WASHINGTON — Fannie Mae plans to pay retention bonuses of at least $1 million to four key executives as part of a plan to keep hundreds of employees from leaving the government-controlled company.

Rival mortgage finance company Freddie Mac is planning similar awards, but has not yet reported on which executives will benefit.

The two companies, which together own or back more than half of the home mortgages in the country, have been hobbled by skyrocketing loan defaults. Fannie recently requested $15 billion in federal aid, while Freddie has sought a total of almost $45 billion.

Fannie Mae disclosed its "broad-based" retention program in a recent regulatory filing with the Securities and Exchange Commission. The company was only required to disclose the amounts for the top-paid executives, who will pocket at least $470,000 on top of their base salaries.

The bonuses are more than double last year's, which ranged from $200,000 to $260,000. Another round of bonuses ranging from $330,000 to $429,000 are planned for next February.

A company spokesman declined further comment.

Fannie Mae said regulators determined that the bonuses were needed because keeping key employees "was essential to ensure our viability through 2010, which would allow Congress, the administration and other parties involved time to determine what the form and function of the company will be in future years."

The bonuses were authorized last year by the Federal Housing Finance Agency, which seized control of Fannie and Freddie in September and ousted the companies' former CEOs

"It was critical to retain their most important asset _ their employees _ who are being asked to play a vital role in the nation's economic recovery," James Lockhart, the agency's director, said in a statement. "As the previous senior management teams left, it would have been catastrophic to lose the next layers down and other highly experienced employees."

But the generous paychecks could prove politically touchy amid outrage over roughly $165 million in bonuses paid out over the weekend by bailed-out insurance giant AIG.

Michael Williams, Washington-based Fannie Mae's executive vice president and chief operating officer, is due to receive a $611,000 retention award this year on top of his $676,000 base salary.

Williams received a $260,000 retention bonus last year and is in line for another $429,000 next February, for an expected total of $1.3 million, according to the SEC filing.

David Hisey, the company's deputy chief financial offer, is expected to receive a $517,000 retention award this year in addition to his $385,000 salary and $160,000 cash bonus. He received a $220,000 retention award last year and is due to receive $363,000 next February, for a total of $1.1 million.

The other two executives receiving the bonuses are Thomas Lund, who oversees the company's single-family mortgage business and Kenneth Bacon, who heads up housing and community development. Both are receiving about $1 million.

The company's two top executives, Chief Executive Officer Herbert Allison and Chief Financial Officer David Johnson, did not receive the awards because they were new to the company last year. Allison is taking no salary, while Johnson is receiving a base salary of $625,000 and no bonus.

Outlaw retension bonuses for any company getting bail-out funds!

These people are making decent base salaries. Their salary should be enough to keep them. If not, let them leave. I bet there is someone else waiting for their opportunity!

Okay folks let 's be honest here for a minute...T­he Big money has been out the door for days, months even, & no one has spoken a word about it for 8 years. All those Big A**s Bonuses Wall Street was giving themselves for 8 years was our money. They were stealing it as they were collapsing the system. They created this whole nightmare; we all have to suffer under an admin that provided the lessons learned 2 them since they collapsed the banking system yrs ago. Reason for .5 to 1% only on Saving Accounts today. The same lesson plan 4 the banking demise was revived for his buddies. Fan & Fred came 2 the party way late since restrictions in place that were not removed until the thief was well on its way. The Congr and Sen did not say a Peep the entire time & now they want us to listen 2 their half-baked Ideas on why Obama shd fail. No folks, if U listen 2 hype U will be forever lost in the wilderness with the GOP. Even Eric Cantor got TARP money thru his wife but you will never hear about that. Yep, lost in the wilderness with our money! We have no choice but to fight fire with fire with Obama's plan and get some $$ back one day. This was NOT AN ACCIDENT! We were manipulated like we were children and believe me that's how the GOP see us...kids without a clue.

That new Tax thing should catch this too... I'm liking that idea more and more since it would mean that all the bailout companies would be playing under the same rules and we can stop talking about it already. I'm all for guys getting their inflation adjustments, or small merit pay increases but this bonus thing, these massive sums of money for the privilege of keeping your high paying job. This BS has got to stop.

See this is why Obama is forward thinking when it comes to these bonuses and goign after members of the Bush administration. If you open up these cans of worms going back you will have to do it for all companies that get tarp and give bonuses and before you know it you have a mess on your hands.

This is what the man was trying to do make changes going forward now we are bogged down in this mess and meanwhile the BUDGET gets put to the backburner and REPUBLICANS win. These are just distraction for Congress to engage in their Dog and Pony show. And GIVE justification for those on the right and DINO DEMS to Oppose Obama's budget.

Unless these greedy idiots can prove that they "whistle blew" to Congress when the stupidity was going on- FIRE THEM TODAY! At least an empty desk won't make costly mistakes.

Replace them with clients of state Employment Offices around the country.

Pay the new hires 20% above the national median family income - currently $50,000 plus $10,000 - with
a minor COLA for living in D.C.

Excellent performance is expected, Bonuses should be for DOCUMENTED superlative performance.

We only pay Obama $400,000 (plus housingand transportation).

I'm actually working on my annual employment review today. I am considering sending my CEO and Managers an E-Mail telling them to start thinking about my retention bonus money if they have intentions of using me for services provided by the company they operate. I don't think they should have a problem with this as the media talks about it enough that pretty soon it will be ingrained right into our peabrains and will be looked at as entitlement for all.

So boss you have till Monday before we start negotiations. Perhaps I'll get revenge over the last 4 years of stale raises 3%-4% after proving better production and more money made / saved for the company steadily year after year.

Has anyone noticed they're calling them "RETENTION" bonuses now, as if we need to keep these people who failed us at their jobs?!?!? As if anyone in their right minds would hire them at other firms? As if other firms are HIRING?!?!?

If we must pay Bonuses make it in stock that will vest in five years. This Bonus in lieu of salary and the nominal tax rate is what? If the idiots running these companies believe in the hype why not take Stock?

Why are we paying out cash money? Issue the rewards in stock and force them to eat their own cooking.
This is not rocket science, if the men and women in charge of these companies pay back the taxpayers show a reasonable profit they stand to be rewarded but if they keep turning out turds for us and feasts for them, we are in an unsustainable untenable position.. time to cut off the gravy train.

Like the sign says Helen Waite is in charge of the bonuses this year if you need a million in cash see Helen...

You really want today's Congressional morons passing knee-jerk legislation to take away money from anybody? What if you're next? The Democrat desire to take away from everyone that WORKS for a living and spread the money around to those that DON'T is pretty damned scary.
I don't agree with AIG bonuses but this should have been stopped early. If Obama knew about this and did nothing, he's to blame, if he didn't know about the bonuses then he and his minions are incompetant.

These guys were already ridiculously overpaid for years.....­Fannie could have actuall cut their comp by 50% and given them NO bonuses and they would have stayed....­.......no one else would hire these fools.
