I Like ItI Don’t Like It

As the stimulus package wended its way through Congress this week, a familiar face popped up to get up to some familiar shenanigans. Betsy McCaughey, a Republican former Lieutenant Governor of New York, was suddenly on the Bloomberg website and on TV, issuing dire warnings about the changes that the stimulus package was going to wreak on health care. How? McCaughey claimed that the plan contained health technology language that let the federal government could "monitor" patient care in order to "guide your doctor's decisions." In short, a top-down bureaucracy that would enforce its own set of medical treatment protocols.

Naturally, that would be bad, and naturally, not a word of it was true. That didn't stop the contention from flowing from the Rush/Drudge edges onto cable news, most notably Lou Dobbs' CNN show. Happily, however, the media seems to be gathering to put McCaughey's nonsense back on the dungheap.

Last night, Keith Olbermann featured a debunking of McCaughey on Countdown:

But CNN was among the first to dispute McCaughey's claims, deploying senior medical correspondent Elizabeth Cohen to correct the record:

COHEN: Now, we asked Betsy McCaughey, because she's been through this bill page by page, "point us to the language that says that this bill will dictate what your doctor does," and she showed us language that didn't actually, specifically say that. It didn't say that the government will have the right to dictate what your doctor does. But she says it's vague enough that the government would be able to do that. And, of course, we ran this by the folks who wrote the bill. They said that any accusations that this bill will allow the government to dictate anything to your doctor, they say those accusations are "wildly inaccurate and preposterous."

James Fallows, at Atlantic yesterday, in an item titled "Let's Stop This Before It Goes Any Further," pointed to an article in the Washington Monthly by Steve Benen:

The claim, not surprisingly, isn't true. The National Coordinator for Health Information Technology isn't "new"; it was created by George W. Bush five years ago. More importantly, the measure is about medical records, not limiting physicians' treatments.


In fact, the language in the House bill that McCaughey ... referenced does not establish authority to "monitor treatments" or restrict what "your doctor is doing" with regard to patient care, but rather addresses establishing an electronic records system such that doctors would have complete, accurate information about their patients "to help guide medical decisions at the time and place of care."

So, the opinion piece Bloomberg ran was wrong.

What's awfully depressing about this little dust-up is that no one should have been paying McCaughey any heed in the first place. Back in 1994, McCaughey penned a critique of the Clinton health care plan for the New Republic entitled "No Exit," which was as fine a work of misreading and misleading as ever you will see. The White House issued a point-by-point refutation, and was supported by thorough takedowns from Fallows and Mickey Kaus. But McCaughey's claptrap became the conventional wisdom anyway. While then-editor Andrew Sullivan defended the piece as a bit of debate-kindling, The New Republic eventually had to recant and apologize.

The way in which McCaughey's claims are getting batted down is reassuring. Hopefully the next editor who holds a piece from her on healthcare will see it as the equivalent of Plaxico Burress penning an op-ed on clubwear, and file it in the closest cat litter box.

More of my correspondence with Dr. McCaughey:

In your appearance on Bloomsberg, you read from page 442 but you leave out the exact wording "to HELP guide medical decisions" Please tell us why you do so.

The National Coordinator of Health Information, which you say is created in the stimulus bill, already exists. The current NCHI was appointed by George W. Bush. Why do you leave this out of your presentation and your article?

You are a fellow of the Hudson Institute. Doesn't that mean you accept money from them? If not, then why are you are fellow. When I was in graduate school, a "fellow" had won a "fellowship," that is, financial support for work to be done for the institution involved. Is the Hudson Institute different in this way?

In my mind, your attacks on Daschle, who is not in the administration, and Olbermann, a reporter, in no way clear up these questions.

Her response:

I do not accept money from Hudson. I am an adjunct or honorary fellow.

What do you think"HELP" means?

I am defending myself from Keith Olbermann's personal attacks. He is the one who accused me of venality. He takes money directly from drug companies, automakers, and brokerage firms, the sponsors of his program.

Exactly. Does McCaughey actually think that all program hosts personally select their show's advertisers? If she thinks that, then she understands so little about how major parts of things work, that it makes everything she says suspect.

