WASHINGTON — President Barack Obama says he cannot "govern out of anger" just because of public outrage over bonuses paid at financial institutions kept afloat by taxpayer dollars.

Obama's declaration came as he pushed for a $3.6 trillion federal budget proposal that already is opposed from within his own party. As he seeks lawmakers' support for his first budget, he took a political risk in signaling discomfort with a separate plan that slaps a punitive, 90 percent tax on bonuses paid to American International Group employees.

Obama, a law professor-turned-chief executive, said during an interview broadcast Sunday that he does not like the idea of "passing laws that are just targeting a handful of individuals" or using the tax code to punish people.

"Let's see if there are ways of doing this that are both legal, that are constitutional, that uphold our basic principles of fairness, but don't hamper us from getting the banking system back on track," Obama said on CBS' "60 Minutes."

In a wide-ranging interview broadcast Sunday night, Obama said he expected the Senate would produce a much different and more acceptable version of the bill _ one he could sign.

The AIG tax plan passed through the House with popular support from Americans frustrated the company received $170 billion in bailout money to avoid collapse, yet found $165 million to pay executives as bonuses.

Earlier Sunday, White House economic adviser Austan Goolsbee said his boss understood the nation's anger and that the easiest thing would be for AIG executives to return the bonuses. "He's going to look at what comes out of the House, what comes out of the Senate, see what ideas we have," Goolsbee said.

More pressing for Obama, however, was his own federal budget proposal.

Story continues below

Senate Republicans warned of deficits that could climb to $20 trillion in coming years and a weakened dollar if Obama and his Democratic allies get their proposal passed.

But even some of Obama's fellow Democrats aren't in favor of the proposal, which makes changes to farm and energy policies. Fiscal conservatives also bemoan its impact on deficits; it could generate $9.3 trillion in red ink over the next decade.

Obama used the CBS interview to yet again defend Treasury Secretary Timothy Geithner and his plans to resuscitate the ailing financial system.

Geithner was set on Monday to detail plans to use $100 billion in federal bailout funds to leverage as much as $1 trillion in so-called toxic assets off the books of endangered banks.

Meanwhile, Sen. Judd Gregg, R-N.H., predicted Obama's ambitious $3.6 trillion budget, including massive spending to save the economy, would put the country into bankruptcy and would never pass Congress.

"The practical implications of this is bankruptcy for the United States. There's no other way around it," Gregg said.

Goolsbee appeared on CBS' "Face the Nation." Gregg appeared on CNN's "State of the Union."

I've never seen a president so scrutinized in his first two months as President Obama. I think that's pretty natural given the general stress level of the population. But...let's give this guy a break, let's adopt a wait and see attitude. So far he's done more in two months than most presidents have accomplished in their first two years.
One of the things I like most about Obama is that he's real, he truly is like the "rest of us". He governs from the middle - the true middle, not the middle that is just shy of Hitler. He's pragmatic, has a plan to get to an end and he is very good at knowing when to push and when to hold back.
If 4 years from now, he hasn't made great strides in accomplishing his goals, then we can legitimately complain. Right now, we need to do our best to help him.

We can't govern out of greed or fear or naivete, either Obama. You are up against some first-class, money loving, law breaking a holes who aren't going to stop looting the banks and investment houses until they are thrown in jail. STOP GIVING THEM MONEY.

Everyone needs to stop blaming democrats, republicans. and just start working together for once.

In order to fix our economy, we need to start from the root of the problem: the people. The economy did not crash on its own. We all need to take care of our own finances and be responsible for our actions. Once people stop being greedy and we stabilize the economy from the bottom, the greater economy will gradually begin to get a hold of its own.

well now, that just makes too much sense.

I think we need to try something. Sure this is a risky move, but if we don't do anything, we sure aren't going to fix this problem.

The reason why economic disasters like this occur is because our economy is based on faith. Fiat money is as good as thin air.

This is what happens when people aren't 'real'.

I can't really agree with dumping that much money into the system, but it's mostly for show anyway. And how can you complain about banks paying bonuses, their business is money and their employees slaved away for it. Time to get back to the basics and take care of ourselves, it's really no good complaining about other people and blaming others for our woes when we aren't actively seeking our own answers.

I really think that Obama is setting out to do what he promised. He spoke of change during his campaign, and he is trying to change some of the flaws in the economic situation. Everyone was thrilled to have a president who wanted to bring change. But once he implements his plan, everyone is up in arms about him spending too much money. Although all the money he is spending in the stimulus plan is a little extensive and optimistic, you have to admire a president who is actually keeping to his word and looking to advance the em-betterment of out society.

"Fiat money is as good as thin air. This is what happens when people aren't 'real'."

People are real. Buildings, machinery, and consumer goods are real.

What's not real is the value of gold, or anything else that has value only because of being money. Gold basically is fiat money, but with none of the advantages of literal fiat money.

I watch this president work to clean up the mess left behind.
I listen to his calm rational approach to problems.
Michelle Obama meeting with school children.
The Obama girls doing their thing.
Then read of a tammy bruce calling the Obama's trash.
Or hear a rush limbaugh call for this president to fail.
Or watch glenn beck break down crying (yeah, right) about.....only glenn beck knows.
And I wonder Why the hell did Barack Obama do this ?
Why has he completely derailed his, and his family's, life to govern a nation where greed, ignorance, intolerance and plain stupidity are as much a part of the American DNA as intestinal fortitude, baseball, apple pie and The Fourth of July?

"Why has he completely derailed his, and his family's, life to govern"

I don't think he's derailed his life or his family's--for years, he's been working at getting into an office where he can do some good to try to help fix some of the problems you list. His wife has been aware of this for years. It's the rail they've been on for a while. Besides, somebody had to do it. He has more brains than anyone else who was running, and he knew that. He has a sense of duty. He knew going into all this, that he was going to be the target for a lot of nonsense.

because, hopefully, he is the guy who can fix it
he "gets" where it went wrong
and what is moral and ethical
he is calm and rational
and seeks qualified people to help
let's hope that the ideals of social justice that are part of the American DNA
will overcome the greed and arrogance

because he knows he has the strength to deal with it. He knows his family is strong too and can handle it. You know he didn't do this without their absolute positive blessing, and knowing that he CAN do it.
We just all have to give him a chance. Unfortunately, the MSM doesn't want to give him a chance because then they wouldn't have the sensational stories.

It's all a matter of priorities.

What is the critical danger facing our country today? And where should our attention be focused?

(1) Unrestrained flag burning

(2) Mutiple births by the irrresponsibly immature (OctoMom)

(3) $165mm in bonuses to AIG

(4) The possiblitty that our economy will collapse or be severely damaged for decades.

(5) Gay marriage.

This is a real difficult question.

From all the passion on the net and in the media, I'm guessing the consensus of an "informed" citizenry is that it's #3..

#3 is a result of #4
it is the outward anger and frustration
of having been duped, taken advantage of
by the financial system
which was aided and abetted by
deregulation and a lack of oversight
ignoring the warnings

Bush governed from polls. That's why he needed to use false intelligence to get public approval for Iraq and why he failed to destroy Social Security (thankfully)

The whole country needs an anger management class to help channel it into productive action. Cooler heads needs to prevail in order to solve this. What if Captain Sullenberg hadn't kept his head and given in to justifiable despair and anger at the situation when the engines failed? He and 155 passengers would now be dead. We need to keep that in mind as we find our way through this labyrinthe of challenges. Panic and anger only make bad situations worse. That's a fact.
