Dianne Feinstein , chairwoman of the Joint Congressional Committee on Inaugural Ceremonies, ordered the report in January after thousands of people who had tickets to the inaugural were turned away and still more were corralled into the Third Street tunnel near the Capitol and were stuck there -- in freezing conditions -- for several hours.
