BILLINGS, Mont. — Interior Secretary Ken Salazar said Friday he was upholding the U.S. Fish and Wildlife Service's decision to remove gray wolves from the federal endangered list in the Northern Rockies and the western Great Lakes.

Wolves would remain a federally protected species in Wyoming because the state's law and management plans were not strong enough, he said. But management of the predator will be turned over to state agencies in Montana and Idaho and parts of Washington, Oregon and Utah, in addition to the Great Lakes states of Michigan, Minnesota and Wisconsin.

The Obama administration had ordered a review of the decision made by the Bush administration shortly before departing. Salazar said he had concluded that dropping the wolf from the list was justified by its strong comeback in the two regions, which together have a population of nearly 5,600 wolves.

"The recovery of the gray wolf throughout significant portions of its historic range is one of the great success stories of the Endangered Species Act," he said in a conference call from Washington, D.C.

Wolves elsewhere in the Lower 48 states remain on the endangered list.

An influential lawmaker questioned the move and promised to investigate whether Salazar's decision is consistent with the Endangered Species act.

Sen. Barbara Boxer, the California Democrat who chairs the Environment and Public Works Committee, said her staff would gather information to determine whether the move met the "letter and the spirit" of the law.

Courts have overturned previous attempts to remove the wolf from the list, and future legal battles appear likely.

Environmental groups immediately pledged a lawsuit over the estimated 1,600 wolves in the Northern Rockies. A federal judge in Missoula, Mont., last year sided with the groups when they filed a lawsuit saying the animal's long-term survival remained at risk, particularly in Wyoming.

The government in January came back with its plan to leave out Wyoming.

"What we had hoped was the new administration would have taken a deep breath and evaluate the science," said Jamie Rappaport Clark, vice president of Defenders of Wildlife and a former Fish and Wildlife Service director under President Bill Clinton.

"Whether it's (Bush Interior Secretary Dirk) Kempthorne or Secretary Salazar, the concern remains the same," she added. "It's the same plan that I fear doesn't protect the wolf's long-term sustainability."

Wyoming's attorney general previously said his state probably would challenge the latest plan in court.

The Fish and Wildlife Service has been unable to agree on a protection plan with Wyoming, which had sought a "predator zone" covering almost 90 percent of the state where wolves could be shot on sight.

"The scientists at the Fish and Wildlife Service do not feel the recovery plan is adequate in Wyoming," Salazar said. He said his department would work with Wyoming to "come up with a joint way forward."

The northern Rocky Mountain wolf segment includes all of Montana, Idaho and Wyoming, the eastern third of Washington and Oregon and a small part of north-central Utah.

Idaho and Montana already have crafted plans for public hunts to keep wolf populations in check. There are no immediate plans for hunts in the western Great Lakes, which has nearly 4,000 wolves.

Idaho Gov. C.L. Butch Otter on Friday repeated his desire to get the first available wolf hunting tag in the state so he can try to shoot one of the animals.

"The fish and game population is really counting on a robust population of trophy animals to maintain that part of our economy," he said.

Butch Otter is a real trophy of guy isn't he? All excited about killing wolves for no good reason. What? Someone is actually going to stuff a wolf or hang the head on a wall? Disgusting! The populations of wolves never met their full potential and are being thinned already.

The elk hunters want no competition, AND they LOVE the idea of having a stuffed wolf next to the stuffed elk head on the wall.
Just look at what Governor "Butch" from Idaho says in the article!

This is a politically stupid move for Obama and Salazar; it has NO upside, because Idaho will NEVER vote for a democrat, and he has just pissed off supporters like me who care about this issue.

