WASHINGTON — Senate passage of an $838 billion stimulus bill triggered an intense round of late-night bargaining on Tuesday, with the White House and key congressional Democrats seeking agreement on a final compromise aimed at combatting the worst economic crisis in decades.

Democratic lawmakers said that in deference to Senate Republican moderates, it appeared the bill that eventually goes to President Barack Obama would be in the range of $800 billion _ less than the Senate measure or a different bill that cleared the House several days ago.

"That's in the ball park," Senate Finance Committee Chairman Max Baucus, D-Mont., said of the $800 billion figure Tuesday night.

Baucus had said earlier that $35.5 billion to provide a $15,000 homebuyer tax credit, approved in the Senate last week, would be cut back. There was also pressure to reduce a Senate-passed tax break for new car buyers, according to Democratic officials, while a $40 billion reduction in aid to states appeared likely to stick.

A provision limiting compensation for top executives of companies receiving federal bailout assistance appeared likely to be dropped altogether because of an unanticipated $11 billion budget cost. The officials who disclosed details of the talks did so on condition of anonymity, saying they were not authorized to discuss them.

The White House weighed in strongly to try to resurrect funding for school construction eliminated during Senate dealmaking last week, a Democratic official said, but seemed resigned to limiting aid to the states for local school budgets to the $39 billion approved by the Senate on Tuesday by a 61-37 vote.

The late-night negotiations reflected an urgency on the part of the White House and the Democratic-controlled Congress to move quickly against a recession that has sent joblessness soaring. The officials added that bargainers hoped for an agreement as early as Wednesday.

Earlier, the Senate sailed to approval of its $838 billion economic stimulus bill with only three Republicans in favor, Sens. Susan Collins and Olympia Snowe of Maine and Arlen Specter of Pennsylvania.

Within hours of the Senate vote, White House Chief of Staff Rahm Emanuel and other top aides to Obama had made the trip to the Capitol for series of meetings that stretched well into the evening.

Snowe, Collins and Specter are demanding that the final bill resemble the Senate measure, which devotes about 42 percent of its $838 billion in debt-financed costs to tax cuts, including Obama's signature $500 tax credit for 95 percent of workers, with $1,000 going to couples.

The $820 billion House measure is about one-third tax cuts.

The GOP moderates also want the final bill to retain a $70 billion Senate plan to "patch" the alternative minimum tax, or AMT, for one year. The provision would make sure 24 million families won't get socked with unexpected tax bills more than a year from now during the 2010 filing season.

The AMT was designed 40 years ago to make sure wealthy people pay at least some tax, but is updated for inflation each year to avoid tax increases averaging $2,300 a year. Fixing the annual problems now allows lawmakers to avoid difficult battles down the road, but economists say the move won't do much to lift the economy.

Obama and his Democratic allies go into final negotiations on the economic rescue package with limited ability to make it more to their liking after the moderate Republicans _ with support from Democrats such as Ben Nelson of Nebraska _ wrung savings totaling $108 billion in spending from the measure.

The Senate moderates are essential if the final plan is going to pass and get to Obama's desk, so they're playing hardball.

"My support for the conference report on the stimulus package will require that the Senate compromise bill come back virtually intact," Specter warned in a statement.

The Senate has a well-earned reputation for emerging the winner in most House-Senate negotiations, since its rules make passing bills more difficult and typically require bipartisan votes. Senators tell the House that it's difficult for them to pass anything that departs from carefully wrought agreements.

Hence the likelihood the final measure will greatly resemble the Senate bill.

"I think they've got a lot of influence on the outcome," said Sen. Kent Conrad, D-N.D. "It has to do with the simple reality of getting the votes to pass. And whether somebody likes it or doesn't like it, there's a thing called reality."

House leaders are tempering expectations that they'll restore many of the cuts.

"You cannot allow the perfect to be the enemy of the effective and of the necessary, and we will not," House Speaker Nancy Pelosi, D-Calif., said.

At the same time, Specter is fighting to preserve an enormous $10 billion increase for the National Institutes of Health, while Collins obtained $870 million for community health centers in talks last week.

Reid promised great progress during just the first 24 hours of talks, and the hope is to reach a deal quickly in order to get the plan to the White House within days.

The competing House and Senate plans have the same basic components designed to ease the worsening recession: hundreds of billions of dollars in government money to boost consumption and tax cuts designed to increase consumer spending and prod business investment.

Obama's allies recognize some of his priorities will be shaved. But they're not happy about the strong hand being played by the three Senate GOP moderates.

"It is so difficult talking with a body that is controlled by three people," said Rep. Charles Rangel, D-N.Y., a lead House negotiator. "You have no idea."

