Chandra Levy Case: Arrest Close In Slaying

Chandra Levy

WASHINGTON — Investigators in the 2001 slaying of Chandra Levy have prepared an arrest warrant for a Salvadoran immigrant convicted of similar attacks in the park where the former intern disappeared, a person close to the investigation said Saturday.

The person told The Associated Press that Ingmar Guandique's arrest is imminent and an official announcement is expected soon. The person was not authorized to discuss the case publicly and spoke on condition of anonymity.

Levy had just completed an internship with the U.S. Bureau of Prisons when she went missing in May 2001 in Washington, D.C. The 24-year-old was wearing jogging clothes when she vanished, and her remains were discovered in Rock Creek Park a year later.

Authorities questioned former U.S. Rep. Gary Condit in Levy's disappearance, but he was never a suspect in her death. Condit was reportedly having an affair with Levy, and the negative publicity from the case was cited as a main reason the California lawmaker lost re-election in 2002.

Guandique, 27, has denied any involvement in Levy's disappearance and killing. However, investigators interviewed him in the Levy case after he was convicted of attacking two women joggers in Rock Creek Park shortly after her disappearance.

Guandique was sentenced to 10 years in federal prison for those attacks. The federal Bureau of Prisons lists an inmate in California with the same sentence and age, but with the spelling Guandigue instead of Guandique. A message seeking comment was not returned.

Levy's father, Robert Levy, said Washington, D.C., Police Chief Cathy Lanier called his home late Friday and said there would be an arrest in a few days.

Robert Levy said he and his wife, Susan, were not told the identity of the person to be arrested "but we all know who it is." He would not elaborate but said they would favor a life sentence for the killer.

"If someone is executed, they really don't suffer too much," he said from his home in Modesto, Calif.

A second person aware of the investigation, a law enforcement official who spoke to investigators, said Saturday that the break in the case came in part from DNA evidence. The official, who spoke on the condition of anonymity because the Levy investigation is ongoing, said DNA evidence was either retested or collected, and it was connected to Guandique.

The official said D.C. police have interviewed Guandique at least twice, and the case has been sent to a grand jury.

An attorney for Condit said the new revelations clear the former congressman.

"This should give the Levys the answer and closure they deserve, and remove the unfair cloud that has hung over the Condits for too long," said Abbe Lowell, a Washington lawyer.

Condit did not return several messages left by The Associated Press but said in a statement to WJLA-TV in Washington that he is glad the Levy family is finally getting answers.

"For my family, I am glad that their years of standing together in the face of such adversity have finally led to the truth," he said in the statement, posted on the station's Web site. "It is unfortunate that an insatiable appetite for sensationalism blocked so many from searching for the real answers for so long. I had always hoped to have the opportunity to tell my side of this story, but too many were not prepared to listen. Now I plan to do so, but I will have no further comments on this story at this time."

The Levys said the news about the arrest warrant did not make up for the loss of their daughter.

Photographs of Chandra adorned the living room of the Levy home, which sits on a quiet street in a suburban community surrounded by farms and orchards. The piano she played remains in the front room, but is now out of tune. Her bedroom has become part storage area and part shrine, with more pictures of Chandra hanging next her mother's paintings.

"There's not a day or night it's not on our minds," Susan Levy said. "When it comes to holiday time and family get-togethers, there's a big void."

Lanier, the D.C. police chief, said Saturday that she could not comment out of respect for the Levy family and the investigators and prosecutors who have worked on the case.

"It would simply be inappropriate for me to violate the integrity of their work by commenting before it is appropriate to do so," Lanier said in an e-mail.

Susan Levy said the couple had been meeting with a special task force of Washington police working on the case. "We got the attention that may lead to an arrest and a conviction," she said.

After Condit lost his re-election bid, he sued several media outlets that had connected him to Levy's disappearance and death. He reached an undisclosed settlement with three tabloid newspapers.

The killer of Chandra Levy is NOT a Salvadoran immigrant.

He is a man from San Salvador who entered the US illegally and caused great destruction.

Now US taxpayers are paying for his jail and long trial.

Another indictmernt of the crazy eyes "wide shut" towards individuals who enter illegally.

My parents, my husband, myself entered this country as immigrants. You are soiling a people because of political correctness.

The system needs reform. But until then blindness undermines everyone.

can anyone explain why the MSM deliberately omits the fact that the now accused Salvadorian is an illegal alien, choosing instead to label him an immigrant. The sharp bias and the liberal agenda of the MSM is undeniable.

here we go AGAIN. Its time again to play "name that party." Predictably, once again, the MSM deliberately omits the party affiliation of the Democratic politician. This undeniable pattern is hysterically funny. If he were a republican, it would be noted in the first sentence.

If this Guandique guy did it, will the Levy parents apologize to Gary Condit for ruining his career?
10:57 PM on 02/22/2009
Who was running the DOJ and the INS between the time the suspect entered the country and when Chandra died?

