JERUSALEM — Benjamin Netanyahu appealed to his moderate rivals Friday to join a unity government _ a tricky alliance that would let the hawkish Israeli leader avoid relying on an unstable grouping of right-wingers almost sure to collide with the Obama administration and each other.

"I call on the members of all the factions ... to set politics aside and put the good of the nation at the center," Netanyahu said during a brief ceremony after President Shimon Peres tapped him to try to put together Israel's next governing coalition.

Although the election gave Netanyahu's Likud Party and other right-wing groups a majority in parliament, the prime minister-designate has a delicate task in forming a government.

Bringing moderates into a coalition would dilute the power of the nationalists who criticized the peace talks pursued by the outgoing centrist government. Netanyahu opposes sweeping territorial concessions to the Palestinians and wants to expand Jewish settlements in the West Bank.

However, the centrist factions would produce a more stable government with international support than Netanyahu would probably get with a narrow coalition of conservatives who have their own disagreements. They have far different agendas when it comes to domestic issues, such as whether Israel should allow civil marriages.

In his appeal for a unity government, Netanyahu singled out "first and foremost" Foreign Minister Tzipi Livni, head of the governing Kadima Party, and Defense Minister Ehud Barak, chairman of the Labor Party.

Livni is the key to a broad-based government and she indicated she might be willing to come on board. But because Kadima remained Israel's largest party in the Feb. 10 election, although far short of a majority, she would certainly demand a high price: sharing the premiership with Netanyahu, who doesn't want to serve only half a term.

Livni, who led Israeli negotiators in a year of peace talks with the Palestinians, agreed to meet with Netanyahu on Sunday to discuss his unity overture. Earlier Friday, she said she would not join a hard-line government and was prepared to sit in the opposition "if necessary."

"I will not be able to serve as a cover for a lack of direction. I want to lead Israel in a way I believe in, to advance a peace process based on two states for two peoples," Livni said.

The Palestinian Authority's peace negotiator, Saeb Erekat, said any Israeli government that did not accept the establishment of an independent Palestinian state and continued settlement building "will not be a partner."

"We will not be in the negotiations for the sake of negotiations," Erekat said.

Fawzi Barhoum, a spokesman for the Islamic militant Hamas group that rules the Gaza Strip, said Netanyahu's appointment "indicates that there is no possibility for security and stability in the region in the coming period." Hamas is not party to peace talks and is shunned by Israel and Western powers as a terrorist organization.

The center-left Labor Party, like Kadima, champions the establishment of a Palestinian state, and Barak has said he would take Labor into the opposition. Should he change his mind, he would want to remain defense minister, a demand Netanyahu would be expected to meet.

While Livni insists on the need for peace efforts, she does not object to joining a government that includes Avigdor Lieberman's ultranationalist Yisrael Beiteinu Party, a Netanyahu ally that wants 1 million Israeli Arabs to sign a loyalty oath to the Jewish state.

Lieberman has said he would not object to joining a government with Kadima. His secularist agenda is at odds with religious nationalist parties and gives him common ground with moderates.

Many Labor lawmakers, however, say they would not serve in a coalition with Yisrael Beiteinu because of its extremist views.

In his speech, Netanyahu did not mention by name either Yisrael Beiteinu or right-wing religious factions whose support persuaded Peres to choose Netanyahu to form the government even though Kadima led the election by winning 28 of parliament's 120 seats.

Likud, which got 27 seats, is in a better position to put together a coalition because Lieberman's party won 15 and right-wing religious parties combined took 23 _ for a 65-seat bloc in parliament.

While Netanyahu owes the hard-liners his second crack at the premiership _ he held the job in the late 1990s for a turbulent three years _ forming a narrow coalition of nationalist and religious parties would present him an array of domestic and foreign policy headaches.

Yisrael Beiteinu wants to redraw Israel's borders to place heavy concentrations of Israeli Arabs under Palestinian jurisdiction and to require those Arabs who remained to sign a loyalty oath or lose their citizenship rights.

Those positions have not drawn any criticism from the religious parties, but Lieberman angers them with his vehement opposition to the Orthodox Jewish establishment's control of key aspects of life in Israel, such as marriage. If either party bolted a right-wing coalition in a fight over social issues, the government would fall.