The remaining representatives would need to work smarter and would need to improve efficiencies. It might even be in their best interests to work together for the good of our country? We may also expect that smaller committees might lead to a more efficient resolution of issues as well. It might even be easier to keep track of what your representative is doing. Congress has more tools available to do their jobs than it had back in 1911 when the current number of representatives was established. (telephone, computers, cell phones to name a few)

Note: Congress did not hesitate to head home when it was a holiday, when the nation needed a real fix to the economic problems. Also, we have 3 senators that have not been doing their jobs for the past 18+ months (on the campaign trail) and still they all have been accepting full pay. These facts alone support a reduction in senators & congress.

If Congress persons were required to serve 20, 25 or 30 years (like everyone else) in order to collect retirement benefits there is no telling how much we would save. Now they get full retirement after serving only ONE term.

Here's the best idea for "economic stimulus" PART I

When a company falls on difficult times, one of the things that seems to happen is they reduce their staff and workers. The remaining workers need to find ways to continue to do a good job or risk that their job would be eliminated as well. Wall street, and the media normally congratulate the CEO for making this type of "tough decision", and his board of directors gives him a big bonus. Government should not be immune from similar risks.

Therefore: Reduce the House of Representatives from the current 435 members to 218 members and Senate members from 100 to 50 (one per State). Also reduce remaining staff by 25%. Accomplish this over the next 8 years. (two steps / two elections) and of course this would require some redistricting.

Some Yearly Monetary Gains Include:
$44,108,400 for elimination of base pay for congress. (267 members X $165,200 pay / member / yr.)
$97,175,000 for elimination of the above people's staff. (estimate $1.3 Million in staff per each member of the House, and $3 Million in staff per each member of the Senate every year)
$240,294 for the reduction in remaining staff by 25%.
$7,500,000,000 reduction in pork barrel ear-marks each year. (those members whose jobs are gone. Current estimates for total government pork earmarks are at $15 Billion / yr)
$8,073,383,400 per year, estimated total savings.(t­hat's 8-BILLION just to start!)

One interesting possibility is that the Republicans are letting the Maine senators handle the stimulus bill negotiations as it is far easier to pry concessions from the Dems if only two are negotiating and it is essential to have both. It becomes a simple take it or leave it deal. If six, eight or more R's were poised to support the bill, none would have much leverage as the Democrats would play them off each other.
I wonder if Obama might just draw the line and dare the Republicans to filibuster. As they talked, and talked and talked, public opinion would turn against them with each weeks plummeting economic numbers. A chess match, indeed.

Doubt it! That is needed and let the american public put a final end to this if they did filibuster. I think Reid and Pelosi have conceeded too much and the three GOP's are holding them hostage and will continue wittling away until its their bill. Disgusting! A majority means nothing unless its a Rep majority. Numbers USA is reporting we also gave up all the provisions to assure only americans get the work also. I dont know if its bad reporting as I cannot find this news anywhere else. This is frustrating. Vote for change and the opposition party has such deeply rooted methods to prevent change.

My employer and I engage in political banter on a regular basis. He is a Limbaughtista and I am an avowed leftist, pinko, commie, maoist, taoist, marxist, leninist, heathen (I forgot socialist). Today we were discussing the stimulus package when he re-gurgitated the term "porkulus". I asked him if we, as a nation, should do nothing, just as Herbert Hoover did back in the day. He stated "no" and admitted that it was a mistake. Then I asked him if he thought that we might be in a self-perpetuating cycle. He agreed. So I asked him if he agreed with the Republican platform of "tax cuts" and he stated that he did. So, I asked him that if his taxes were reduced to ZERO, would he hire another employee. His answer was "no".

So there you have it, the Republican solution to our economic emergency; a self-perpetuating cycle of business slowdowns and layoffs, no stimulus (jobs programs) and feel good tax-breaks,and name-calling of possible solutions. Pathetic..­.

The repugs were against adequate funding for education. Why? Maybe it's because they're scared sh**less that Americans will get a proper education and be able to better decide who to vote for in 2012. If they continue backing retards like Pallin, the US is in serious trouble. The pathetic lack of education in America is very evident when you have people refer to Pallin as intelligent. You are correct on your comment about proper education, but funding is not the issue. The problem is that K through 12 do not teach anything about The Constitution or the Bill of Rights and the role of government. Anyone younger than 40 probably does not know, understand or care that we are moving toward Socialism at breakneck speed. This "stimulas bill" does nothing more than move us in that direction. The cost of this plan will hamper our ability to recover. Show me any government program that can do a better job than the private sector. What these "representatives" in Washington should be doing is debating tax cuts, a moratorium on capital gains tax and tax incentives for anyone wanting to buy a home. Don't you think you and I can make better decisions about how to spend OUR money to get the economy moving again? Would you rather have the clowns in Washington spend it for you on their pet projects? By the way, shame on you for playing the race card. The US is about 16% black, so a lot of whites and other races had to vote for him to get elected.

