WASHINGTON — Union leaders are talking about reuniting under a single, more powerful federation, nearly four years after a nasty breakup split organized labor.

Leaders from 12 of the largest unions, along with rival federations AFL-CIO and Change to Win, have held three meetings since January aimed at setting aside differences and taking advantage of the most favorable political climate for unions in 15 years.

"We've had very positive discussions and we've reached some significant agreements," said David Bonior, the former Michigan congressman who is brokering the discussions.

But Bonior stressed that significant hurdles remain as leaders work out how a unified labor federation would be structured and what its goals would be.

Seven unions, led by the Service Employees International Union, bolted from the AFL-CIO in 2005. They complained the federation focused too much on political campaigns and not enough on recruiting new members. The break reflected frustration with steadily declining union membership, from a peak of 35 percent of the work force in the 1950s to about 12 percent today.

The political landscape has changed now that Democrats control the White House and Congress. Union officials see a chance to accomplish goals such as passing legislation that would make it easier for workers to organize unions.

"There's obvious benefits in terms of efficiency, message delivery, financial savings and a host of other reasons," Bonior said. "You can always be more effective if you're talking in one house as opposed to three."

Talks have included the 3.2 million-member National Education Association, the nation's largest union, which was not previously aligned with either federation but could become part of the new structure.

None of the leaders involved has talked publicly about specifics, but the pace of negotiations has picked up. The issue is prominent on the agenda during the AFL-CIO's annual winter meeting in Miami in the coming week.

"We are still talking," Change to Win chairwoman Anna Burger told reporters recently.

Some breakaway unions swore they would never return to the AFL-CIO, so there's talk of changing the name identified with organized labor for more than 50 years.

Leadership is tricky, too, with AFL-CIO president John Sweeney set to step down this year. The federation's secretary-treasurer, Richard Trumka, is a likely successor. But some unions, particularly the Teamsters, would oppose him.

Robert Reich, former labor secretary in the Clinton administration, said the labor split didn't really matter when Republicans ran Washington and unions didn't stand a chance at changing labor laws.

But with Democrats in charge, unions realize that "strength lies in unity," said Reich. "A divided labor movement is inherently weaker than a united one, especially when it comes to national politics and policy."

Nowhere is unity more important for unions than in efforts to pass the Employee Free Choice Act in Congress this year. The measure would take away the right of employers to demand secret-ballot elections by workers before unions could be recognized. Instead, unions could gain representation if a majority of workers sign cards authorizing it.

Unions believe passage of the bill would spur a renaissance in the labor movement, perhaps doubling union membership with the ranks of workers now discouraged from organizing by employer intimidation. Business groups have railed against the bill for months, saying it would deprive workers of secret ballot voting and subject employees to union bullying.

Barack Obama indicated strong support for the measure during the presidential campaign. But with Obama primarily focused on the economy now, the White House has not given a clear signal on when it wants Congress to consider the bill. At one point, unions hoped Obama would push the card-check legislation within his first 100 days in office.

Unite to pass the employees free choice act - when you think about right to work states - AZ for one - they have held wages down - fire at will - nepotism etc etc etc -

This is the best news - we united to elect only the most intelligent president in modern times - we can unite to protect employees from undo harassment in trying to organize.....

IBEW - AFL-CIO - CWA - when you have a win win environment - everyone participates....good for production - good for morale - good for cos - good for revenues

WE NEED TRANSNATIONAL UNIONS AS WELL ... A SLAP TO A WORKER IN THE U. S. IS A SLAP AGAINST WORKERS WORLDWIDE. WORLD WIDE WORKERS vs WORLD WIDE CAPITAL. WE SHOULD HAVE A NATIONAL BOYCOTT AGAINST ANY BUSINESS, CORPORATION OR ASSOCIATION OPPOSING THE EFCA! WHEN WE WITHHOLD OUR DOLLARS, AS WE'RE SEEING NOW, EMPLOYERS' PROSPECTS RAPIDLY GO DOWN THE DRAIN. OWNING A CONTROLLING NUMBER OF STOCKS WOULD STRENGTHEN OUR HAND EVEN MORE.