The nationalist and religious parties could both cause Netanyahu problems in the international arena if the U.S. were to pressure him to make territorial concessions to the Palestinians. His first government fell apart in 1999 after Washington leaned on him to grant the Palestinians control of large parts of the biblically significant West Bank town of Hebron.

The nationalist camp's commitment to expanding West Bank settlements could put Israel at loggerheads with the U.S., the Jewish state's main ally. President Barack Obama has vowed to make ending 60 years of conflict between Israel and the Palestinians a priority, and his new Mideast envoy, George Mitchell, unequivocally favors a halt to all settlement building.

Netanyahu is not PM one week and already the fear-mongering rhetoric against Iran has been deployed to the U.S. and is escalating. The fabrications and rumors are being floated. The drumbeat is getting louder and louder. Is it Iraq deja-vu? Of course it is!

Be wary, now that Netanyahu has power again, the fear and war peddlers will be out in force like “trick or treaters” on Halloween, trying to scare us silly into buying another war.

Skialethia, let me educate you a bit: Netanyahu is not a PM, Ehud Olmert is. Netanyahu was given a mandate to form a new government within 6 weeks. Then, and only then, if he's successful and if the Kneset votes this new government in (61 votes required at least) will he become a PM. Again, the current PM of Israel is Ehud Olmert.

I think my instincts on the heightened rhetoric on Iran are very accurate and let me just add that someone who has but 1 fan has a long way to go before they can "educate" someone whose posts are appreciated by 34 bloggers on this site.

Instead of trying to make a good faith effort to negotiate with the Palestinians and with Israel's neighbors, Netanyahu is about to pursue the one and only course that he's ever known - war, violence, and destruction along with right wing, extreme nationalistic ideology.

He has already indicated that he will invade Iran and maintain continued occupation of Palestinian territories

This unctuous pseudo-American was categorized by the Clinton administration as 'shifty' and also 'obnoxious' and in the decade since has done nothing to change that opinion that most of us have of him. As a Jewish citizen of the Diaspora, I am very frightened that this puffed-up penguin will have control of one of the largest nuclear arsenals in the world - a massive, secret nuclear weapons store that he will use, or have to use, to attack Iran in an attempt to prove he is the 'man' and that on his watch no one is going to threaten him or his country. The very dangerous aspect of him starting a nuclear war in the Middle East is that it would quickly spread to Asia, Europe and around the world, involving all of us in his stupidity. If there is an answer, it is for the Omaba administration to slap a TOTAL ARMS BAN on exports to Israel. Even then , the world has the task of enforcing the dismantling of Israel's nuclear weapons store that is outside the inspection of the IAEA and which can one day threaten the world. How did that happen?

All of this is fine, but then what do you propose Israel does--Annex the West BanK?

Let's say she does.

What do you do with the (very ) large Palestinian population? Makke them citizens, like the Israelis Arabs (despite what Mr. Lieberman wants)

If you do that, they will eventually (and very soon) overtake the Jewish population in numbers, and the "Jewish" state will be no more --except in name . It will be a Palestinian state 9probably with a Palestinian PM)

OR do you deny these Palestinians citizenship--and have an Israeli version of Apartheid Era So. Africa?

Or do you expel them, and thus be guilty of Ethnic cleansing--and probably have a serious war on your hands (and I wouldn't count on the US to re-supply you on that one.--we don't look to fondly on supporting racist regimes , which is what you would be setting up)

So, what's it going to be?

$16,000,000,000 (billion) a year from American taxpayers, and using the sophisticated weapons technology we gave them.

Talk about stealing...

In the 1948 war, Israel didn't get any help from the USA.
Nor did they in the 1956 war.
Nor did they in the 1967 war (it was over before the US president was notified)
They didn't get help in the 1973 war, either. However, they downed five dozen Russian pilots flying Egiptian and Syrian MiGs, along with the ground Russian crews that manned the anti-aircraft missiles west of the Suez, plus destroyed more than 1500 Russian tanks. The first US military assistance began in the late 70s, and the provisions are that the money is for purchase of US military equipment only, This money never leaves the US banks. It simply gets transferred from the government bank accounts into the accounts of the US companies Israel purchases equipment/munitions from. By the way, this money creates a lot of jobs here. And no, it's not 16 billion, it's about 3 billion. And no, we don't GIVE them anything for free, they pay for every purchase. And last but not least, Israel has developed their own sophisticated weapons, and are the 5th biggest world exporter of military equipment, after the USA, Russia, China, and France.