The stimulus bill calls it the Federal Coordinating Council for Comparative Effectiveness Research. The goal, Daschle’s book explained, is to slow the development and use of new medications and technologies because they are driving up costs. He praises Europeans for being more willing to accept “hopeless diagnoses” and “forgo experimental treatments,” and he chastises Americans for expecting too much from the health-care system.

I was not aware that this was in the bill. Why are they being so secretive? This is horrible.

Why is this horrible? I'm a member of non-profit Group Health Cooperative in Seattle, one of the best healthcare providers in the country. GHC has always screened the drugs their members can use and requires that the drugs actually be proven to have been effective and safe. Kind of like an in house FDA that is actually doing its job. We need to accept that this current crisis is not just a recession; it is a permanent reset to a lower standard of living. Prolonging life at the cost of billions of dollars is a practice we can no longer afford.

50 Million people have no health care.

We pay twice per citizen what the rest of the developed world does for inferior care.

But you want to waste it on new ultra expensive treatments, primarily for very old people by the way, so they can live another few months. (they have the money)

I am one of the 50 million (if your statistic is correct) without health care and yes, I put off regular checkups and even a dermatologist check I need now because I have a little something that looks like skin cancer ... again. I paid for the last surgery myself, $500.

But I do not believe the government has the right to decide who should live and who should die and that is what the stimulus bill's medical provision stimulates. Read it yourselves online, google it. The government would decide if YOU should have that skin cancer surgery if YOU were in my place. So what happens if "they" say NO? Then we pay for it ourselves and we are right back where we started!

Have you ever worked for the government? I did, for 18 months. It was a very frustrating experience and all I could say was, "Wow, if all the govt agencies across the country were run more like businesses, our taxes would be much lower because there wouldn't be so much WASTE." More government control is a bad thing, not a good thing. Look what happened to the $350 million TARP money ... over $60 million was wasted because the govt didn't know what they were doing and overpaid for some things. When they make mistakes, they are whoppers! Is that who you trust with YOUR health care and the health care of your parents and your children???

So the Democrats finally managed to get 61 willing to vote yea. This pre-occupation with a filibuster-proof vote is ridiculous. There's no mention in the Constitution of the filibuster. It's merely a loophole in the Senate rules, and outside of "Mr. Smith Goes to Washington" it seldom accomplishes anything worthwhile. The Senate MUST enter the 21st Century, change the rules to eliminate the filibuster (the so-called nuclear option) and start getting legislation PASSED with a simple 51 votes. Enough is Enough!

Yes, I remember so many filibusters during the last administration. We must allow all legislation to be passed without the interference from another side. Acorn can keep collecting their rewards and contraceptives can be distributed in the form of "stimulus" without question or objection. It was the original intent of the framers of the Constitution that votes in the Senate be settled by simple majority. They gave the Vice President a vote in case of a tie to make sure that this would work. Using arcane technical rules to thwart the will of the majority violates the original intent of the framers of the Constitution and is therefore unconstitutional.

Family planning is a very labor intensive activity. Expenditures on family planning creates jobs for public health nurses, social workers, guidance councellers, file clerks, and secretaries. Thereore such expenditures are a very effective economic stimulus.

We need to give the Federal government the means to help the economy recover from the worst economic and financial crisis since the great depression.

I believe O needs to use some of his political capital and restore the guts of the bill that the 'moderates' had ripped out.

So what if the Senate filibusters? It would be the worst PR decision in history. They'd be in the doghouse for months, at least, and we might get something useful done.

Allowing 40 reactionaries to steer the nation in the face of overwhelming odds is moronic. We get what we deserve if more "compromises" are made.

It was Bush who abandoned the REAL response in Afghanistan, left Osama Bin Laden alive to continue his media operations and terrorists attacks from "caves"--(yeah right by the way)--and it was Bush who invaded an unrelated country, lowered our standing in the world, and destroyed out constitutional and human rights principles. Also, torture does not yield positive results---see John McCain ab that one---your so tough, he;s the man who actually went through it and says it does not work. You're a joke. Limbaugh simply blurted out what the leadership of the Republican party wants to achieve when he said "I hope he fails." This is why they are now engaged in an all-out strategy of obstructionism. Fortuantely there are 3 Republicans who are not willing to go along with this.
