Time's Stengel Calls For Action On National Service Bill

A day after President Obama called on the nation to embrace a spirit of service, Rep. George Miller (D-Calif.), Chairman of the Education and Labor Committee, convened a hearing to chart a specific course forward.

Time magazine managing editor Richard Stengel was called to testify, having authored a recent cover story on national service. He traced volunteerism from Benjamin Franklin's famous exhortation that the Congress had given the people a republic, if we could keep it, through Alexis de Toqueville's observations on 19th century America, and up to today.

"America basically invented democratic volunteerism and national service. Service is in
our DNA as a nation and as a people," he offered. Yet, he continued, "These days, the two central acts of democratic citizenship are voting and paying taxes."

The time may have come to add to that list, said Stengel. First, though, Stengel laid down some wonk. "Let's look at the landscape now," he said. "Nearly 61 million Americans volunteered in their communities in 2007, giving more than 8 billion hours of service worth more than $158 billion to America's communities. More than a quarter of Americans over the age of 16 volunteered in some way. There were one million more volunteers in 2007 than in 2002. More than a third of volunteers served through religious organizations. Seventy-five thousand Americans are serving through AmeriCorps this year, and more than 540,000 have served in AmeriCorps programs since 1994. A cost-benefit analysis of AmeriCorps programs has concluded that every $1 in investment results in $1.50 to $3.90 of direct measurable benefits to the community: children tutored, playgrounds built, homeless people fed. AmeriCorp volunteers mentored more than 210,000 children and youth last year."

The Huffington Post caught up with Stengel after the hearing was gaveled.

"I think there's a moment now where a desire meets need, in the sense that people feel like service is important, in part because of the president's leadership, and because it was never fulfilled after 9/11 and because now there's an actual economic need," he said.

Stengel hopes that the president's speech, and his specific call for action on a bill by Senators Ted Kennedy (D-Mass.) and Orrin Hatch (R-Utah), that would incentivize national service, will move the legislation into law.

"I think this is the time," he said.

He added that he sees the Huffington Post fitting into the new service model of citizen activism. "One of the things about the Huffington Post is that it's so grassroots and so granular," he said. "I think the next wave is from the bottom-up, from the most individual efforts in the most local communities. The Web, just like we saw with Meetup.org and other things, is a great organizing tool for everything and I think it could particularly work well for service."

The benefit of the Web, said Stengel, is that it can bring distant people together quickly. "You had examples from Hurricane Katrina where local groups got together online and said, 'Somebody's meeting at such-and-such street corner at such-and-such time. Part of the barriers to this have been organization, but I think with BlackBerries and cell phones and high speed internet access, you can actually get a quorum together."

If you have to offer incentives, if you have to pass a law IT IS NOT VOLUNTEERING.
Incentives mean it is a job, with a reward. If it is legislated it is a tax.

I agree with you Baddadd47. Volunteerism should be just that. Volunteerism! It shouldn't be enforced as a condition of graduation nor should it be legislated. I think we have enough good hearted people in this country that care enough and are willing to volunteer without it being a mandate in our schools or by the government. If you start forcing people to do something that they themselves cannot do of their own free will, then you do get pushback and a mediocre finish at best.

There are benefits to it being institutionalized. It can be more effective and achieve more if it is organized. That is the lesson of the Obama Campaign. I don't think the plan is to mandate it, the plan is to incentivize it.

Queue the conservatives to start screaming about "enforced slavery", since the concept of giving back to the country that supports you is a foreign concept to conservatives. "It's all about me" is their credo.

And you got the safety and security and privilege of living in the world's richest country for that - living safely, driving on roads which many in the rest of the world can only dream of.. enjoying a standard of living which many in the rest of the world cannot even hope for. Make no mistake about it, this standard of living is enforced by the power of the American military and the effectiveness of that power throughout the 20th century - a military financed by those 28% - Last year $1.47 trillion was spent worldwide on defense purposes, America spent 711 billion (of about half) of that money.

Can you put a price tag on these privileges? All that you are being asked to do is to care about others in your country. And not for free - but in return for the promise on an education! In any other country in the world people would jump at such a deal.

Universal national service would be good for the country. Who knows rich republicans kids might find it rewarding to help others in a way their fathers never did.

I have a teenage daughter who used to volunteer at the library and my wife did as well, but my daughters school is now making it a requirment for graduation to perform"community service" for at least 8 hours and they were trying to make them serve at school volunteering to work at one the on campus clubs for LGBT's and or muslim outreach and or anything but a christian club, I protested and had those restrictions dropped. I will tell you mandating community service has done more harm than good, as the kids who used to volunteer on their own and are now being forced as a condition of graduation have simply stopped volunteering and will only do the required 8 hours and no more and I must say I dont blame them.

You must be a member of the "it's all about me" party.

I don't believe your child's school was trying to "force" your child to volunteer at one of those campus clubs, they were probably just choices. And if you don't see the difference between volunteering for a religious campus club and volunteering for social issues, you are hopeless.

you don't know what you're talking about baddadd47. Mandating commuinity service is necessary. It's our duty as citizens to be involved and to help others and if you don't teach your children that, shame on you. American kids are spoiled rotten.

People are being held hostage by the Oil Refinery who will not over produce and drive prices down !

Volunteering comes at a price.

Who will put thier famiy at risk now spending precious funds to help a charity where the Officers of the Charity refuse to disclose their salarys !!!!!!!

You certainly do have a bug up your butt. Next you are saying that it's all Obama's fault that the charity you are complaining about doesn't release the salaries of those working there.
