MOSCOW — If you're inclined to believe Igor Panarin, and the Kremlin wouldn't mind if you did, then President Barack Obama will order martial law this year, the U.S. will split into six rump-states before 2011, and Russia and China will become the backbones of a new world order.

Panarin might be easy to ignore but for the fact that he is a dean at the Foreign Ministry's school for future diplomats and a regular on Russia's state-guided TV channels. And his predictions fit into the anti-American story line of the Kremlin leadership.

"There is a high probability that the collapse of the United States will occur by 2010," Panarin told dozens of students, professors and diplomats Tuesday at the Diplomatic Academy _ a lecture the ministry pointedly invited The Associated Press and other foreign media to attend.

The prediction from Panarin, a former spokesman for Russia's Federal Space Agency and reportedly an ex-KGB analyst, meshes with the negative view of the U.S. that has been flowing from the Kremlin in recent years, in particular from Vladimir Putin.

Putin, the former president who is now prime minister, has likened the United States to Nazi Germany's Third Reich and blames Washington for the global financial crisis that has pounded the Russian economy.

Panarin didn't give many specifics on what underlies his analysis, mostly citing newspapers, magazines and other open sources.

He also noted he had been predicting the demise of the world's wealthiest country for more than a decade now.

But he said the recent economic turmoil in the U.S. and other "social and cultural phenomena" led him to nail down a specific timeframe for "The End" _ when the United States will break up into six autonomous regions and Alaska will revert to Russian control.

Panarin argued that Americans are in moral decline, saying their great psychological stress is evident from school shootings, the size of the prison population and the number of gay men.

Turning to economic woes, he cited the slide in major stock indexes, the decline in U.S. gross domestic product and Washington's bailout of banking giant Citigroup as evidence that American dominance of global markets has collapsed.

"I was there recently and things are far from good," he said. "What's happened is the collapse of the American dream."

Panarin insisted he didn't wish for a U.S. collapse, but he predicted Russia and China would emerge from the economic turmoil stronger and said the two nations should work together, even to create a new currency to replace the U.S. dollar.

Asked for comment on how the Foreign Ministry views Panarin's theories, a spokesman said all questions had to be submitted in writing and no answers were likely before Wednesday.

It wasn't clear how persuasive the 20-minute lecture was. One instructor asked Panarin whether his predictions more accurately describe Russia, which is undergoing its worst economic crisis in a decade as well as a demographic collapse that has led some scholars to predict the country's demise.

Panarin dismissed that idea: "The collapse of Russia will not occur."

But Alexei Malashenko, a scholar-in-residence at the Carnegie Moscow Center who did not attend the lecture, sided with the skeptical instructor, saying Russia is the country that is on the verge of disintegration.

"I can't imagine at all how the United States could ever fall apart," Malashenko told the AP.

There is a greater likelihood of Russia splintering into several rump states than there is for the U.S. to do so. The Russian economy is far weaker than ours. They can't afford to conduct an extended ground war anywhere in the world. Their foray into Georgia was short and conducted with the assistance of Chechen mercenaries. Their naval forces are an unmaintained joke. They possess one operational horizontal take off aircraft carrier. The Chinese have no operational aircraft carriers of this description.The Bear bomber that flew near Canada is an antique driven by turbo-prop engines. The biggest threat that Russia poses is their increasingly questionable ability to keep track of their nuclear stockpile. The former Soviet Union and China had border clashes for years. There is little chance of these two countries adopting a common currency. The Russian economy would serve as a ball and chain for the Chinese. This story only serves to work right wing conspiracy theorists into a frenzy of muddled paranoid thoughts. Let the crazy comments commence!

Someone refresh my memory, which one of the leaders, maybe Kruchev, maybe it was someone else and not even Russian, but someone was alluding to the fact about burying capitalists and essentially saying that not only would they bury you, but they would bury you with the capitalist weapons you sold to them.

I might have it all wrong as I can barely remember this, lol. Anyone have any ideas on who said it, what speech, etc? I thought it was one of those poetic justice jabs at us about the capitalism and selling them the weapons of our own demise aspect.