The state's so-called "management" plans will eventually lead to the sale of hunting permits to private individuals and outfitters; they've already attempted to move forward with that plan in ID and MT. The state of Idaho has set the sustainable/desirable number of wolves at about 1/3 of the current number of 1600 individuals--making it open season on the rest. Hunters claim that the wolves are taking too much prey in direct competition with subsitance hunters. The truth is that there has been no decline in the western ungulate population since wolves were re-introduced. The increased predation by wolves has led to the ungulate population relocating to higher, more heavily wooded habitat--which makes it harder for the outfitters and individual hunters to find their prey. In other words, they have to actually HUNT for the kill rather than drive back on forest service roads and walk a mile or two to bag an elk. The cash-strapped states make a ton of money selling permits and collecting taxes from the outfitters. Politicians collect donations from outfitters and sportsman groups--they have NO incentive to protect any more wolves than they are federally mandated to. I wrote to the white house office of public liaison, the interior department, my local newspaper, and congressional reps today as well as signed an online petition to have this ruling overturned. Please take the time to speak out against this travesty, please support biodiversity!

The wolves are taking the deer and elk, they don't eat peanut and jelly sandwiches. They follow to the higher and lower elevations. Wolves are now on the outskirts of many of the cities and towns here in Idaho and attacking pets, they hate dogs. It's always the people who don't live here who think they know better than those who do.

I lived in the mountains growing up and would love to go back again, with wolves, bears coyotes and skunks too. Sharing the land with native species is part of the beauty of living there.

I've lived in the woods of the Olympic Peninsula my entire life, am an avid backcountry backpacker, horse packer, and subsistence fisherman/hunter. I've never lost a pet to predators even though I live adjacent to thousands of acres of timber land. Never in my life have I been menaced by a predator, despite having spent tons of time in THEIR habitat. I went to college in a small town on the border with Idaho, I spent many many days and nights outdoors while I lived there. Saw a few bears, a cougar, many coyotes--never once menaced or attacked. I support the continued protection of the wolves in order to maintain a healthy balance of predators and prey. I don't believe that the State's Fish and Game departments have that same goal as they are loaded with special interst political appointees. Screw trophy hunters and bloodsport enthusiasts. True hunters don't whine about four-legged competition.
What disgusts me are all of the people who have moved in droves from the cities and towns to the country to enjoy the natural beauty--only to bitc$ about the horrible animals that stomp their yards, eat their ornamental shrubbery, and snack on their tiny pets.

I didn't say that the wolves weren't eating deer and elk. All studies indicate that the wolves have not had a dramatic effect on the number of ungulates--they've merely affected their migratory and grazing habits. The state of Idaho reports that hunters tagged as many elk and deer in the years following re-introduction as in previous ones.

This is why Salazar is such a lousy pick for Interior. All ranchers think its their god-given right to do whatever they want on land that in most cases, isn't even theirs. Western ranchers can whine all they want, but if you turn your herds out to graze (read: trample and ruin) grasslands on federal land at disgustingly low rates subsidized by my eastern intellectual taxes, you can lose a few calves or lambs to a wolf. Consider it the cost of doing business on MY land. Rancher boys may not like it, but most of the land in the west belongs to ALL Americans, not just their greedy a*&es. And those stories that their daddy's daddy's daddy passed down about how wolves are loathsome creatures of evil and havoc? Cr#p. About as true as the stories my daddy's daddy's daddy passed down about the dead Union soldiers haunting the barn. Want to see a creature of havoc and destruction? Try the mirror, rancher boy. Native Americans, coyote, grizzly, wolf, buffalo, cougar - they've all been on the slaughter list. Ah, the proud Western heritage of killing. Salazar's ubiquitous cowboy hat? A badge of shame.

I thought Obama's win would save me money. I was wrong. Defenders of Wildlife, the money is on its way.

It figures, this really p#sses me off, When I first saw this I wrote the Interior and said,We must have a Sarah Palin comrade, and then proceeded to say things I thought I never would, But ya know what? I'm sick of sh%t .This will be a free for all now for the sport and trophy hunters, let alone what Palin will do now, probably ramp it up even more.Someone should start a petition and have everyone we can to sign it.
I would myself but i am by no means tech savvy! I can only sign the DOW petion so many times before they tell me that I can only do it a few times.I have been sending money to DOW, writing my congressional reps,and the Gov. in Alaska,amongst a slew of others. Been writng the Gov of Alaska for yrs, Murkowski and palin.

This is exactly why Salazar the Cowboy should never have been appointed as Secretary of Interior. Idaho has plans to kill 300 or more wolves the day that wolves are delisted. This will be overturned in court and the cycle will be repeated over and over.
