WASHINGTON — The Obama administration will endorse a U.N. declaration calling for the worldwide decriminalization of homosexuality that then-President George W. Bush had refused to sign, The Associated Press has learned.

U.S. officials said Tuesday they had notified the declaration's French sponsors that the administration wants to be added as a supporter. The Bush administration was criticized in December when it was the only western government that refused to sign on.

The move was made after an interagency review of the Bush administration's position on the nonbinding document, which was signed by all 27 European Union members as well as Japan, Australia, Mexico and three dozen other countries, the officials said.

The officials spoke on condition of anonymity because Congress was still being notified of the decision. They said the administration had decided to sign the declaration to demonstrate that the United States supports human rights for all.

"The United States is an outspoken defender of human rights and critic of human rights abuses around the world," said one official.

"As such, we join with the other supporters of this statement and we will continue to remind countries of the importance of respecting the human rights of all people in all appropriate international fora," the official said.

The official added that the United States was concerned about "violence and human rights abuses against gay, lesbian, transsexual and bisexual individuals" and was also "troubled by the criminalization of sexual orientation in many countries."

"In the words of the United States Supreme Court, the right to be free from criminalization on the basis of sexual orientation 'has been accepted as an integral part of human freedom'," the official said.

Gay rights and other groups had criticized the Bush administration when it refused to sign the declaration when it was presented at the United Nations on Dec. 19. U.S. officials said then that the U.S. opposed discrimination on the basis of sexual orientation but that parts of the declaration raised legal questions that needed further review.

According to negotiators, the Bush team had concerns that those parts could commit the federal government on matters that fall under state jurisdiction. In some states, landlords and private employers are allowed to discriminate on the basis of sexual orientation; on the federal level, gays are not allowed to serve openly in the military.

It was not immediately clear on Tuesday how the Obama administration had come to a different conclusion.

When it was voted on in December, 66 of the U.N.'s 192 member countries signed the declaration _ which backers called a historic step to push the General Assembly to deal more forthrightly with anti-gay discrimination.

But 70 U.N. members outlaw homosexuality _ and in several, homosexual acts can be punished by execution. More than 50 nations, including members of the Organization of the Islamic Conference, opposed the declaration.

Some Islamic countries said at the time that protecting sexual orientation could lead to "the social normalization and possibly the legalization of deplorable acts" such as pedophilia and incest. The declaration was also opposed by the Vatican.

Poor delusional G.W. Bush...the former hard-partying frat brat, military-dodging, coke-toking lush found God who tells him what to do...

He had his fun, then "found God", thinks he is a "chosen one" and takes it upon himself to save humanity from all of its evils: save the millions of frozen useless embryos from being used for stem-cell research, while promoting guns and putting to death more death-row criminals than any other governor. Then he starts a useless war which kills 4000+ Americans and consequentially 100,000+ Iraqi civilian deaths. Not to mention the millions who suffered due to Katrina.

And he refuses to sign something to PROTECT a group of people who are being murdered, MURDERED! simply because of whom gay people love, LOVE!

Yes he was one person but look at what person has done to cause so much suffering in the world. And yet I'm sure he sleeps well most nights, thinking he has God on his side. In my opinion he was no different than Hitler's mindset who took it upon himself to do God' works to save humanity from non-Christians and gays. What's even more sad is that there are too many Americans who still find George Bush not only a good person but a great President. Will the real God please stand up and save America... from people like Bush and his admirers?!

I'm with ya, right up to the last few lines.
First Hitler did what he did because of political ideology (although he used religion as a tool). Theists and non-theists have debated for years about what his religious beliefs were. In the end it doesn't matter, because he wasn't motivated by religious dogma.
There have been theistic leaders throughout history who have done horrible things in the "name of God". But as far as I know, atheist leaders who have done horrible things, never did those horrible things in the "name of Atheism".

carsntrucks ignorance is exceeded only by his stupidity. Until 1961, every state in the union had laws against homosexuality. In 2005, when the US Supreme Court finally declared such laws unconstitutional, there were still 13 states that criminalized homosexuality. Many of those states still have the laws on their books even though they are unconstitutional.

