WASHINGTON — The governments of Afghanistan and Pakistan are losing ground to insurgents and terrorists but the most immediate threat to U.S. security interests is the festering global economic crisis, the nation's top intelligence official told Congress on Thursday.

The security situations of Afghanistan and Pakistan, where al-Qaida leadership continues to plan attacks against the United States, are inextricably linked, said National Intelligence Director Dennis Blair in his first annual threat briefing since being confirmed two weeks ago.

"No improvement is possible in Afghanistan without Pakistan taking control of its border areas," Blair said.

But both governments have lost ground to militants_ the Afghans in the south, east and northwest, including in cities and villages where the Taliban was once routed, and the Pakistanis in the north and west.

The governments themselves are largely to blame, Blair said. Neither has addressed the corruption, mounting economic hardships, humanitarian conditions and lack of basic services that make the areas fertile grounds for militants.

His comments point to one of the most troubling aspects of U.S. national security. The most dire physical threats emanate from the border area between the two countries, but there is little the United States can do directly to address the root causes of extremism.

But Blair said there has been progress made against al-Qaida: four top leaders were killed in Pakistan's tribal areas the last year and they were replaced by much more junior figures with less experience and influence.

The organization is far from beaten, Blair said. It remains the greatest direct threat to the United States.

Blair said the U.S. has little insight into al-Qaida's planned attacks, and noted that recruitment of Westerners since 2006 for al-Qaida training in the tribal area makes detection of potential terrorists even more difficult. Attacks against U.S. interests in East Africa are likely in the next year.

Blair's remarks reflect both the depth of the unfolding recession and the Obama administration's more expansive definition of national security. Blair warned of the potential threats that could flow from global climate change; coming struggles for energy resources, food and water from an exploding population; and the threat to U.S. information networks from hackers.

He said most attacks on U.S. networks originate from internet addresses in Russia and China. The capabilities reside in both the military and civilian realms. He demurred answering whether the Russian government cooperates with organized crime hacker networks to launch attacks.

Senate Intelligence Committee Chairwoman Dianne Feinstein, D-Calif., said the committee plans to increase its focus on threats to U.S. computer networks.

Iran continues making progress toward having a nuclear weapon and could have one as soon as next year, Blair said.

"If Iran pursued its centrifuge uranium technology, they could have a weapon as early as 2010, but it might take them until 2015," he said.

Iran last week launched its first small satellite with a multistage rocket, technology that could be used to make a long-range weapon.

"If they put resources on it they can make a serious missile program," Blair said, adding that Iran is making ground on "developing all its components of a deliverable nuclear weapon program."

That weapon is not inevitable, he said, if the international community can put together a package of incentives and security guarantees that would dissuade Iran.

Blair also said Russia is growing more bold, actively cultivating independent relationship with China, Venezuela and Iran, and trying to maintain control over energy networks to Europe and East Asia.

Blair's 49-page written remarks, however, focused first on what he said the most pressing immediate threat to the United States: the economic crisis.

His statement was a marked departure from threat briefings of years past, which focused on more traditional notions of national security worries.

He warned the Senate Intelligence Committee that if the economic crisis lasts more than two years, already unstable governments could topple. And a number of allies the United States depends on might no longer be able to afford to meet their own defense and humanitarian obligations, he said.

"Time is probably our greatest threat. The longer it takes for the recovery to begin, the greater the likelihood of serious damage to U.S. strategic interests," he told the Senate Intelligence Committee, as Congress prepares to vote Friday on a $789 billion stimulus package.

Well well well...........imagine that, a threat from something besides 'terrorists'.
We have allowed a bunch of Big Business supporters bring America to it's knees and NOW they are holding on 'blindly' to the belief that the stimulus is too big and are voting against it.

Pay attention America. Read the fine print. DO NOT believe MSM and the talking heads.
This situation will continue to spiral out of control, if we do not get a handle on it. Yes 780B is alot of money but it has come down to 'let the wheels fall off' or try to keep the wheels on.

To the neocon GOP out there - TAX BREAKS for your friends and big business are not going to fix this, it will ONLY make it worse. They would take the breaks and invest it overseas and America would not see a dime. Think about it!!

It's pretty weird why Bin Laden and his cohorts seem so quiet after Obama was elected. However, I do think that they are pretty ecstatic and jubilant right now on the current economic crisis. I mean, they don't have to "sacrifice" themselves anymore. They'll just watch in joy how the US falls down.

Bush & bin Laden are birds of a feather, with Bush having done most of bin Laden's dirty work for him.

I'm not sure more damage could have been done if bin Laden had actually been the President for the last 8 years.

Bush and Bin Laden are 'Yin and Yang'....symbiotic and parasitic, in a God and Satan sort of way. They fed on each other. There's no clear opportunity to do that with president Obama...he's obviously not going to take the bait. He's a wee bit smarter than Bush/Cheney, collectively. Not that Obama should ignore Al Quaeda (if such a thing truly even exists...anymore), but he should lessen their legitimacy as a sentient entity, thereby decimating their relevance. In otherwords...leave the lights on, and the closet door open, and little Billy will see that there really is no Boogeyman in there at night. Don't chase these Taliban rats around the mountains of Waziristan...send in the drones and SEALS. Do it like they did the Honcho's in Viet Nam....black bag em' and leave an ace of spades in their camel's mouth. Have our cyber and financial "SEALS" start wreaking havoc on their terrorist Saudi bank accounts, wherever they are (Bulgaria, Caymans, Minnesota, Indonesia, Pakistan, et al). No money, no training camps. No training, no "Soldiers" or proficient Jihadists....only sheep-herders with Enfield rifles....and the assorted Narco-Terrorista. The continuing threat to our national security -- let's face it -- are Republicans. They've spent 8 years turning the U.S. into the evil empire. They've largely succeeded. If we really try to follow their lead, we can have all the popularity of Israel, which isn't much.

