BLANTYRE, Malawi — Madonna is planning to adopt a second child from Malawi, officials said Thursday, but questions have already been raised over whether the newly divorced pop star will face obstacles because of her single mom status.

An official at the Malawi welfare department said Madonna, who is 50 and a mother of three, had filed adoption papers in the southern African country. Another person in Malawi close to the case said Madonna would be there this weekend and a court could hear her adoption case as soon as Monday.

A U.S. government official confirmed that an adoption bid by Madonna, an American, was under way.

They all spoke on condition of anonymity due to the sensitivity of the subject.

Madonna spokeswoman Liz Rosenberg in New York would not comment.

Years ago, the singer was accused of using her celebrity status to circumvent Malawian adoptions laws when she adopted her son David _ allegations she denies. That adoption became final in 2008.

Now there are concerns that rules again will be broken for Madonna, as Malawi also does not approve adoptions for single or divorced parents.

However, the Malawi welfare official said each case is considered on its merit.

Malawian law is fuzzy on foreign adoptions. Regulations stipulate only that prospective parents undergo an 18- to 24-month assessment period in Malawi, a rule already bent when Madonna was allowed to take David to London.

Madonna met David in October 2006 at a Malawian orphanage. His mother had died and his father was unable to care for him. She and her then-husband, British filmmaker Guy Ritchie, took David to their London home but it took two years for the adoption to become official.

The adoption was a trying process for the singer, who said the criticism hurt. Some children's advocacy groups accused her of breaking up a family. They claimed the child, who is now 3, should have remained in Malawi and the star should have instead offered to support his father.

Rumors that Madonna wanted to adopt a girl from Malawi have been circulating for some time. But the first official hint came from the star herself last week.

In an interview in Malawi's leading daily The Nation, the singer said she was considering another adoption but would only do it if she had "the support of the Malawian people and government."

Before David's adoption was finalized in May last year, a Malawi welfare official paid the family two home visits and wrote in a report that Madonna was a "perfect mum."

If the adoption goes through, she would become a single mother of four. She also has an 8-year-old son, Rocco, with Ritchie and a 12-year-old daughter, Lourdes, from a previous relationship.

Madonna first traveled to Malawi in 2006 while doing charity work and filming a documentary on the devastating poverty and AIDS crisis there. Besides releasing her documentary "I Am Because We Are," she is also establishing a school for girls there.

Malawi is among the poorest countries in the world. Just over 14 percent of the country's 12 million people are infected with HIV, the virus that causes AIDS, and an estimated 1 million children have been orphaned.

In an interview last year, Madonna said she planned to visit Malawi this month with all of her children, but it is unclear whether Madonna's children will accompany her on this trip.

She last visited Malawi in April 2007, when she brought David and Lourdes with her. The star and her entourage spent their time visiting projects for street children and orphanages, and opening a new day care center funded by her charity.

One can only assume that the haters have read up on what is happening in Malawi and why Madonna has gotten involved there.I am sure they are aware that it is the second poorest country in the world with people living on less than ONE US DOLLAR (and we know how worthless that is becoming) a day (not even One Euro a day). I'm sure they know that due to the AIDS epidemic it has left an unprecedented amount of children without parents. A whole nation of children without parents and Madonna chose to parenti one and hopefully a second. Any other volunteers on Huffpost?

People should be concerned about these international celebrity adoptions because of the overtly ridiculous double standards being brandished in the faces of prospective parents that are not as privileged but are just as deserving. Doesn't anyone raise a red flag when a celebrity can pop into a foreign country at will, pick up a child or two, then leave to catch the next flight to make their next flick or stage their upcoming tour? Equally disturbing is the fact that these countries allow these egregious acts to take place on their watch while losing out on the possibility of gaining something useful for their people and children involved in these fly-by-night adoptions. Yes, Madonna is opening a school in Malawi - the least she could do. Why not build a home there and allow the children to gradually adjust to their brand-new White parentage? Isn't that what the Malawian government intended by instituting the 18-24 month probationary period?
Observation: the standard is different for Whites, especially celebrities. There are documented cases of mixed race/minority prospects that face the kind of scrutiny or out-right rejection one would expect for abusive, unfit or unemployed people. What is permissable for some is unconscionable for others. Imagine a well-educated, financially well-off Black couple (doctors or lawyers or some other honorable profession) waltzing into an Asian, Eastern European or Latin country to adopt a child. I can hear the masses coughing on their lattes as I type...