Home Depot is a start along with Walmart, Bank of America also. They are caught on tape damning the unions and contributing Millions of dollars. Bank of America has out bail out money and caught on tape! Walmart wasnt included publically but they are constant union killers to their employees. I agree, we need publicity of those companies opposing EFCA and making huge contributions against it. I wonder if Huffington Post could help research and expose them all!

The issue broken hopefully can be mended to unite as one strong force to be reckoned with. It will take all resources availble to educate the people what the EFCA stands for and the benefits of unionizing. Probably never before in the history of labor have we had a White House so friendly to the workers and workers rights. The Toyota Republicans should pay attention as this would certainly provide a more secure working atmosphere for them. RESEARCH and educate before you believe the repubs spins and think for yourself for a better tomarrow. I'ts not all about wages, its about having a say in the workplace where most people spend easily one third of their lives. It's about safety and training, it's about fairness and equality, it's about employers and employees working in harmony and agreed upon company policies, you know exactly where you stand in having and maintaining your job. it's about set work hours and overtime, no more banking time abuses. it's about earned benefits, vacation time, holidays and leaves of absence. its about haveing a method to process your grievance, an equal playing field to prevent employer intimidation. With skilled labor its about proper training such as apprenticeship programs to complete the licensing process. it's about having the representation to work for you as one voice in gaining employer/employee working agreements. (contracts) You no longer have to speak only for you, you have a team doing it for you. its about fairness for all involved.

When employers are profitable because of your hard work, they are expected to pay you a decent living wage and benefits and unions shops are proof of a better quality of life. Rights of workers are never given to you and federal/state labor laws are bare minimal requirements to be followed and rarely enforced. With out union backing you are generally terminated if you have a complaint of unfairness, of unequal pay for equal work, or gender discriminations, along wirh all the other types of harassments and discriminations. Do some research, ask questions, email me, think for yourself if you have desires to better yourself and your families quality of life. JOIN A UNION!

Never again! I HAD to join the Food & Commercial Workers to work as a lousy stock boy, when an incident happened about our paychecks not being given to us on the supposed scheduled date, I called my supposed union representation, I was told to call the LRB, when I called the LRB I was told there was nothing they could do because a union was involved. All they are, is a legalized mafia.

This would be a good idea. Now that unions have an ally in the White House, and the country behind them, joining together to form a single fighting force would be the best that could happen.

A united front will be needed when rooting out the ENTRENCED special interests.

I strongly support unions--I;m working to organize a union for part-time instructors at my university-- but I hope that union bosses have learned the lessons of the past. Put the good of the workers first, above your own power; whenever possible, seek cooperation with business for the common good of all, rather than confrontation that may bring everyone down. Remember that unions are not an end in themselves, but a means to the end of a prosperous, democratic society in which everyone benefits.

And HuffPo, what's with the anti-union propaganda ad at the top of the Comments column?

Good points. As a union member for over 40 years I have seen good unions and those that are not so good. You are on the money about the powers to be in unions to not mirror those in big business and keep the power in the member's hands. That means a clear democratic process to elect leaders that lead. Unions cannot be just the lesser of two evils. They must be the rational, logical, honest, transparent, and intelligent option for workers. Many unions do not measure up to those ideals. If they do not, even in a more pro-worker environment, the percentage of those unionized will continue to fall. When I started it was close to 20% and has fallen ever since. Unions need to be tough when needed, and cooperative when it is necessary. Too many have cut off their nose to spite their face and workers have lost livelihoods because of it. Workers need real protection and representation that good unions provide.

It's sad at the international level becomes all political and here lies the problems. Think at that level they are dealing with different sets of issues as heres where the lobbying happens. We simply dont have the financial means to compete at this level as the Bank of America or Home Depot's types. But the voice of hundreds, thousands, millions united as one speaks very loudly.