Agreed, recently IDF killed 750+ civilians while Palestinian civilians were hiding themselves in Schools and Hospitals not to be forgotten thousands of other civilians in previous instances...Put this fact also in your list of achievements....

Let me be more explicit so as to circumvent the ridiculous:

Palestinians include: All the imprisoned inhabitants of Gaza and the inhabitants of the West Bank who are segragated by the Wall and all those whom have had to flee their land because their homes were bulldozed and their land was stolen by the Israelis, and who are now refugees scattered in different parts of the ME and elsewhere all of whom are mostly Muslim.

And no: I'm not referring to the man who slaughtered Palestinians in cold blood in several separate incidents.

The arabs have lost 5 wars against Israel.

i really don't know how to respond to this--it doesn't even sound rational.

but then much of this discussion has devolved inot a back and forth hurling of historical accusations -- all of which will get us nowhere.

And if you think Israel is somehow the angelic country surrounded by wild ravenous enemies who have no just grievances (particularly the Palestinians), you are seriously ininformed.

The central myth that many (not all) Israelis like to comfort themselves with--that they came to a barren wasteland and made it bloom, and then Arabs immigrated from other lands, only to flee (the Israelis begging them to stay) in 1948 so the Arab armies could "push the Jews into the sea" --

This is all moonshine, and a severely distorted history. There are ISRAELIS who admit that Israel took actions which Palestinians fromm their homes, and encouraged a sense of panic (from massacres such as the one at Deir Yassin) in order to strengthen their position in the 48 war, and that these Palestinians were NOT newcomers, but had lived in what is now Israel and the Territories for many years.

All this doesn't mean that the Palestinians are guiltless either.

But what's needed now is not so much to look back as to look forward.

No matter what Israel "wants" the Palestinians aren't going anywhere, and they aren't just going to accept passively the deprivation of their rights. Israel MUST deal with this, one way or the other.

Yes, the 1948 war was won by Israel. Except the Arab regimes were controlled by European empires who wanted Israel in the first place. Not to mention the European empires created these Arab regimes and installed the corrupt leaders to their own liking. None of these leaders were elected- they were all just the most loyal servants of the empires of Europe.
The 1967 War was Nasser's attempt at regional primacy. February 21, 2009 "The Guardian" - - It is quite likely that you have not heard of the most important developments this week in the Israeli-Palestinian conflict. In the West Bank, while it has been "occupation as normal", there have been some events that together should be overshadowing Gaza, Gilad Shalit and Avigdor Lieberman.
First, there have been a large number of Israeli raids on Palestinian villages, with dozens of Palestinians abducted. These raids are commonplace for the occupied West Bank, but in recent days it appears the Israeli military has targeted sites of particularly strong Palestinian civil resistance to the separation wall.

For three consecutive days this week, Israeli forces invaded Jayyous, a village battling for survival as their agricultural land is lost to the wall and neighbouring Jewish colony. The soldiers occupied homes, detained residents, blocked off access roads, vandalised property, beat protestors, and raised the Israeli flag at the top of several buildings.

Jayyous is one of the Palestinian villages in the West Bank that has been non-violently resisting the separation wall for several years now.

Also this week, Israel further tightened the restrictions on Palestinian movement and residency rights in East Jerusalem, closing the remaining passage in the wall in the Ar-Ram neighbourhood of the city. This means that tens of thousands of Palestinians are now cut off from the city and those with the right permit will now have to enter the city by first heading north and using the Qalandiya checkpoint.

It is (like anything ) biased, but you might be surpprised to see the number of Israelis in it.

Again, I will admit bias, but look through the photos and stories with an open mind and make up your own mind.

One point I would try to get across from both of these is that the occupation is doing as much harm to the OCCUPIER (Israel) as to the Occupied.

It's having a corrosive effect on the israeli military and the nation. (similar to the effect on the US if it were to continue a policy of Imperialis­m--literal­ly transfroming itself into an Empire)-- It's not healthy for a democracy to function in this way.

If you are a friend of Israel (as I am) you ought to be concerned.--Many Israelis are.

The instruments of oppression and Apatheid are very busy subverting passive resistance, which some here have been clamoring for as opposed to the violent resistance of Hamas. It doesn't matter what type of resistance Palestinians use, Israel is not interested in setting them free from this oppression and control.