Sweetie, Madonna gets press for walking out of her apartment. She is photographed everyday. Her tour this summer is a smashing success already, drawing the largest crowds in many of the countries histories. She is the biggest star in the world. She doesn't need anything.

there are agencies who do not want to cover Madonna, I'm in the biz...people are tired of her BS, her blatant disrespect for so much - religion, truth, marriage, motherhood.
Honestly, who has raised her children, she toured all of last year, and hasn't stopped
working - making films, doing ad campaigns, she is a busy body who has an insatiable need to be seen. It's the large family complex.
Paparazzi is one thing, but she does not get any where near the PR that Angelina does. She is not as respected. Her concerts they couldn't get rid of tickets being scalped in the parking lots. She sold out some, and that's what her PR exaggerates, as usual.

half her age on stage. The officials were told she was a 'good Christian woman'
when she went to adopt David. Now he wears a yamaca. The deception of
this woman has no end, and it's other peoples ignorance and her audacity to
sway the truth that allows her to continue duping people everyone. By the way,
David was ready to be adopted by another woman, he would not have died,
basically Madonna stole him, cuz he was the cutest photo op.

I concur.
We have been in line to adopt a baby for 3 years, and it could be 2 or 3 more years before it is our turn . We followed all the rules paid a lot of money. (but not as much as her I'm sure) Granted it is a China not Africa adoption but there are still wait lists and red tape to wade through. I think unless you are going through the adoption process you don't realize how much paper work and jumping through hoops is required. But apparently Madonna is special. I would love to know how she gets around immigration, those people are a nightmare!
So she wakes up one day and says, "hey I am in need of a girl, lets go get one"There are not big enough words to tell you how much resentment and anger I feel right at this moment. I want my baby girl too!
I don't normally envy people their success, because I am a happy person normally. But watching her get around the system because she has clout frustrates me no end!

I think it is great she wants to adopt another child from Africa. It will give David a kinship. We don't see or hear much about her other children, so she keeps them out of the limelight and they are probably quite normal.
I have always Madonna for her accomplishments. Yes, she used people to get where she is, but so have all the powerful men in the world. She didnt have a rich daddy, a husband to help her, or a backup band to ride on....she did this by her 100 lb self -and the whole world knows who she is - I think that is amazing.

Another small note. A friend from Africa told me When he was a boy and young man, his village had no word in their language for homosexual. Also, before europeans showed up sex was just a natural part of life. No porn, pimps, etc.

The aids rate are highest in the parts of Africa that are richest in natural resources.

Where's the racist comment? I said it was behaviour. Education is paramount. There are some communities where they honestly believe that the disease can be "cured" by rap|ing a virgin girl and think a circumcision is an invisible condom. The citizens need to be educated to change behaviour and safer sex needs to be promoted to help curb the disease.

This isn't a Black/White rich/poor issue, either. HIV/AIDS is increasing in large cities like the capital of Brazil. Yes, there most def. a risk for the rich, but it comes down to proper education.

Watch Madonna, as good as any entertainer in this century. Money is power, and if she lost it qll tomorrow, no one could ever take away her talent.

Most American orphans will not die if they are not adopted. In Africa, this is not true.

I am not saying that orphans in this country don't have a hard time, it's just that you have to look at the big picture.

I understand the comments about adopting here in the USA or helping out our children first. But lets not forget Madonna is the celebrity that has given the most to the September 11 fund and Tsunami fund. She has quitely given millions to cancer research during her entire career. Let's also remember she was out front during the fight to stop the spread of AIDS when it wasn't popular to do so. She gave her time, sweat, tears and money to that cause from day 1. And she did it unapologetically.

WHAT?????? Liz Rosenberg stopped working for Madonna after 911 because she refused
to take part in a benefit concert, afraid it would effect her own concert sales!!!! Liz probably won't admit it now, but I remember it well. Cyguy, don't you work for her? I seem to remember your name from other boards, stop making up stories about what she has given. If she does give, you can believe it is a much needed tax write off. I seem to remember she was the ONLY celebrity to refused to take part in any
post 911 money raising events. When Madonna gets bad publicity, or people find
out something she does is not cool- which is often- she back tracks to fix it. It is
very after the fact, too late, and shows she really has no clue what the right
thing to do is. No wonder she needs constant advice from her cult Kabalah chiefs
(the sect of Kabalah she studies is not recognized by the true Kabalists, it is
considered a rogue organization, btw).

I guess she has already hired a mommy (nanny) to raise the kid. It makes me sick that rich people like her and M. Jackson can buy children. Especially when there are thousands of loving families waiting to adopt and they cant because of rules against them or money issues. If this bitch really wanted to help out teh children of Malawi she would send a check to feed them. It is the only country desperate enough to sell her a kid I guess. Poor little girl.

You seem really really angry over this. Madonna is not just collecting these children, but she is providing them a stable home and a great education. She is also bringing a lot of attention to the plight of the people in Malawi. I wouldn't compare her to Michael Jackson for one single second.