Condit cheated on his wife, and that was wrong, we all can agree on that. But that does not mean the media should have brought him down like that.
And just because Condit dated Chandra, does not mean he had to be her killer. Chandra dated a lot of men.

If destroying a mans career for adultery is what America wants, then many of the men in this country would be out of a career.

You completely over-simply why he was "brought down."

It wasn't that he was cheating on his wife, and it also wasn't that he was boinking an intern who was well less than half his age and who also happened to be the daughter of his friends/supporters. It wasn't even the fact that, when Clinton was being put through the wringer by Ken Starr, Condit got on his holier-than-though soap-box and publicly demanded that Clinton "come clean" on his relationship with Monica Lewinsky.

Condit didn't disclose his own affair with an intern when police were investigating her disappearance and possible murder until after the affair was made public by her aunt. When he finally disclosed the affair, precious investigatory time and resources had been wasted and the police still indicated that they believed Condit was less than forthcoming.

No, it was Condit's actions hindering the police investigation and his own hypocrisy that "brought him down."

BTW, your attempt at defending men who have affairs was pretty pathetic.

Once she was discovered missing and that foul play was apparant, he continued to lie about so much that he brought on his downfall. Yup all by himself. This guy possessed very high securitty clearances yet was known as Washington's flamboyant party boy and for his 'secretive other life' there. But we, the taxpayers, were not to know this until Chandra.

Suggest some go back and read , word for word, the intererviews that he agreed to. And how the answers changed week to week.

Rather than manning up to the extent of their affair, he pretty much worried just about Gary ... not for the Levys at all. And still so many offer sorrow about poor Gary while his lover lost her life.

The concept of taking a lie detector test is to get the attention off of the innocent so the police can move on the guilty. Getting caught hiding the gift box in a dumpster personally did not help either.

There was a time to get honest once Chandra was really gone but ... nope.

Dem or Rep, I don't care. Condit is/was about as hypocritical as they come. He was never charged, has done no time in prison, so no court found him guilty of anything. He condemned himself in the eyes of the public opinion forum long ago. That this character was at the top of the Security of our nation and is now gone is the only good thing to come of all this.

Concentrate on the killer, not Condit. Condit is history. Why the anger?
12:46 PM on 02/22/2009
If this suspect is convicted, Jonah Goldberg should apologize to Condit for his series of articles in 2001 that accused Condit of having "mud on his shoes" in the Levy murder.
Goldberg, the tool he is, will most likely never write a word to Condit.
Come on Jonah, surprise me by doing the what's right.

The media indicted, tried and convicted Condit without a shred of evidence. It was a national disgrace who the media acted. All Condit, all the time, 24/7, day in and day out. It was so much slander and libel hurled at that man. It was unbelievable media irresponsibility.

The media had created a salacious story, and they were determined to bring Condit down.

The only thing that knocked Condit out of the obsessed media clutches was 9-11.

Has anyone else noticed that if you post anything with the word 'C heney' in it that it gets a 'comment pending', and then disappears? It has happened to me quite a few times now. Murdock own part of this web site? Raw story never did anything like this. Starting to wonder if this is starting to become a right wing rag.
09:47 AM on 02/22/2009
Yeah, just refer to him as "w e a s e l d i c k", that should pass muster.
10:13 AM on 02/22/2009
All right, let's try this again. Why did this now come out now? You have to wonder if w e a e l d i c k and his puppet had anything to do with it. Is the new suspect here legally? If not, then how soon will he be deported so that this story can be swept under the rug? Wouldn't want to investigate this thing too deep, would we?
11:13 AM on 02/22/2009
I think they blocked it because it had absolutely nothing to do with this story, cre@tin.
01:24 AM on 02/22/2009
It was only a matter of time. The WPost did an extensive piece on this case last year and it indicated that this "suspect" may be the one the authorities would charge with the murder. I guess they were in no rush since he was already in jail.

The Towering Injustice; what the US media did to Gary Condit was unconscionable. I recall them hounding that man and his career being destroyed, all over an affair with an intern. The case stands out for me especially because it went on and on, ad nauseam, as the media sought every sensational crumb. It took the falling of the two World Trade Center buildings to shock the media into the real world; the world of the starving, the world of aids orphans, chopped hands in Rwanda, genocides and more, shunned in those preceding months. www.oblogdeeoblogda.wordpress.com.

Yes, the cable shows were wall to wall Levy-Condit programs filled with the usual Roll-a-Dex "experts" prior to 9-11. One irony of that day is Barbara Olson, the wife of Ted Olson, both of Whitewater vendetta infamy, was on the plane which hit the Pentagon. She was on her way to LA to appear on one of those Levy-Condit panels.

The same year that Chandra went missing another aide to another congressman also died mysteriously. That congressman now has a show that starts with the word morning. I wonder when we will solve that mystery.
