KABUL — A roadside bomb killed four American soldiers in eastern Afghanistan on Sunday _ new evidence of rising violence in a region where clashes and attacks in the first two months of 2009 more than doubled from the same period a year ago.

A blast in southern Afghanistan killed two British soldiers, Britain's Ministry of Defense said.

The spike in violence is an early indication that roadside bombs and other ambushes are likely to surge as thousands of new U.S. forces arrive in Afghanistan this year.

Brig. Gen. Richard Blanchette, a spokesman for the NATO-led force in Afghanistan, confirmed that a roadside bomb killed four U.S. troops in the east. A U.S. statement indicated the troops were based in Jalalabad, while the U.S. Central Command confirmed that one of the four was a U.S. airman with the 755th Air Expeditionary Group.

Separately, a suicide bomber attacked a NATO convoy in Kabul on Sunday but instead killed two passers-by _ among 20 people killed in various incidents Sunday, said Kabul police chief Lt. Gen. Abdul Rahman Rahman. The bomber also wounded 14 civilians, the Interior Ministry said.

Clashes and attacks in the eastern province of Kunar surged 131 percent in January and February from the same period in 2008, said Lt. Col. Rumi Nielson-Green, a U.S. spokeswoman.

Bomb and gunfire attacks are up in part because 700 10th Mountain Division soldiers were deployed to Kunar in early January, putting more soldiers in harm's way.

Kunar's rise in violence is likely indicative of what the 17,000 U.S. troops that President Barack Obama has ordered to Afghanistan will face later this year. Hoping to reverse Taliban gains, the troops will move into areas of the country where few other foreign or Afghan soldiers have held a long-term presence.

Many of those areas are likely to have conditions similar to Kunar, where "the enemy that has a traditional hold in the area are deeply entrenched with the population," Nielson-Green said.

"The population is also very xenophobic and are largely 'fence sitters,'" Afghans who have not pledged allegiance to either the government or the militants, she said.

The 10th Mountain troops moved into Kunar, near the porous Pakistan border, while the Pakistani military was conducting a six-month offensive against militants in its Bajur tribal area, which has been an important safe-haven for insurgents.

Bajur is a rumored hiding place for al-Qaida leader Osama bin Laden, and Pakistan's offensive there earned praise from American officials concerned that militants were using the area as a base from which to plan attacks in Afghanistan.

Last week, Pakistan signed a peace deal with the Mamund tribe after claiming victory in its fight. The tribe controls a large swath of Bajur and its ranks have yielded many Taliban leaders. The tribe, whose members straddle the Afghan-Pakistan border, has agreed to stop sheltering foreign fighters and hand over local Taliban leaders there.

Pakistan's operation in Bajur was successful, but militants still "enjoy safe haven and support," in other tribal areas, Nielson-Green said. Violence has more than doubled in Kunar across the border in Afghanistan.

Nielson-Green acknowledged that violence is rising in part because more fighters crossed the border to escape Pakistan's military offensive. But the main reason, she said, was the influx of U.S. troops.

Gen. Abdul Jalal Jalal, the Kunar provincial police chief, said he is concerned that ongoing peace talks between Pakistani Taliban and Pakistan's government may be used by the militants as a chance to cross the border and increase their attacks in Afghanistan.

The Taliban regularly use roadside bombs against Afghan and foreign troops. Last year the number of such attacks rose by 30 percent, according to NATO figures.

In separate attacks on Sunday, the mayor of Kandahar in southern Afghanistan survived a roadside bomb blast that killed a civilian and wounded two others, said Najibullah Khan, a police spokesman.

Britain's Ministry of Defense also said two British soldiers from the Royal Electrical and Mechanical Engineers were killed in a Sunday blast as they traveled in an armored vehicle in the Garmsir district of Helmand province.

Separately, U.S. coalition and Afghan special forces conducting a raid in Kandahar's Maywand district killed five militants, a U.S. statement said.

In eastern Afghanistan, a French soldier and five Afghan troops were killed during a clash with militants in Kapisa province, officials said.