He is actually pro-civil unions and equal rights, but not explicitly gay marriage. He blames his religion. I figure there are a lot more politicians that support gay marriage than admit to it because it's such a divisive issue. I like to think that Pres. Obama is one of those, but that may just be wishful thinking.

and what I dont understand....I am 60, have a prostrate the size of a small foreign car, and am not interested in sex really anymore anyway. I would have to classify myself as gay because that was my orientation I was born with, but what part of homosexuality is it they hate so much.? I am so uninterested in it, not a part of my make up in any real practical way....so I could almost say I WAS gay. How am I threatening or bothering anyone that I was a gay man in my younger years. I was a nice person then too, but now....what the hell does anyone have to hate me for now??? It is the act of sex that people think of when they think of homosexuality. I'm not even interested anymore so what exactly is it I have to be so hated for now??????

It's very possible that marriage equality will become law in New Jersey this year. While facing a tough re-election fight, Gov. Corzine said that if the legislature presents him with a marriage equality bill, he will sign it (in an echo of Howard Dean's last re-election in Vermont 9 years ago).

The bill faces a tougher fight in the Assembly than in the Senate, but all representatives need to lobbied. If you live in New Jersey, call your senator or assembly member to voice your support. I am thrilled to see the Obama administration support the recognition of human rights protections for ALL people. Now when will we see the reversal of the Bush administration's vote against the United Nations Declaration on the Rights of Indigenous Peoples? It was adopted by the General Assembly by an historic 144 yeas to 4 nays on September 13, 2007, The four who voted against? The US, Canada, Australia and New Zealand. Mr. President, keep your promises to the Indian tribal nations. Repudiate the racist "plenary powers doctrine" in federal Indian law and respect our fundamental human rights!

That is horrible. I hope that Obama signs on to this declaration, and I hope that he has some serious talks with PMs Harper, Rudd, and Key regarding their countries signing on as well.

I am not surprised by the US's refusal to sign, considering both who was at the helm and our unfortunately backward-leaning society.

I AM however surprised by Canada and Australia. I guess a declaration that validates the people we booted out to make room for our malls and skyscrapers hits too close to home. Probably opened up an avenue for civil suits for the reprehensible treatment of the indiginous peoples we westerners have made them suffer for centuries.

You know, I got curious about what all these rightwing evangelicals are always blabbering about, so I went to one of the websites that contain the text of the Bible and searched the term marriage. I didn't find anything saying that marriage was between one man and one woman.

I did find this:

"If brothers are living together and one of them dies without a son, his widow must not marry outside the family. Her husband's brother shall take her and marry her and fulfill the duty of a brother-in-law to her. 6 The first son she bears shall carry on the name of the dead brother so that his name will not be blotted out from Israel. " - Deuteronomy 25:5-10

So, Christians who oppose gay marriage, I have to assume you also consider this to be valid. Right? How can you just pick and choose randomly? I have to assume that, unless you're a hypocrite, you must believe that when a man dies, his wife has to marry his brother? Right?

No, I doubt any of you believe that, even though it's just as valid, if not more so, than your biblical justification for being against gay marriage. The truth is you're just bigots who pick and choose random ancient Bible verses to justify yourselves and pretend that your bigotry and hatred is sanctioned by some man in the Sky. Ridiculous.

When it comes to civil rights though, peoples silly beliefs should be a moot point.
We are constitutionally a secular nation. Even if 99.9% of Americans were Christians we still would not be a "Christian nation".
The right-wing evangelicals have a legal right to be hypocritical bigots.
We've just got to repair that crumbling "wall between church & state" they've been hammering away at.

Maybe, but this isn't an issue that should require a lot of time. It's a simple and clear cut issue of civil rights. Gay people in America do not have full equality under the law, and it should be fixed.

President Obama is in general a moderate, so it is unlikely he will push for gay marriage. It will happen within our lifetimes, but probably not during Obama's two terms. Society has a little more progressing to do. It's close, though.

With all due respect, it's exactly that kind of attitude that makes it so hard for us to make headway with gay rights. The forces against equality are large and well organized, and there simply aren't enough people who give a damn, because it doesn't affect them personally. People are going to have to start standing up for what they know is right, even if it's not the single most important issue on the agenda.
