UN Gay Rights Declaration To Be Signed By US

WASHINGTON — The Obama administration on Wednesday formally endorsed a U.N. statement calling for the worldwide decriminalization of homosexuality, a measure that former President George W. Bush had refused to sign.

The move was the administration's latest in reversing Bush-era decisions that have been heavily criticized by human rights and other groups. The United States was the only western nation not to sign onto the declaration when it came up at the U.N. General Assembly in December.

"The United States supports the U.N.'s statement on human rights, sexual orientation and gender identity and is pleased to join the other 66 U.N. member states who have declared their support of the statement," said State Department spokesman Robert Wood.

"The United States is an outspoken defender of human rights and critic of human rights abuses around the world," Wood told reporters. "As such, we join with other supporters of this statement, and we will continue to remind countries of the importance of respecting the human rights of all people in all appropriate international fora."

The Associated Press reported on Tuesday that the administration would endorse the statement.

Gay rights groups hailed the move.

"The administration's leadership on this issue will be a powerful rebuke of an earlier Bush administration position that sought to deny the universal application of human rights protections to lesbian, gay, bisexual and transgender (LGBT) individuals," said Mark Bromley of the Council for Global Equality, which promotes equal rights for homosexuals.

"This is long past overdue and we are encouraged by the signal it sends that the rights of lesbian, gay, bisexual and transgender people will now be considered human rights," said Rea Carey, the executive director of the National Gay and Lesbian Task Force.

Human rights groups had criticized the Bush administration when it refused to sign the statement when it was presented at the United Nations on Dec. 19. U.S. officials said then that the U.S. opposed discrimination on the basis of sexual orientation but that parts of the declaration raised legal questions that needed further review.

According to negotiators, the Bush team had concerns that those sections could commit the federal government on matters that fall under state jurisdiction. In some states, landlords and private employers are allowed to discriminate on the basis of sexual orientation; on the federal level, gays are not allowed to serve openly in the military.

But Wood said a "careful interagency review" by the Obama administration had concluded that "supporting this statement commits us to no legal obligations."

When it was voted on in December, 66 of the U.N.'s 192 member countries signed the nonbinding declaration, which backers called an historic step to push the General Assembly to deal more forthrightly with anti-gay discrimination. It was endorsed by all 27 European Union members as well as Japan, Australia and Mexico.

But 70 U.N. members outlaw homosexuality _ and in several, homosexual acts can be punished by execution. More than 50 nations, including members of the Organization of the Islamic Conference, opposed the declaration.

Some Islamic countries said at the time that protecting sexual orientation could lead to "the social normalization and possibly the legalization of deplorable acts" such as pedophilia and incest. The declaration was also opposed by the Vatican.

I commend this action by Obama, HOWEVER, when is the U.S. going to sign off on the UN Declaration on the Rights of Indigenous People? Maybe because Christians, like Obama, will not be allowed to freely indoctrinate and the U.S. will be obligated to honor tribal property rights.

President Obama: did you not say in your address at Crow Agency, MT during the campaign, and I quote:

"Treaties are paramount law."

Or does this legally obligate you to ------ HONOR TREATIES, YOU KNOW, THE LAW OF THE LAND?!

Of course I agree with this action by the Obama administration and thank them for helping my causes as an American native and current resident of Europe.

What I don't understand is all the "professional gays" demanding tolerance while oppressing their owner.

For instance I am wondering why it took a gay NGO's appeal to a conservative government to call out alleged fraud and corruption against another fellow NGO in Poland.

I've yet top see any gay news about this and with the gay prides under way worldwide this foundation is collecting tens of thounds of dollars from privat e donor and other pride organizations as well as hundreds of thousands of EUROS from the European Union parliament (EU taxpayers, including myself foot these monies).

This is madness - the foundation should not be given a pass because they homosexuals. On my definition they they liars thieves and should be exposed.

I ask the GLBT community to demand accountability and transparency regarding this matter - Enough with "professional gays" exploiting the gay plight to enrich themselves.

I am amused that the Vatican is opposed. Of course they are. They are opposed to anything that even smells of human rights. The whole history of the church is one of deception, greed and corruption. This is exemplified by the Pope's latest commentary about condoms vs. abstinence. of course, as AIDS continues to kill, especially in the 3rd world, and is gaining rapidly in all social groups in USA, he spouts his opinion and VAST (joke) knowledge as the truth. Hmmmmm,, the truth is, he is clueless. As for the Muslim nations, well, they still consider stoning women to death as a fit punishment for acts of rape perpetrated by men. Latest case in point, a 13 yo girl who was raped by 3 men. She made the mistake of telling the police. She was dragged off, buried up to her shoulders and was stoned to death. So, folks we have a long way to go. Anything, even a token acceptance of equal rights for all, is a beginning. Good for Obama.

I think the people who wish to keep gays and Lesbians citizens sttripped of citizenship, without rights in this country would be shocked if they themselves were treated like third class citizens.
Equal rights do not exist in this country.
I think that people who say, well, those homosexuals, they should be treated like dirt and denied any standing in society do not realize that they have opened the door for all of the rights they take for granted to be taken away from them as well.

AFAIC, the whole Rick Warren episode remains a blot what he did to his own inauguration back in January, and this doesn't change the fact of that.

Nice little declaration -- papers over the whole Prop 8 & similar state measures for a few days or weeks, but doesn't change anything on the ground substantively. Costs nothing to sign.

In America there are over 1400 Federal Right GIOVEN to Heterosexuals when they marry (even IF they just met each other, GOT DRUNK,and married by an Elvis Impersonator) ...when a LGBT cpl who been together 5,10,15-20yrs or more can not marry and GET those RIGHTS. Over 30 states in America LGBT people CAN BE FIRED from thier JOB for being who they are....LGBT can BE DENIED HOUSING.....LGBT people can not serve openly in our countires Military. LGBT can NOT get the Benefits afford top hetero cpls upon thier partners death. ETC ETC ETC..the list goes on and on of the In-Equalities....LIBERTY & JUSTICE FOR ALL MY ASS!

The world-wide progressive consensus on marriage has to be to let it be a matter of personal choice. Eventually means that governments will not determine who and who is not married. Allows for each culture to have traditional marriages, plural marriages, homosexual marriages, etc.

I agree. For example, as far as religious marriages are concerned, I think the state sanction of marriage means little as far as "sanctity of marriage" arguments go. Let churches and other religious institutions bless marriages as they see fit and the state should just be responsible for overseeing how benefits and such are carried out. It shouldn't matter from a government perspective who gets married as long as they are consenting adults.

Does it ever occur to anyone what Obama could be achieving if he wasn't having to spend most of his time unpicking the disastrous, damaging and illogical policies of Bush before him?

This is a reversal long overdue though. I have never been able to get my head around why so many people spend so much of their time fighting against gays, who only want to be left in peace to live life as they choose, love who they choose and cannot threaten the haters in any way. It defies sense.

But, I wonder if Obama would have been elected without a disastrous administration preceding him. Perhaps we had to suffer through the incompetence and down right criminal activity of someone like Bush for this country to wake up and care. I think more people are politicized now. And sadly it takes tragedy sometimes to motivate people into taking action.