Exit strategy:
Shred AQ/Taliban ranks by use of special op forces, not grunts; catch OBL; control channels bringing fresh Jihadists from P-stan, Europe and ME and Africa;
force oil rich states to foot the reconstruction bill; award reconstruction projects to European and Chinese firms;
close most madrassas and open free vocational schools; mass literacy program;
buy poppy at market rates from farmers.
This would be a good start.
Caveat: without REAL Pakistani engagement defeat of AQ is impossible.

Some good ideas, but the "catch OBL" suggestion is a bit of a stretch, don't you think? I only point that out because since 2001 he's been the world's most wanted man, and we still haven't gotten him. It's a lot easier said than done. I personally believe he's dead.

I agree about controlling access to Pakistan, and thereby Afghanistan, but doubt if it would be successful. There are just too many ways to get in. What I worry about more is possible Jihadists coming from that region.

But you are absolutely right about engaging China and forcing Pakistan to step up. Without the involvement of the major players in the region, we are making the job much harder for ourselves.

But Pakistan doesn't have the ability to stand up right now; it is embroiled in too many of its own existential problems. As for China, I think they are rightly reluctant to engage themselves in anything that might draw the ire of the Mujahideen; Washington must find a way to convince the Chinese government that its interests are served by engagement.

It's nice to see actualy policy suggestions, even if I do disagree with some of them.

I think diplomacy will work. I'd suggested a restoration of the monarchy, (even a constitutional one)which is the one institution all Afghans respect. However it seems that Obama's advisers are still stuck in stay the course mode. I don't see anything coming out of the review scheduled for this month. The military will only promise ultimate victory. The graveyard of empires, I'm afraid.

There could be no diplomacy with Taliban/AQ if they think they're winning.
They must be seriously weakened ( like in 2001).
Then agreements can be negotiated.
Which will be periodically broken by those who believe they can gain more by fighting than talking.
Who then have to be brought back to negotiating after a serious military slamdown. And so on.

Perhaps all you uber-liberals have forgotten (or just don't care because you live in another country) but Afghanistan is the nursery for the Taliban and Al Qeada. It would still be their nursery if OBL hadn't decided to kill 2000+ civilians in N.Y., D.C., and PA on Sep 11, 2001. They started this fight and if we let off the pressure they'll murder many more in the name of their oppressive Islamic fundamentialist beliefs. You all may not care about that but some people still do.

And one more thing, Talibans literally and actually means student (of Madrassa or religious school). Some of them - in fact only few of them- are terrorist. But all Talibans are united against US occupation because you keep killing innocent civilians, their friends and their families. "world imperium"? The US wouldn't be in Afghanistan if it hadn't been attacked. The Taliban would still be in control if Al Qeada hadn't committed the Sep 2001 murders. Who's actually trying to be the "world imperium" here? The US doesn't want Afghan soil, we just want the AQ and Taliban asses.

Also, the Taliban are an oppressive and cruel ideaology no matter what their name. As for killing civilians; The Taliban and AQ terrorists have killed far more civilians than any US effort. The US attempts to limit civilian casualities, but when the snake hides among the lemings, some lemings are bound to get hurt. Who's fault is that; the snake killer or the snake?

IF it is deemed we have to be in Afghanistan, why can't we scrap these freakin Humvees and replace every single one with these?

So true...these incidents are going to increase because The Taliban are on the upswing in Afghanistan and unless Obama wants hundreds of thousands of troops in, along with constant aerial bombardments of Taliban strongholds, nothing is going to give...

Iraq is actually not nearly as awful as Afghanistan now is...

As horrible as this sounds, if American soldiers are being killed by road side bombs, it may be an improvement in the situation. This because they were setting up squad type ambushes before, and that kind of attack takes a lot more of everything;manpower, intelligence,confidence, leadership, etc..

It's simplistic black and white thinking like this which gets us into these ridiculous situations in the first place.

The truth is we shouldn't have invaded and occupied this country in the first place. You can't force democracy onto a culture. Democracy will arrive in the middle east at some point in the future and when it does it will come from within, not from US tanks and bombs.

Al-Quaeda were the ones who targeted us and they should be destroyed, but the Taliban had no active role in the planning or carrying out of that attack. They were a corrupt and oppressive government, but guess what, so is the new government, even with US troops, and so will they be when US troops leave.