I remember that! I read that, I read that in MAD Magazine (what me worry) in 1967 and the picture showed Khrushchev pounding the table or lectern with his shoe. Yea I remember that, I was in the 7th grade and I was hiding under my desk because we were having a drill and getting under our desks was going to help us if Khrushchev dropped an Atomic Bomb on us. I remember that. now that I think of it, it probably has really messed up my head all these years. WOW!. I gotta call my mom. Is it Bingo night? I think its Bingo night.

The person I think you are referring to is Nikita Khrushchev, note spelling but I'm not sure he said that specifically.

Apart from this capitalism versus "whatever other economic system you care to match it up with" debate, perhaps if the U.S. wasn't the biggest arms supplier in the world we wouldn't have this sort of problem.

Sort of like the Second Amendment on steroids.

The Fall of the Empires
Part One

He summarizes things me and many others have been saying since I was a child. The fall of the empires is a history unto itself, like the story of utopias that we write when our society is on the rise. . .
But the element of projection here is certainly very strong.

I see this nation splitting into three sections, and there may be reconciliation later between the northeast and the west.

But the south is doomed to chaos, partly of their own making, and how they will respond to the crises that are coming upon us all. Many southern states may become uninhabitable, and we all have to realize that territories are going to open up across Canada and will have to be settled quickly to recover from the apparent coastal loss facing humanity over the next century. If you still question the necessity of action, consider that in some forecasts half of Florida disappears.

The truth is, the three major nations are about to collapse, and India doesn't look much better. India, China, and the Russiian people have lived through and survived ages worse than anything Americans have ever seen.

It is refreshing to see a Russian scholar can stand at the forum and discount the speaker's thesis, something we have even seen suffering here in "the land of thief and the home of the knave".

Part Two

China has built hundreds of cities it wants to populate but cannot sustain. That is a humanitarian nightmare that will also occur in many other places.

What humanity has to learn from Katrina is that your nation is not likely to be able to save you, as the climatic events may be beyond the capacities of any nation to control or recover from.

What will happen in those many distant locales, when earthquakes and floods occur, and no great nation is able to come to the rescue, or even able to hear the call?

We must also realize that our own calls for help may go unheard across the world. Who will be able to save us at such a time? And after we have been acting over the past decade, who would want to?

We must make our best judgments ahead of time, and hope that we are ready when the times turn against us.

Every nation in the world will be faced with similar, and particular, crises, challenges which are likely to be the decisive moment of their history.

And the turbulence will pass, the fratricdal wars btween the "brotherhoods of humanity" will quiet down. And the new world order will be something no one alive today could even begin to imagine !

What Katrina demonstrated was an administration so fixated on a war in Iraq, it was incapable
of responding and reacting to a crisis in the United States.

Bush was so full of hubris, he was unable to understand that Iraq is not the most important thing
in the world. He allowed American citizens suffer and die whie the nation watched on television.

Yea, maybe this guy has a point. When a nation chooses the type leadership and direction as America has, you could see possible failure in the future.

We can change directions and choose better leadership. The chice is still ours.

We are all in this together -- waiting for leaders to lead is not enough anymore. A good leader, like Barack Obama, is only as effective as are the efforts of those he would lead.

It is entertaining to imagine the United States descending into anarchy. The thing is that the governments, State and Federal would play a large roll in controlling civil disobedience and end up using companies like Blackwater, so it doesn't matter how secure you are in terms of self preservation. The largest Wal-Mart can be emptied out in a matter of hours and you can bet the government is not going to let that happen if they can get troops there in time to prevent it. Prevention being the main objective. Food and Water !

The Russians have had a cold war mentality since well before the Soviet era, reflected in their general suspicion of anything non-Russian. Not talking here about individual Russians, I am speaking about the collective Russian attitude focused on protecting Mother Russia at all costs.

History is replete with examples of this attitude and view of the world. Russians have lived through apocalypses we can only imagine, such as their "Great Patriotic War" (AKA World War II) which combined with the Stalinist genocides, cost more Russian lives than just about all other nations combined.

And let's not even talk about World War I. These calamities tend to have an effect on the way you think, right?
