would lend money to consumers to get credit going again and provide some competition for these banks that dont want to lend but just want to get money. But someone told me the constitution forbids doing that. So the next best thing imo is to nationalize the banks.

Pretty naive statements. Banks aren't the same as any other business. For one thing if you let them fail then the Gov't becomes responsible for deposits (FDIC) so you are effectively nationalizing them.

his preference is that all citizens share in and prosper from the great wealth of the United States

he is up against an entrenched economic philosophy that dictates survival of the fitest, dog eat dog,every man for himself. unrestrained elitist greed

he is against an entrenched elitism that says if we cant do it our way,we'll make sure you cant do it yours.
an elitism that says no social security, no affordable housing, no universal health care, no taxes for the elites and if and when we may have to cede political power ,we will bankrupt they country so you can never afford to do that which we dont want you to do. and not only that we will impoverish you further by handing you the debt after we make off with the assets. gains are private losses public

so far the elitists are winning big time.

It's been way more than eight years for legislature and President. Just go for it. This package is way less than the mil itary toys. I have no objection to the long term investments because there is solid reason. Babies are expensive. The woman who just had eight and already a bunch is just like the 2.6 million that each of the execs just received. It only takes an ounce of thinking it through and yet typical name calling is as far as opponents get. I'ts so many many years old.

President Obama was given a mandate to fundamentally change the status quo in America. Remember his words, "Are we a country that values only wealth or do we value the people who created it?" Well after 25 years of trickle down economic policy, wealth has actually trickled up through the good times and the bad. The wealthy elite in America represent 2 per cent of the population but they own more than 40 per cent of the wealth in America. Obama's stimulus package does a lot to rebuild the Old America but how much wealth will it create for the non-elite classes? America and Australia were kick started by land giveaways. The New America should consider giving away free land in the underpopulated centre of America and build new environmentally friendly and self sufficient cities. Obama could challenge the best minds from academia and the social sciences to design these cities. American firms such as Caterpillar and GM could recall workers to build new machinery to build these cities which would create new wealth for a new generation of Americans.

American expects big bold initiatives from this President. A stimulus package that continues to favor the supply side of the supply/demand equation at best will restore a status quo that favors the few and which has been rejected by the many.
