CALGARY, Alberta — Former President George W. Bush said on Tuesday that he won't criticize Barack Obama because the new U.S. president "deserves my silence," and said he plans to write a book about the 12 toughest decisions he made in office.

Bush declined to critique the Obama administration in his first speech since leaving office in January. Former Vice President Dick Cheney has said that Obama's decisions threatened America's safety.

"I'm not going to spend my time criticizing him. There are plenty of critics in the arena," Bush said. "He deserves my silence."

Bush said he wants Obama to succeed and said it's important that he has that support. Talk-show host Rush Limbaugh has said he hoped Obama would fail.

"I love my country a lot more than I love politics," Bush said. "I think it is essential that he be helped in office."

The invitation-only event titled a "Conversation with George W. Bush" attracted close to 2,000 guests who paid $3,100 per table. Bush received two standing ovations from the predominantly business crowd.

About 200 protested outside the event; four of them were arrested. Some protesters threw shoes at an effigy of Bush, a reference to the Iraqi journalist who tossed his shoes at the former president during a December news conference in Baghdad.

"He shouldn't be able to go anywhere in the world and just present himself as a private citizen," protest organizer Peggy Askin said. "We do not have any use for bringing war criminals into this country. It's an affront."

While Bush is unpopular in Canada, he is less so in oil-rich Alberta, the country's most conservative province and one sometimes called the Texas of the north.

"This is my maiden voyage. My first speech since I was the president of the United States and I couldn't think of a better place to give it than Calgary, Canada," Bush said.

The event's organizers declined to say how much Bush was paid to speak at the gathering.

Bush said that he doesn't know what he will do in the long term but that he will write a book that will ask people to consider what they would do if they had to protect the United States as president.

He said it will be fun to write and that "it's going to be (about) the 12 toughest decisions I had to make."

"I'm going to put people in my place, so when the history of this administration is written at least there's an authoritarian voice saying exactly what happened," Bush said.

"I want people to understand what it was like to sit in the Oval Office and have them come in and say we have captured Khalid Sheik Mohammed, the mastermind of the Sept. 11 attacks, the alleged killer of a guy named Danny Pearl because he was simply Jewish, and we think we have information on further attacks on the United States," Bush said.

Bush didn't specify what the 12 hardest decisions were but said Iraq is better off without Saddam Hussein in power.

Bush was also full of jokes during his appearance. He joked that he would do more speeches to pay for his new house in Dallas.

"I actually paid for a house last fall. I think I'm the only American to have bought a house in the fall of 2008," he quipped.

He also said his mother is doing well. Barbara Bush was released from a Houston hospital Friday, nine days after undergoing heart surgery. "Clearly he can't live without her," Bush said of his father and former President George H.W. Bush.

Bush seemed to enjoy himself even though the event started later than expected because of tight security. "I'll sit here all day," Bush said during a question-and-answer session. "I'm flattered people even want to hear me in the first place."

Just sickening ! I can't believe he thinks it's ok for him to be having fun writing while watching the rest of the nation worry about fixing his mess. He has no choice but to shut up about criticizing Obama. There is NOTHING at all he can say bad about Obama with his record the past 8 years. Unbelievable and the people paying him to speak need shoes thrown at them....Un­believable !

WHAT A LOSER! That is if you define a "loser" as: A two term president of the United States with a master's degree from Harvard and an undergrad degree from Yale who turned a half million dollar investment in the Texas Rangers into a $14.5 million dollar profit and was the twice elected Governor of the second largest state in the union...Wh­o now earns a quarter of a million dollars just by walking through the door and opening his mouth. I only hope I can be that big of a loser someday.

I do have to say I commend him for saying "He deserves my silence" and really, Bush has been quite absent from criticizing the Obama administration. Is he repentant or is it guilt? I'm not sure which but the fact that he has not publicly criticized Obama and his administration and not embroil himself in the political scene commands a certain respect from me and does redeem himself a little in my eyes.

We all know that Bush would need plenty of help writing any kind of book. His span of the facts; hollow delivery and just lack of intellect proved time and time again that without the help from a script, teleprompter or coaching he just cannot perform. Many of his news conferences as President were downright embarrassing. It is very hard to imagine that he made any of the "tough" decisions.­..more than likely they were made for him by the few who took this Country in the wrong direction. Bush was not even smart enough to step aside but just went with the flow. This Country may never fully recover from the past eight years under Bush...he is what he is...and we got what we got by putting him there...tw­ice no less!!

Obviously President Bush succumbed to another gaffe of the English language; he meant to say 'authoritative', not "authoritarian". I think everyone is well aware that Mr. Bush is a poor speaker, so the comments on this thread that Bush's comment is a "Freudian slip" or that he admits he was a dictator seem rather frivolous to me.

For many, I'm sure this verbal mix-up only reinforces the view that President Bush exhibits deficient levels of intelligence. I would be inclined to agree if not for the fact that I learned that, sometime during his tenure in the White House, President Bush read Albert Camus' L'Étranger. Being fluent in French, I probably have an intrinsic inclination towards the writings of Camus, but I think anybody who reads this novel cannot by definition be labeled "unintelligent". Of course, that is assuming that Mr. Bush is being truthful about reading the novel and that he understood it. However, if one were to review some of Bush's policies and decisions (particularly during the later stages of his Presidency) it is quite surprising how much you can understand about Bush simply from reading L'Étranger.

So my suggestion to anyone who dislikes the President is to read the novel (or re-read if the case may be). It definitely won't change your opinion of the man, but it should help you see things from a different perspective.

I am convinced that he did not read Camus. He also said he was going to read "some Shakespeares" . . . L'Etranger may explain some of his policies, as you say, but so does Dostovesky's "The Idiot."

As much as I dislike Mr. Bush, I give him credit to holding his tongue regarding President Obama. I wish his henchman, Cheney, would do the same.

I am really looking forward to Mr. Bush's "authoritarian" history. At least it sounds as though he is planning to be honest.

One might say that his use of the word "authoritarian" was a Freudian slip, however I doubt he would know what that means either.

Maybe he means he'll be writing about Cheney's 2 term presidency.