And whether or not she's paid by The Hudson Institute, why did she write to PHRMA, imploring them to send money to Hudson because her writings could influence health care policy? She gets money and other forms of support somewhere in that food chain.

I also notice she didn't answer the question as to why she would flat-out claim the office of National Coordinator of Health Information was a new office created by the stimulus bill, when it had been created by Bush Jr. in 2004. No way to respond to that other than "I was wrong", which is something people like McCaughey don't do.

And she claims there's no difference between the phrase "to guide medical decisions", and "to help guide medical decisions". Even though the second phrase means, to supply information to the physician to help him make decisions--not to make decisions for him.

Typical. People like McCaughey seem to be weird mashups of uninformed high schoolers, and genuinely venal creeps.

Americans need to remember how often republicans came to microphones and tv cameras with pieces of the Stimulus package they denounced in thundering terms, waving papers, theatrics, of course.

But now they claim they didn't read it?

They need too, to remember things republicans proposed are in the final bill...

But now they claim there was no bipartisanship?

So why now, do they need to lie? To explain why they refused support for action every economist says is necessary?

To get Americans to trust less and limit their support so they can recoup their losses in 2010?

Why would they dare lie when it is easily proved they are lying?

I was in the hospital for some serious surgery. After two nights recovery my doctor said I could leave or if I wasn't up to it I could stay another night. I decided to take another night to recover. At 4 PM Aetna sent in there "Patient Advocacy" nurse to tell me I had to leave the hospital that night and they weren't going to pay for another night if I decided to stay. This is what "for profit" healthcare does. The only way this would happen under government regulated healthcare is if Republicans took control of it and twisted it with their own perverse logic.

When I had my second child, the doctor kept us in hospital one extra day to check for complications (very fast labour), and then kept us another day because he wasn't sending a newborn home in a blizzard.

The cost to us -- nothing. I live in Canada.

Yes, we pay through taxes, but in the long run it really is cheaper because there are no insurance company shareholders taking huge dividends.

You had the option to pay for the extra night yourself and sue your insurrance company for reimbursement. Your doctor wouldn't discharge you unless you were ready (malpractise). Giving you an "option" is one way to run up costs. I'm guessing when it came down to it, you really didn't need the extra night, now did ya?

McCaughey is easily the most rat-faced human I have seen since Al D'Amato.

As for anyone who knocks the Olbermann for being obviously biased, he ain't the one who started it. You scrap the old Fairness Doctrine, fine. You buy up a few stations and stick right wing talking heads on it, fine. Olbermann is just a response to a whole lot of right wing biased talking heads. The only reason it seems strange to some people is because the left wing took so long to get around to countering the right wing babble.

The stimulus bill that passed the House did, I think, contain two major provisions related to healthcare--one was the health information technology provision. There was a second that did propose yet another agency to regulate what care physicians prescribed, with sanctions against physicians who did not comply. So, much as I'm not a fan o this woman, she might have had a point.

I wrote Dr. McCaughey after I'd seen this critique. Here's what I wrote:

Certain members of the media have brought up some (in my view)
devastating questions about the case you are making. Would you care to
refute the contention that you are in fact paid indirectly by big
pharmaceutical companies, that you have sold your services to them in
the past, that you cannot point to any language in the stimulus bill
that does what you say it does.

Please alert us when you write something that deals with these concerns
about your story.

Here is her reply:

Let me reply right now. I am not paid directly or indirectly by pharmaceutical companies. Nor do I accept any payments from the Hudson Institute, though it is a fine think tank. I am a patient advocate, and founder of the Committee to Reduce Infection Deaths, which presses for cleaner, safer hospital care. It is a not for profit.

Ironically, Tom Daschle, the man Obama picked to be head of HHS, was a big lobbyist with many huge corporate clients in the healthcare field

Keith Olbermann, my critic, accepts big dollars from the pharmaceutical industry for his show. Two of his sponsors are drug companies.

I hope you see the hypocrisy of this.

If I wanted to lie about the bill, why would I (the only one of all who wrote about it) include the page numbers so you could check out my statements for yourself?

She is an adjunct fellow, as listed on the Hudson Institute's site, along with Doug Feith and Scooter Libbey. Certainly that is a fine collection of (neoconservative) think tanking.