Actually, this position on National Security is refreshing and long overdue. The focus here is on development, anti-corruption initiatives, poverty reduction and the ability of these unstable third-world governments to provide the basic necessities for their citizens. People who are happy, have food, shelter and the ability to provide for their familes, do not join extremist groups or become suicide bombers. We can never catch every terrorist in the world, but we can take away their number one recruiting tool (which is economic instability) by providing financial aid for development instead of military aid as this quote illustrates:

Look....we know what and who caused our economic problems. Now we must focus on solving the problems. That said, all of us must review the stimulus package when it is published and look for the well hidden pork that is sure to be smelling up the package. Already I am concerned about the high-speed rail link between LA & Vegas. This is clearly not a shovel-ready project. Where are the engineering designs, engineering studies, rights-of-way acquisition agreements with land owners, environmental impact studies and permits, .....? All of these very important and efforts are extremely time consuming and are incredibly delaying for any project. The construction phase is literally years away and creates the bulk of the jobs and material purchases. By the time construction begins this economy will either be well on the way to recovery or so far in the tank, a few thousand jobs will have no impact. Additionally, this is an extremely expensive project, somewhere around $30 million per mile. This money would be better spent on shovel ready projects such as wind farms that benefit the entire country, not just regions. There are shove-ready wind turbine projects available and are simply looking for funding. Wind farm construction projects are labor-intensive, creating many jobs. Add to that the long-term operating and maintenance jobs and you have exactly the kind of projects Obama wants and the kind of projects stimulus was supposed to fund.

I agree that we should take a more proactive stand when it comes to our Nations finances, we also have to keep our eys focused on these greedy Executives who run our banks and Wall Street, not to mention these endless wars that absorb all of our wealth.

I think we Need a heaping dose of Diplomacy to dispence with the notion that we are a Nation of sissy's if we sit down with our enemies a negotiate a settlement.

We are always talking about pork barrel spending and I agree we need to Nip it in the bud but we can't offord to miss the obvious of these wealthy Executives that handle our Money and make important decisions as to if they can lend us Our money in a time of need.

Yes, but our economic crisis was caused by more than just the greed and corruption on Wall Street and in the banking industry. In order for these two institutions to be so corrupt and openly rob this country and it's citizens blind, they needed leagal protections and cooperation from government institutions. Congress is the culprit. By serving up insane leagislation while repealing protectionist regulations, Congress provided the thieves (banking and Wall Street) the tools and legal protections to carry out their tradecraft. It is quite obvious the thieves became very profecient at utilizing those tools while hiding behind the legal protections. Congress, both sides of the aisle, democrats AND republicans, are co-conspirators in the great game of greed that fleeced America out of trillions of dollars. Now they ask us to trust them with another trillion dollars dressed up as a stimulus package. A quick glance at the package will nauseate you, for right in front of your eyes is a $8 billion bundle of pork that will do nothing in the near term to create jobs or stimulate the economy. We must stimulate this economy and improve our national security, the two are inseparable. Allowing the stimulus to serve special interests is not in our interest as a country.

Actually, the LA Vegas rail link may be about shovel ready. They've been working on one in Honolulu for a couple of years now, and I think it's pretty much ready to go. I rode the Bullet Train in Japan from Tokyo to Hiroshima to Osaka, etc., and it was the most efficient thing I've ever seen. If Honolulu, then LA does something like that, I forsee a new era of clean and fast transport right around the corner...similar to the old west expansion days. And it's a start toward Gov. Swarzenegger's fantastic eco-friendly future....and I honestly think the wind farms and such can be worked into the deal as the rails are laid. I've seen expansive wind farms in both Germany, and on the Big Island of Hawaii, and they barely disrupt the land at all. Maybe it can all be tied in together? I'm no engineer, but I think so.

Yes, but doesn't someone have to produce the engineering designs and studies, negotiate the agreements with land-owners, and conduct the environmental impact studies? Wouldn't we have to pay someone to do those things as part of thier JOB? Aren't we trying to create JOBS? Mass-transit projects are just as important as renewable energy projects, as are regional projects. Wind farm projects are also regional... you can't tell me that a wind farm in the mid-west is going to do anything for people on either of the coasts.

Build wind farms on either coast. Build them in the mid-west, northeast, northwest, or even in your own backyard. So long as the stimulus creates jobs immediately as it was intended and provides for long-term follow on employment, I don't much care what projects it is used for. The wind farm proposal is one of the more plausable and nationally beneficial projects we can all agree would be great for the economy and the environment. But you are wrong, electricity produced in the mid-west and mid-atlantic does serve homes and commercial markets on the east coast all the way into the northeast through regional grids. Additionally, wind turbine generated electricity is beneficial to the entire country by having the effect of lowering demand for coal-fired generating plants to operate at maximum capacity during peak demand periods, thus reducing air pollution and green house gas emissions. Much more beneficail than having a high speed rail link between LA & Vegas when you really need to go from NY to St. Louis.
